Increasing the Safety of Railway Crossings 提高铁路道口安全

This article is focused on improving safety at railway crossings and points of active and passive safety features. Following these general safety rules we can reduce or eliminate the risks that increasingly affect the right of railway crossings. The article describes redundant lock crossing time which unfavorably affects the rail crossing accidents and the solution which eliminates this factor. The paper is supported by the VEGA Agency by the Project 1/0188/13 ”Quality factors of integrated transport system in the effective provision of public transport services in the context of globalisation“ that is solved at the Faculty of Operation and Economics of Transport and Communications, University of Žilina.

Conversão do conhecimento : uma intervenção na gestão universitária 知识转化:对高校管理的干预

The objective of this study is to report the application of Nonaka and Takeuchi’s (2008) four modes of knowledge conversion on university management, specifically in the Secretary of Academic Administration (SAA) at the University of Brasilia (UnB). The SAA is responsible for academic monitoring of all UnB students, from enrollment to graduation, and also for the registration of diplomas from several other institutions of higher education (IHE) in the Federal District. Based on the literature on bureaucratic structure and dysfunctions, informal organizations and the spiral of knowledge, we developed an interview script, which was applied to the SAA employees. The result was the drafting of a manual for using the Diploma Registration System (SIDIP), either as a single file or as pages accessed via intranet. Thus, tacit knowledge became explicit, and enhanced the preservation of knowledge within the organization.

There is often a large gap between the planned value of investment in a project (capital expenditure [CAPEX]) and financial implementation of this. This fact creates a mismatch between the net present value (NPV) of the planned project and the outcome achieved. Depending upon the company’s project portfolio, this could even threaten its solvency. Therefore, a quantitative risk analysis that takes into account different possible scenarios for these investment values is extremely important to statistically measure the real value of a project. The aim of this paper is to present the reasons for mismatch between planned and final investment values. Although the results are valid for projects in the petrochemical and refining sector, also called downstream in the oil industry, the methodology can be applied upstream, or even to other industry branches.

Our team from the JHU HLTCOE participated in the Entity Linking and Cold Start Knowledge Base tasks in this year’s Text Analysis Conference Knowledge Base Population evaluation. We have previously participated in TAC-KBP entity linking evaluations in 2009, 2010, and 2011. This year we developed two new systems: CALE (Context Aware Linker of Entities) and KELVIN (Knowledge Extraction, Linking, Validation, and INference) to support our research for this year’s exciting tasks.

This work presents a tutorial to teach a quantitative methodology for forecasting known as Classical Decomposition, used in business to predict the future behavior of time series with different explicative components. A brief Literature Review was developed in relation to the already known and widespread theoretical aspects of the methodology. Then, the tutorial itself is presented which is composed of a text (in its entirety) and a spreadsheet (with screens and graphics for illustration). The tutorial can be used by students, researchers and managers who need to learn Classical Decomposition and can achieve the midpoint between a purely theoretical approach and a very technical guide for implementation of the method. Through its format, this study aims to encourage students to actively participate in the learning process.
