Cooperation with the police: a path analysis of residents in two Arab American-concentrated cities 与警方合作:对两个阿拉伯裔美国人聚居城市居民的路径分析

PurposeThis study seeks to answer (1) how perceived neighborhood collective efficacy and disorder affect residents' cooperation with the police, both directly and indirectly through perceptions of the police and (2) how Arab American ethnicity moderates the linkages between perceived collective efficacy, disorder and cooperation.Design/methodology/approachRelying on survey interview data from a probability sample of 414 residents in Dearborn and Dearborn Heights, MI and path model analysis, this study tests an explanatory model of public cooperation with the police that integrates both neighborhood and policing factors.FindingsPerceived neighborhood disorder undermines residents' desires to cooperate, and this influence is chiefly direct. Meanwhile, although no significant total effect, perception of neighborhood collective efficacy does have a positive effect on cooperation through the mediator of positive assessment of police effectiveness. Further, collective efficacy has a direct, positive effect on cooperation among Arab Americans only. Finally, perceptions of police equal treatment and effectiveness, rather than procedural justice, are significant correlates of public cooperation.Originality/valueThis study contributes to the extremely limited literature on policing and Arab American communities. The findings can deepen the understanding on why and for which groups neighborhood context is related to cooperation with the police. Findings can also add to the knowledge base for designing policies and practices that help secure and promote public support and cooperation in both Arab and non-Arab communities.

Using natural language processing to measure cognitive load during use-of-force decision-making training 使用自然语言处理测量使用武力决策训练中的认知负荷

PurposeFew studies have tested the efficacy of instruction based on cognitive load theory in police use-of-force (UoF) training due to limitations of existing cognitive load measures. Although linguistic measures of cognitive load address these limitations, they have yet to be applied to police UoF training. This study aims to discuss the aforementioned issue.Design/methodology/approachOfficers’ verbal behavioral data from two UoF de-escalation projects were used to calculate cognitive load and assess how it varied with officer experience level (less-experienced, experienced). The verbal data were further analyzed to examine specific thinking patterns that contributed to heightened cognitive load across officer experience levels.FindingsAcross both studies, responses from less-experienced officers contained greater usage of cognitive language than responses from experienced officers. Specific cognitive processes that contribute to cognitive load in specific situations were also identified.Originality/valueThis paper enables police trainers to facilitate the development of adaptive training strategies to improve police UoF training via the reduction of cognitive load, and also contributes to the collective understanding of how less-experienced and experienced officers differ in their UoF decision-making.

Culture and well-being among sworn officers: an empirical examination 宣誓警员的文化与幸福感:一项实证研究

PurposeThis study aims to bridge the police culture and the police employee well-being literature by demonstrating significant linkages between the two.Design/methodology/approachThe authors examined the effects of culture on the well-being of officers in one police agency in the western United States during the summer of 2020. Using individual-level data, the authors model the association between officer perceptions of occupational culture and personal well-being for 125 sworn employees.FindingsThe results indicate that, for individual sworn officers, their adherence to elements of culture is related to well-being; specifically, burnout (BO) exhaustion, BO disengagement, job satisfaction and organizational commitment. Additionally, the cultural attitudes of administration, and citizens in the population, are both consistent predictors of officer well-being.Originality/valueThis study provides an important linkage between the police culture and police well-being literature, which to date has been given limited attention.

“I am doing my part, you are doing your part”: the sworn-civilian divide in police dispatching “我在尽我的本分,你也在尽你的本分”:警察派遣中誓言与平民的分歧

PurposeWhile police culture typically refers to the culture among sworn police personnel, there are internal cultural differences between subgroups. This has been documented among sworn personnel, such as the difference between street cops and management cops (Reuss-Ianni, 1983). The divide between professional and sworn staff in a law enforcement context has also been discussed at length (Maguire, 1997; Reiss, 1992), specifically the “us versus them” mentality that stems from feelings of isolation among professional and sworn staff. The relationship between dispatchers and officers is vital to public and officer safety; it is imperative that cultural barriers preventing effective collaboration between two of the most critical components of policing are identified, and recommendations to bridge the gap are provided.Design/methodology/approachThe authors use semi-structured interview data from a sample of peer-nominated top dispatch de-escalators (TDDs) considered highly skilled at de-escalation with callers and officers. Reflexive coding techniques were used to identify key themes in an area largely unexamined by research.FindingsThe authors find that the police culture creates friction between sworn officers and dispatchers in a number of contexts. This diminishes organizational commitment and increases burnout and frustration.Practical implicationsThere are several policy recommendations for both communications centers and sworn staff to foster understanding and increase collaboration, all of which may result in improved outcomes for community members, dispatchers and officers.Originality/valueThe authors use qualitative methods to explore the implications of the sworn-civilian divide for police practice, such as more effective de-escalation and incident resolution, as well as the conceptualization of police culture writ large.

PurposeThe purpose of this study is to examine the nature of the code of silence among police recruits in an effort to provide recommendations to reduce its occurrence and harm to society.Design/methodology/approachData analyses are performed on a multi-agency sample of 645 police recruits in the United States. Specifically, analyses are conducted on pre- and post-academy panel data to assess changes in recruits' perceptions of code adherence over time as they begin their immersion into the police culture.FindingsResults demonstrate that police recruits' willingness to report a fellow officer is reduced by the end of the academy and that several individual and organizational factors impact recruits' code adherence attitudes over time.Originality/valueThis study contributes to the policing literature by exploring changes in recruits' code adherence attitudes over time.

Predicting the police code of silence in China: does rural or urban setting matter? 预测中国警察的沉默准则:农村还是城市环境重要?

PurposeThis study aims to examine disparities in the code of silence between rural and urban police officers in China.Design/methodology/approachData were collected from a national police university in China in 2017. In total, 608 Chinese police officers were surveyed, all of whom attended the in-service training program at the university.FindingsResults suggest that rural officers in China are more likely to embrace the code of silence than their urban counterparts. Additionally, this study demonstrates significant influences of such organizational and environmental factors as police type, agency location and perception of misconduct seriousness on adherence to the code of silence.Research limitations/implicationsThis study used a convenient sampling approach, which restricts the generalizability of the results.Practical implicationsGiven the stronger code of silence among rural officers, there should be more efforts devoted to cultivating a positive ethical climate within rural police organizations. These efforts may need to come from higher levels of government, given the administrative structure in China. In addition, police supervisors in rural agencies should play an important role, given that they are the first line of defense in detecting and responding to misconduct, and are essential in fostering and sustaining a good ethical environment within the police agency.Originality/valueUsing unique policing data collected from China, this study addresses an important gap in the literature regarding research on rural-urban differences in the police code of silence.

These efforts may need to come from higher levels of government, given the administrative structure in China. Police officers' punitiveness in the context of the COVID-19 pandemic: the role of fear, attribution and self-legitimacy COVID-19大流行背景下警察的惩罚:恐惧、归因和自我合法性的作用

PurposeThe focus of this study is to examine Indian police officers' punitiveness toward violators of criminal sanctions attached to COVID-19 mitigation laws enacted by the Indian Penal Code. The authors draw from the conceptual frameworks and correlates typically employed in traditional crime and justice research and adapt them to the context of the pandemic. Additionally, the authors examine whether officers' punitive attitudes are related to their belief in self-legitimacy and their job assignment (civilian vs. armed personnel) in a country with inherited colonial policing legacies.Design/methodology/approachData for the study came from 1,323 police officers in a northern state of India.FindingsFindings suggest that officers with vicarious fear of COVID-19 infections (e.g. infection of family members) find the sanctions associated with the new laws harsh. Additionally, officers who subscribe to the classical attributions of offenders feel that the laws are not punitive enough. In contrast, those with deterministic views perceive the sanctions as excessively harsh. Findings also suggest that officers' self-legitimacy, and belief in the authority and responsibility vested in them, is a key predictor of their punitive attitudes. Finally, officers assigned to police lines are more punitive than those designated to patrol/traffic work.Research limitations/implicationsData or prior research on officers' punitive attitudes toward other violations (non-COVID-19 violations) is unavailable for comparison with this study’s findings.Originality/valueNo prior research has examined the relationship between police officers' perceptions of self-legitimacy, their belief in the authority vested in them by the state, their belief in their role as police officers and their relationship to their punitive attitudes.

PurposeThe objectives of this research were to examine how officer perspectives on body-worn cameras (BWCs) are patterned by broader occupational attitudes, and to analyze stability and change in officers' attitudes toward BWCs before and after the deployment of the technology.Design/methodology/approachThe authors analyze panel survey data on individual officers in the Albany (New York) Police Department (APD).FindingsPre-BWC deployment, officers varied in their occupational attitudes and BWC perspectives, and the officers' BWC outlooks bore relationships to several occupational attitudes. BWC outlooks were largely stable following deployment. Individual changes in BWC perspectives were related to officers' assignments and unrelated to officers' occupational attitudes.Originality/valueThe authors use panel survey data to test hypotheses about the effect of broad occupational attitudes on officers' receptivity to BWCs and to analyze change pre-/post-BWC deployment.

Police stress: the role of occupational culture and officer characteristics 警察强调:职业文化的作用与警官特点

PurposeThe purpose of the current study was to augment the police culture and stress literature by empirically examining the impact of features of the internal and external work environment, as well as officer characteristics, on police officer stress.Design/methodology/approachThe current empirical inquiry utilized survey data collected from street-level officers in a mid-sized urban police department in a southern region of the United States (n = 349).FindingsThis study revealed that perceived danger, suspicion of citizens and cynicism toward the public increased police occupational stress, while support from supervisors mitigated it. In addition, Black and Latinx officers reported significantly less stress than their White counterparts.Research limitations/implicationsWhile this study demonstrates that patrol officers' perceptions of the external and internal work environments (and race/ethnicity) matter in terms of occupational stress, it is not without limitations. One limitation related to the generalizability of the findings, as results are gleaned from a single large agency serving a metropolitan jurisdiction in the Southeast. Second, this study focused on cultural attitudes and stress, although exact connections to behaviors are more speculative. Finally, the survey took place prior to the onset of the COVID-19 pandemic and the killing of George Floyd (and others), which radically shook police–community relationships nationwide.Practical implicationsPolice administrators should be cognizant of the importance that views of them have for patrol officer stress levels. Moreover, police trainers and supervisors concerned with occupational stress of their subordinates should work toward altering assignments and socialization patterns so that officers are exposed to a variety of patrol areas, in avoiding prolonged assignments of high social distress.Originality/valueThe study augmented the police culture and stress literature by empirically uncovering the individual-level sources of patrol officers' job-related stress. This study builds off of Paoline and Gau's (2018) research using data collected some 15 years ago by examining a more contemporary, post–Ferguson, context.

PurposeThough contemporary police organizational behavior scholars often limit their measure of organizational justice to just supervisory procedural justice, this study examines how the additional dimensions of supervisor trustworthiness and peer procedural justice compare with procedural justice in their role shaping police outcomes.Design/methodology/approachA survey of 638 police officers in Zagreb, Croatia, was used to regress three separate dimensions of organizational justice on key officer attitudes toward their duties.FindingsThe authors found that supervisor trustworthiness and peer procedural justice were the dominant predictors of officers' rule compliance and trust in the public.Originality/valueThe findings suggest that police scholars and practitioners seeking to better understand the role of officer judgments on resisting agency reform should consider the precedent in corporate behavior research to specifically test the unique roles of multiple components of police organizational behavior on policing outcomes.
