ABSTRACT Relevance is a key concept in the study of political parties. This article argues that the conceptions of relevance used in the study of political oppositions in authoritarian settings need to be clarified and reformulated. More specifically, and in light of current knowledge on electoral authoritarianism, the notion of relevance must go beyond the electoralist conceptions traditionally used when studying democratic contexts. Drawing on the case of Morocco, the article highlights the obscuring effect that such conceptions can have. It then provides an alternative framework, adjusting the concept of relevance to the specificities of the context and the evolving nature of the actors operating within it. The case of al-Nahj al-Dīmoqratī, a Moroccan radical-leftist opposition party, is used to illustrate the analytical power of the framework.

Political polarization in Korea 韩国的政治两极化

ABSTRACT This article provides an empirical overview of political polarization in Korea from 2004 to 2021 based on a wealth of longitudinal surveys. We consider elite as well as mass polarization, document the extent of ideological polarization in terms of standard left-right measures, and consider more specific forms of polarization, including affective polarization and the specific issues that are proving divisive. We find that polarization in the country has increased over time, but not among the electorate as a whole. Rather partisan identifiers and party activists of the two main parties have shown a movement towards the extremes in terms of ideology, issue positions, and aversion towards the other party. For both legislators and the voting public, the substantive scope of political polarization is widening, encompassing not only foreign policy but also economic issues that had not seen strong signs of partisan divergence in the past.

ABSTRACT This article explores how democratic backsliding affects the value of expertise provision for interest groups in influencing policymaking. The analysis is conducted on an original survey of Czech, Hungarian, Polish, and Slovenian energy, healthcare, and higher education interest groups active at the national level. All four countries experienced varying degrees and forms of populism and democratic backsliding in the past decade. Yet effective governance in all three policy fields still requires expert knowledge. We find that de-democratization affects expertise provision negatively, indeed, but not uniformly: the stronger the backsliding, the more a close relationship with governing parties matters for sharing expertise. Yet even in the context of de-democratization, participation in parliamentary hearings/committees is of pivotal importance for expertise provision. Moreover, intergroup cooperation is an important signal for expertise exchange: organizations with EU umbrella membership and active domestic networking activities attribute significantly higher importance to expertise in influencing policy than groups lacking these assets.

It advances an original theory of institutional change that explains how and why the structural power of the police influences policy agendas and societal dynamics. The latter influences the politicians’ willingness to maintain or oppose the persistence of coercive practices and structures. The results are based on extensive efforts to gather and analyze data from the ground and official documents. To answer the research question, the author uses process tracing eloquently, almost as a textbook example for the use of data and alternative explanations. The conclusions explain in a compelling manner how and why its findings could be generalized to other contexts with similar degrees of violence and social inequalities. The book has some points that could have been approached more rigorously to increase the proposed approach’s transparency and replicability. For example, a more detailed and nuanced discussion about the collection and selection of data would be very relevant for a broad range of readers. The source of some data and how the interviewees were selected and approached remain unclear. Also, while the author explained rigorously how the cases were selected, it still remains unclear if the selected cases are indeed the most relevant for Latin America. The author’s efforts to bring this book to life are commendable. Her approach advances new knowledge in the field of democratization and the persistence of violence in new democracies. The empirical and theoretical contributions of this book address large audiences that vary from academics to practitioners, policy-makers, and the broader public. Although the book fully achieved its ambitions, it definitely opens the door for further research. Some of the possible avenues are acknowledged by the author along the lines of citizens’ preferences towards some of the police’s actions in the new democracies.
