This article aims to describe and discuss the conflict of Islamic beliefs within the state system, with a focus on the concept of the Islamic caliphate (khilafah). Religious conflicts often arise due to differences in interpretation and contextualization of the application of religious laws. The conflicts that arise can lead to negative radicalism, extremism, and terrorism. The emergence of radical movements and terrorism is triggered by beliefs in religion that are believed to be the will of God. The Islamic caliphate, as one form of such movement, has diverse views among Islamic intellectuals, including right-wing extremists, left-wing extremists, and moderates. In this study, a qualitative descriptive method was employed with data collection techniques through literature review. The results and discussion of the article explain that the caliphate is a governing institution in Islam led by a caliph. There are differing views on the obligation to establish the caliphate. Some groups argue that establishing the caliphate is a duty for Muslims, while others reject this view. The views of Nahdlatul Ulama and Muhammadiyah in Indonesia are that Islam does not explicitly require the establishment of an Islamic state or caliphate. Both organizations argue that Muslims have the authority to design a governance system in accordance with the demands of time and place. This article provides an understanding of conflicts in religious beliefs, particularly related to the Islamic caliphate. With a better understanding of these differing views, it is hoped that society can avoid extremism, radicalism, and terrorism, which can threaten the nation and state's well-being.

The conflict shows that the escalation tends to heat up marked by a series of attacks on civilians, religious leaders and health workers in July 2022. The problems show relevance and are correlational in government policies in economic development and the Papuan independence referendum. The perspective of the authoritarian approach is transformed into human security based on democracy, security and economic stability. Weak guarding and monitoring of government policies has led to problems and various rejections, including the Law on new autonomous regions. The purpose of writing this scientific paper is to analyze government policies in responding to the Papuan conflict in terms of the counterinsurgency strategy. The writing of this scientific paper uses a qualitative method that emphasizes observing the phenomenon and substance of the meaning of the Papuan conflict phenomenon. The COIN Papua strategy was developed with the concept of a mystic diamond with the addition of supervising and overseeing government policies through a dual control system between the government and the civilian. This is useful for growing Papuan people's trust in the Indonesian government and improving its image internationally. In addition, it requires seriousness in constructive communication, dialogue framing and international diplomacy through the International Parliament for West Papua (IPWP), International Lawyer for West Papua (ILWP), United Liberation Movement for West Papua (ULMWP) as part of conflict resolution from a historical justice perspective. and memoria passionis

The interpretation of the Quran has evolved over time, reflecting the exigencies, culture, and requirements of each era, as well as the diversity of methodologies and approaches adopted by scholars. Four main types of interpretation emerged: general interpretation, analytical interpretation, thematic interpretation, and finally, comparative interpretation. This study aims to review the concept and development of comparative interpretation, including its different approaches and methods, and the methodological criteria for determining the most plausible interpretation in this field. Additionally, the study seeks to clarify the principles and standards used in favoring and selecting the most robust and logical opinion. The study adopts a descriptive and analytical methodology, relying on reliable library sources. Several significant findings were obtained, indicating that the methodology of comparative interpretation involves identifying the subject and objectives, conducting meticulous comparisons between the opinions and approaches of interpreters, and discussing the relevant evidence based on specific methodologies. The study also emphasizes the importance of recording the comparison results and adopting the prevailing opinion based on credible evidence while avoiding reliance on uncertain views. Furthermore, the results indicate that comparative interpretation contributes to rectifying and adjusting the course of religious interpretation, eliminating weak opinions based on unsound foundations. Moreover, comparative interpretation provides opportunities to explore new perspectives and opens new horizons for ideas and minds, with the aim of developing a comprehensive approach that combines diverse interpretations.

Radicalism in Indonesia, particularly when claiming to represent Islam, is driven by socio-historical, political, economic, social, and cultural factors that are exploited by terrorist groups to manipulate Muslims on a global scale. Such radicalism has led to various criminal acts that have shaken Indonesia, especially since the reform era, disrupting the safety and well-being of its people. The factors contributing to radicalism's emergence include a lack of accurate religious understanding, dogmatic interpretations, and strict religious prohibitions. Inadequate knowledge of history and sociology also plays a role. The government has taken steps in counterterrorism, including establishing the National Counterterrorism Agency (BNPT) and Densus 88 Anti-Terror. Legal and institutional measures are crucial in confronting terrorism threats. The "pentahelix" approach, involving the government, society, academia, media, and the business sector, is vital in creating a secure environment free from terrorism. Collaboration among relevant parties is essential in addressing the threat of radicalism in Indonesia, with hopes for harmonious cooperation. This research employs a literature review method, gathering data from academic journals, books, and peer-reviewed sources to gain a comprehensive understanding of the topic.

This article discusses the analysis of potential defense industry policy development with the Total Quality Management (TQM) approach. The defense industry plays an important role in maintaining the security and sovereignty of a country. In the face of increasingly complex and dynamic security challenges, the product quality and competitiveness of the defense industry must be continuously improved. TQM has proven effective in improving performance and quality in various industrial sectors. This approach emphasizes continuous quality improvement and involves all members of the organization in process and product improvement. In the context of the defense industry, TQM is becoming increasingly relevant to achieve industrial independence and improve competitiveness in the global market. This research uses literature study, data analysis, and case studies of defense industries in several countries. This data is used to identify strengths, weaknesses, opportunities, and threats in developing the defense industry with a TQM approach. The results of this analysis are expected to contribute to policy makers and defense industry management in formulating strategies to improve the independence, efficiency and overall quality of the defense industry. By exploring the potential for developing defense industry policies with a TQM approach, the country can strengthen its defense capabilities, increase the contribution of the defense industry in supporting national security, and face the future with greater confidence and resilience. By exploring the potential of integrating the TQM approach into defense industry policies, this research strives to fortify a nation's defense capabilities. It also seeks to amplify the defense industry's role in bolstering national security. Consequently, this comprehensive analysis offers a blueprint for a future that promises increased self-assuredness and resilience, enabling the country to navigate evolving security challenges with confidence and adeptness.
