A study of coherence as an ableist norm within discussions of broken narratives 破碎叙事讨论中连贯作为一种能动主义规范的研究

This paper reports on the ways that coherence emerged as an ableist norm within a systematic review of literature around broken narratives. It was undertaken as part of a larger programme of research investigating the experiences of those with impaired speech. The review identified 34 sources, within which we explored the ways that coherence was discussed. Throughout the review we argue that these texts draw on, and in many cases re-enact, coherence as an ableist norm. Discussions of broken narratives were often built upon the concept of coherence, a concept which has been naturalised and rendered essential to the formation of meaning and personhood. This norm is then employed to fuel a constitutional divide between broken and unbroken narratives. However, some of the texts provide the impetus to question the usefulness of normative ideals of coherence, and to re-evaluate how we can ensure the voice of impaired speakers is heard.

Promoting human rights or increasing expectations? Effects of Self-Directed Support on the realisation of human rights in Scotland 促进人权还是提高期望?自主支持对苏格兰人权实现的影响

Abstract This research investigated Scottish practitioners’ reflections on how local Self-Directed Support (SDS) implementations have affected the realisation of human rights. The findings indicate that SDS increased service users’ awareness of their rights but often in rather abstract ways, with service users (and practitioners) not getting information about SDS-related systems, processes, and procedures needed to make informed choices that support their human rights. The practitioners participating in this study found SDS systems and processes overcomplicated and struggled with accessing information needed for guiding service users. Although there is evidence that some processes are gradually becoming simpler, a focus on controlling resources has created a gap between the human-right-based ethos of SDS and its local implementations, reducing the ability of SDS to promote human rights and, according to some practitioners, just increasing service users’ expectations. This gap might be further widened by insufficient engagement with independent support and advocacy organisations. Points of interests: This article looks at whether Self-Directed Support in Scotland has achieved its aims to promote the rights of people with disabilities. Self-Directed Support is legislation that aims to promote human rights, such as dignity and self-determination, by giving people with disabilities more choice and control over the care they receive. Many practical obstacles make this challenging. This study found that people with disabilities have become more aware of their rights in general, but this often has not translated into getting care in a way that promotes their human rights. This study found that limited resources have meant in practice that local social work departments have focused on how to control their spending on meeting the needs of people with disabilities. This often has meant that the rights of people with disabilities have received less attention and have been neglected.

Abstract The Marrakesh Treaty entered into force in China on May 5, 2022. To fulfill its obligations and guarantee basic education access for visually impaired people, China revised its copyright law and introduced supporting measures for Treaty implementation. This article discusses various issues in designing a legal system for achieving ‘intangible accessible environments’ for visually impaired people in China and the priorities and possible shortcomings in transforming the Marrakesh Treaty into domestic law. Legislation must carefully avoid using specialized over-protection designs that could exacerbate the marginalization and social isolation of visually impaired people. Furthermore, it is crucial to refine the supporting system for Treaty implementation and strengthen sectoral synergies and international cooperation.
