Objectives: After the global financial crisis in 2008, the housing price in cities of China turned from comprehensive prosperity to regional differentiation, and the phenomenon of coexistence of “high housing price” in some cities and “high inventory” in some other cities appeared. The problem of mismatch of land resources and population mobility in China has generated superimposed effect on the high housing price and high inventory in different areas, and the outbreak of COVID-19 in the world has also brought new challenges to the urban development modes; thus, how to develop mega-cities to guarantee the residents’ welfare has become an important academic issue and practical issue. In this paper, with Shenzhen, the most representative city in China, as an example, typical characteristics of real estate market in cities are analyzed, and the methods such as field investigation, questionnaire survey and behavior observation are adopted to analyze the conflicts between the spatial environment of the old residential areas and the demands of residents from the perspective of man-land mismatch. On the basis of expounding the corresponding relationship between the residents’ actual demands and the space, the intergeneration-integrated age-appropriate community regeneration strategy is proposed, and the corresponding suggestions on improving the residents’ welfare are proposed from the perspectives of aging of population, architectural space and urban development. This paper concretely reflects the real estate policy of “one policy for one city”, and proposes new thinking for the development of resilient cities in the post-epidemic era.

Objectives: Human capital plays an important role in the economic growth of tobacco industry. Education is the direct way to form human capital. At the same time, vocational education is a part of the education system. Vocational education is mainly to cultivate skilled human capital. From the perspective of human capital, this paper studies the impact of talent supply of vocational education on tobacco economic growth. A combination of qualitative and quantitative analysis was used. This paper analyzes the current situation of talent supply of vocational education and tobacco economy in China. It also analyzes the correlation between talent supply of vocational education and tobacco economy. Based on the theoretical model of human capital economic growth. Establish the theoretical model of talent supply in vocational education and tobacco economic growth. Comprehensively consider the spatial interaction of economic growth. Using the spatial panel econometric model, this paper makes an empirical analysis on 29 provinces and cities in China. Use Geoda, MATLAB and other software for empirical calculation. The results show that the supply of vocational education talents and the growth of tobacco economy are on the rise. However, the regional distribution is uneven. And vocational education is positively correlated with tobacco economic growth. The empirical results show that the regional tobacco economic growth in China has negative spatial auto-correlation. Employment, lifetime number of vocational education and human capital level in the tobacco industry significantly promote the economic growth of the tobacco industry. The results provide a reference for the regulation of China's tobacco industry.

Based on this, this paper uses the panel data of provinces in 2007-2017 to analyze the spatial characteristics of China's tourism industry agglomeration, and uses the threshold regression model to analyze the role of China's tourism industry agglomeration in promoting economic growth. The results show that: China's tourism industry shows obvious characteristics of spatial agglomeration. The provinces with high degree of industrial agglomeration are mainly Beijing, Shanghai, Yunnan, Guangdong, Guizhou, Sichuan and Shanxi; The non-linear effect of China's tourism industry agglomeration on economic growth is significant. As a traditional industry, the tobacco industry is an important part of the national economy and has an important position in meeting social consumption demand and increasing national and local fiscal revenue. And VR industry, as an emerging industrial economy, can effectively empower the development of tobacco industry. To further promote the development of VR and tobacco industry clusters and optimize the industrial structure, this paper constructs a conceptual model of the factors influencing the innovation performance of VR and tobacco industry clusters from a social network perspective based on the triple helix theory. Structural equation method and data of relevant companies of VR and tobacco industry in Nanchang is used to study the influencing factors of their innovation performance, and further examines the influence mechanism of R&D investment, government behavior and cluster atmosphere on innovation performance of these two industrial clusters. The results show that R&D investment, government behavior and cluster atmosphere have positive effects on innovation performance of Nanchang VR and tobacco industry cluster. The conclusions of this paper enrich the influencing factors of cluster innovation performance and expand the scope of innovation performance theory in the context of VR and tobacco industrial cluster.

Based on the focus group interviews with college students and employees of tobacco enterprises, this paper further explains the three forms of manifestation related to the ideological and political education resources in literary works: First, the ideological and political education themes in literary works; secondly, the literary discourse strategies can provide reference for the discourse system of the ideological and political education; thirdly, literary works can involve the subject construction in the discourse system of the ideological and political education. An in-depth study of these problems will bridge the originally wide gap between the literary narration and the ideological and political education so that the ideological and political education can absorb and learn from the advantages of literary narration in the ideological dissemination.

Cervical HPV is an important factor leading to the occurrence of cervical cancer. Its occurrence and development is a gradual pathological change process, including high-risk HPV persistent infection, CIN, early invasive cancer and invasive cancer from quantitative to qualitative changes Continuous development process. At present, there is no good treatment for patients who have been infected with HPV. In order to enable HPV to achieve better prevention effects and postoperative rehabilitation effects, we have analyzed the application effects of health education in patients with cervical HPV infection to understand the importance of health education. Through a survey of patients who have undergone HPV treatment in hospitals in this city, the rehabilitation of patients who have adopted the same treatment method is compared. Experimental results prove that patients who have undergone the same treatment, but nave different levels of understanding of health education, have a great difference in their rehabilitation. Patients who understand health education are less than those who do not understand health education, and they receive treatment in patients. Later, patients who understand health education recover more than 40% faster than those who do not. This shows that health education plays an important role in the prevention and treatment of HPV, which can effectively prevent the occurrence of HPV, improve the postoperative rehabilitation effect of patients, and reduce postoperative risks.

In the construction and development of carbon market, the tobacco industry is expected to realizing energy conservation and emission reduction by participating in carbon trading, especially focusing on the forest carbon sequestration demand based on emissions reduction. Compared with the tobacco industry, the heavy pollution industries participate in the carbon market more deeply and widely. Therefore, this paper takes thermal power and steel industries as the research object, in order to provide some implications for the emission reduction path of tobacco industry. It considers the CO2 emissions intensity and marginal abatement costs (MAC) between China’s thermal power and steel industries during 2005–2017, and quantifies the forest carbon sequestration (FCS) demand level of these two industries to account for the role and potential of the forests for China’s green and low-carbon development. Methods: It uses a logistic algorithm to reflect the relationship among FCS demand, MAC and other influencing factors, and the cloud model to simulate FCS demand in different scenarios. Results: It shows an average decline of 54.06% and 56.05% in the carbon intensity of the two industries over the period. The average annualMAC are 11.82–25.55 CNY/ton across pilots, while the annual FCS demand expectation is 35 and 45 million tons for the thermal power and steel industries, respectively. If the MAC increases by 10%, the annual FCS demand will increase to 90 and 50 million tons, respectively. Other factors such as the prices of carbon emissions rights, carbon emission quotas, and industry output show little effect on FCS demand. Conclusion: The economic and technological efficiency of emissions reduction in different industries should be considered comprehensively, and that the consumer to producer subsidy for FCS in the carbon market should be adjusted for resource distribution optimization. This would promote emissions reduction, stimulate FCS demand, and improve the carbon market mechanism.

Objectives: Facing the tidal wave of the global digital, taking advantage of the trend to carry out digital transformation is an inevitable choice for the development of small and medium-sized manufacturing enterprises. Based on the analysis of digitalization, digital transformation and digital maturity and other related documents, the paper developed a digital maturity model for small and medium-sized manufacturing enterprises (Digital maturity model, DMM), and designed a rule-based digital maturity level identification method. The literature method and expert review method are used to refine the digital maturity index system of small and medium-sized manufacturing enterprises, and the specific weight of the evaluation index is calculated by the analytic hierarchy process. The model includes 4 first-level indicators, 14 second-level indicators, and 36 third-level indicators for digital infrastructure, core business digitalization level, digital human resource level, and digital transformation management. Using the proposed index system and the corresponding digital maturity level identification method, the digital level of small and medium-sized manufacturing enterprises and their value chains can be evaluated, which helps enterprises to achieve strategic goals of digital transformation in a targeted manner, and provides effective solutions for the development of digital transformation of enterprises. The evaluation methods and tools also provide useful reference and guidance for the theoretical community.

Objective: The focus in this study is on how to improve the disharmony between the financial poverty alleviation investment model and the economic development efficiency. Methods: In this paper, based on the efficiency measurement principle of DEA method, an input-output model for evaluating the performance of poverty alleviation funds in counties of Shandong Province is constructed. Then, the data published by the government of 30 poverty-stricken counties in Shandong Province are selected and usedto measure the performance of poverty alleviation funds by Frontier Analyst 4.0 software according to indicators, including comprehensive efficiency analysis (CCR model), pure technical efficiency analysis (BCC model) and scale efficiency analysis (SE model). Results: (1) The average comprehensive efficiency of the use of financial poverty alleviation funds in 30 poverty-stricken counties in Shandong Province is 0.7898, of which 16 values are lower than the average;(2) Among the 30 poverty-stricken counties, the pure technical efficiency of poverty alleviation funds in 15 counties is 1, and the average value of pure technical efficiency is 0.9670, while the pure technical efficiency of poverty alleviation funds in 10 counties is lower than the average level; (3) From the perspective of average scale efficiency, the average scale efficiency of the use of financial poverty alleviation funds in 30 poverty-stricken counties involved in the study is 0.8168, and the use of poverty alleviation funds in more than half of counties shows increasing returns on scale. Conclusion: In poverty-stricken counties, the overall efficiency of the use of financial poverty alleviation funds is not high, among which the pure technical performance of input and output of financial poverty alleviation funds is relatively low. Therefore, under the same investment, more detailed and differentiated capital investment projects should be built to improve the efficiency of resource investment. For some counties with declining returns to scale, poverty alleviation projects with different characteristics can be added to improve the overall efficiency of poverty alleviation funds in counties.
