Public Libraries as Historical Memory Institutions of the Ukrainian People 作为乌克兰人民历史记忆机构的公共图书馆

The aim of the article is to study main tendencies in the activity of Ukrainian public libraries as institutions of the Ukrainian nation's memory in the martial state conditions. Research methods. A complex of scientific knowledge approaches (objectivity, theory and practice interaction) are used in this article, as well as a principle of unity in interrelationship with current conditions and methods (analysis, cognitive method, structural-functional method, descriptive method, synthesis). Scientific novelty. For the first time, the activities of Ukrainian public libraries as institutions of national and historical memory of our people are presented. It is grounded that in conditions of the martial law in Ukraine, the library institute decently develops its activity for the benefit of the Ukrainian people. Main conclusions. Turning to the historical memory sources is a necessary condition for formulating the national idea of modern Ukraine, taking into account the fact that the protection of basic cultural values stabilises society, unites and supports the spiritual national forces. Nowadays, in the martial law conditions, it is especially important. The formation, preservation and organisation of access to historical memory sources, which are an organic component not only of the material, but also of the spiritual sphere of society, play an important social and communicative role in its comprehensive development, stable emotional and psychological state, as well as contribute to the increase of moral and intellectual potential. Libraries are an important component of the social and communicative state’s structure, they realise the governmental policy of social, historical and national memory, organise the preservation of these sources, take an active part in disseminating objective and truthful information, scientifically based knowledge about the past and the present, aimed on forming and confirming certain historical memory. Also, the library institute contributes to ensuring the information security of the state by refuting fakes, and highlighting the true history of Ukraine. The activity of Ukrainian libraries provide objective and free of charge information, contribute to counteracting the tendentious interpretation of the historical process, the deformation of the meanings of the past and the recent history, the manipulation of the content of historical facts, social and cultural factors.

Innovative Technologies and Their Application in Academic Libraries 创新技术及其在学术图书馆中的应用

The aim of the article is to research and critically analyse the use of innovative technologies in academic libraries of foreign countries. Research methods used in the study. To achieve the goal, a systematic approach, scientific analysis, synthesis, generalisation and systematisation was used. The methodology of the article was formed by a complex of approaches to scientific knowledge – objectivity, connection between theory and practice, cognitive, structural and functional. The scientific novelty consists in revealing the specifics of the application of innovative technologies in academic libraries of foreign countries, performing a critical analysis, the advantages and disadvantages of the introduction of new technological trends, namely: artificial intelligence, blockchain, robotics and automation systems, virtual reality and immersion technologies, the Internet of Things. Main conclusions: The discussion in this article demonstrates that there are risks and limitations of in applying technology in the library. User privacy, information security, financial and human resources, and the creation or reinforcement of social injustice all deserve careful consideration in the process of selecting and implementing new technology in the library. With that awareness and consideration, information professionals can then move beyond accessing new products, to advocating for equity-diversity-inclusion (EDI) -oriented design practices. Before fully embracing a technology, information experts may critically explore the social justice concerns and empower user with their findings in their digital literacy programs.
本文旨在研究和批判性分析创新技术在外国学术图书馆中的使用情况。研究中使用的研究方法。为实现目标,采用了系统化方法、科学分析、综合、概括和系统化。文章的研究方法由科学知识的综合方法构成--客观性、理论与实践的联系、认知、结构和功能。科学新颖性在于揭示了创新技术在国外学术图书馆中应用的具体情况,对引入新技术趋势(即:人工智能、区块链、机器人和自动化系统、虚拟现实和沉浸技术、物联网)的利弊进行了批判性分析。主要结论:本文的讨论表明,在图书馆应用技术存在风险和局限性。在图书馆选择和实施新技术的过程中,用户隐私、信息安全、财力和人力资源,以及社会不公正现象的产生或强化,都值得认真考虑。有了这样的认识和考虑,信息专业人员就可以从获取新产品转向倡导以公平--多样性--包容(EDI)为导向的设计实践。在完全接受一项技术之前,信息专家可以批判性地探讨社会公正问题,并在数字扫盲项目中将他们的发现赋予用户权力。

The Documentation System of a Motor Transport Enterprise as an Indicator of its Work 作为工作指标的汽车运输企业文件系统

The aim of the article is to define and scientifically ground, using the example of documentation support for the activity of a motor transport enterprise, components of the institution’s documentation systems, to characterise their content, purpose, factors affecting them, to analyse internal relationships between documentation types. Research methods. Systemic and socio-communicative approaches are used in this research, which make it possible to ground subsystems of the company’s documentation, and determine the role of each of them. The application of modeling methods and the transition from the abstract to the concrete contributed to transforming general issues of the organisation’s documentation support to the construction of a concrete model of its documentation. Scientific novelty. This article represents the author’s view on the construction of subsystems of infrastructural and profile (by industry profile) documentation, which can take place in the documentation support of managing the institution on the example of a motor transport enterprise. The infrastructural documentation is presented as functional in order to ensure the management of the institution’s activities, that contains management, regulatory and legal systems and documentation regarding the computer networks operation, which serves both the general goals of the organisation’s management, and each of its activity area. The purpose of the components of the profile documentation, the factors affecting them, their components and the relationship between them are studied. Main conclusions. Based on the analysis of the components, a complex system of organisation documentation is elaborated, which allows to make reasonable management decisions, to form effective and operating management of documentation, including documentation support for the management of the enterprise, its material and technical supply, warehouse network. The results of this study can have practical application in all transport organisations when introducing and using the latest information technologies in documentation processes. Prospects for further research are the substantiation of theoretical foundations of constructing the components of industry documentation, exploration of characteristic features of their species and interspecies connections.

Popularisation of Volodymyr Vynnychenko’s Epistolary Heritage in Documentary and Communication Institutions of Ukraine 在乌克兰文献和传播机构中普及沃洛德梅尔-温尼琴科的书信遗产

The aim of the article is to study the state and forms of populariІation of V. Vynnychenko’s epistolary by archival, museum and library establishments as institutions of social memory during the full-scale Russian invasion of Ukraine. Research methods are presented by general scientific principles of the unity of theory and practice, the use of historical and genetic, synergistic, social and communication, interdisciplinary approaches, source research, analysis and synthesis, which make it possible to find out the specifics of V. Vynnychenko’s epistolary popularisation in documentary and communication institutions of modern Ukraine. The scientific novelty of the article consists in the study of the activity of archives, museums and libraries during the war events in Ukraine, particularly, in the hometown of V. Vynnychenko, Kropyvnytskyi, using the information resource of his epistolary in objective cognition of famous personalities, introducing into scientific circulation epistolary achievements in assessment by a sender and addressees of the policy of Russian Bilshoviks in Ukraine in the early 1930s, and the problems of national culture as an important component of the Ukrainian information space, which contributes to the dissemination of true historical and cultural data, counteraction of hostile disinformation, modelling of national identity and public opinion. Main conclusions. The popularisation of V. Vynnychenko’s epistolary heritage in modern documentary and communication institutions of Ukraine is based on the use of information and communication technologies, as well as reproduction of information sources in digital formats of the following strategic directions: 1) development of optimal forms of interaction on a partnership ground; 2) intensification of social communications due to the expansion of the interaction methods spectrum, and diversification of forms (lectures, meetings, round tables, conferences, etc.); 3) research and rational dissemination of Ukrainian and foreign experience, which enables the introduction of the documentary resource of V. Vynnychenko’s letters and his addressees to the global information space. The popularisation effectiveness of V. Vynnychenko’s epistolary as a valuable historical and cultural document, an authentic primary source in the objective understanding of historical and cultural information, and unique personalities of a sender and addressees is determined by modern means of reputation marketing (advertising, Google tools, social networks, video presentations, webinars, workshops classes, QR codes, online chats, etc.); cooperation with the media is presented by the backgrounder, press release, media kit, combination of text, photo and video in reports, etc.

Training of Specialists in the Field of Information and Library Science in Polish Universities (Experience of the First Decades of the 21st Cent.) 波兰大学信息和图书馆学领域专家的培训(21 世纪头十年的经验)

The aim of the article is to review the areas of training specialists in library and information science in higher education institutions of Poland at the beginning of the 21st cent. Research methods. The offered research is based on the analytical and synthetic analysis of scientific publications by leading Polish scientists who studied the issues of higher library and information education. The author’s presentation of the current state of university education in the information and library sphere in Poland is based on the processing of materials from the official web portals of higher education establishments that provide specialised training for their applicants. Among a complex of special research methods, the method of content analysis is used to identify the views of certain scientists on the problems of development of information and library education in Poland. The scientific novelty of the article lies in the formulation of the problem that is practically unresearched in Ukrainian science, and requires studying in view of the practical significance of the Polish experience in reforming higher education of the information and library sphere. Main conclusions. In the process of this research, it is found that in Poland the process of transforming the training of information and library specialists in accordance with the needs of modern information society has not yet been completed. There are still scientific discussions on optimising the nomenclature of the training areas at universities, as well as variants of creating interdisciplinary specialities are being considered, some of which have been tested for several years in some higher education institutions. The analysis of the official websites of 11 state universities in Poland has highlighted tendencies toward a rapid reduction in the classical programmes of training in the field of information and library science, which is primarily caused by the demands of potential employers and the increased integration of the latest technologies into all spheres of society activity.

From the Concept of Storing Documents in Electronic Form to the Regulatory and Legal Basis of Creating National Archival and Library Information Resources 从以电子形式存储文件的概念到创建国家档案和图书馆信息资源的监管和法律依据

The aim of the article is to study conceptual principles of storing documents in electronic form, in particular, electronic documents, digital documents and creating metadata for them, taking into account integration processes of grounding national information resources in archival and library spheres of activity. Additionally, to trace tendencies in the implementation of existing concepts, to identify the best Ukrainian practices, to highlight defects, and offer possible ways to solve problems. Research methods. This study uses the following methods: theoretical, as moving from the abstract to the concrete, reality reflection in thinking; empirical, as observation and comparison; complex, as system analysis, synthesis and modulation; special, as graphic and component analysis; prognostication. Scientific novelty consists in implementating a systematic interdisciplinary comparative analysis of the problem of storing documents in electronic form in archives and libraries, in order to determine the directions for solving this problem, using the definition of common requirements for similar information objects and processes, particularly, in the context of the initiative to create the National Electronic Library of Ukraine, in which it is offered to integrate information on objects of national heritage stored in archives, libraries, museums, as well as thereafter data from publishers. Main conclusions. Based on the results of this research, it should be stated that Ukrainian archivists achieved the greatest success in developing the overall system from creation the documents in electronic form to their transmission for permanent storage. An important issue is the development of the “long-term storage” system, the formation of which, in our opinion, should begin with the requirements for the information objects with which this system will be filled. This will significantly affect the structure and content of the metadata needed to manage this system. The successful experience of Ukrainian archivists and librarians should be used here. The most urgent task is to put the finishing touches to the Concept of creating the National Electronic Library of Ukraine according to the best domestic and foreign practices.

The Concept of “The Third Place” in the Context of Modernising the Library Space 图书馆空间现代化背景下的 "第三空间 "概念

The aim of the article is to study the concept of “the third place” in extrapolation to the library space, and to identify peculiarities of its implementation in public libraries of Ukraine. Research methods. An analytical-synthetic, typological, systemic-structural and dialectical methods are applied, due to which the features of modernising the space of Ukrainian public libraries in the context of “the third place” paradigm are determined, modern forms and peculiarities of cultural and leisure activities corresponding to “the third place” concept are revealed, as well as a prognostic and analytical method is used, the purpose of which is to outline prospective directions of modernisation tendencies in the space of public libraries of Ukraine, taking into account the current socio-cultural situation. Scientific novelty. The process of updating the library space is studied in the context of the leading tendencies of the first decades of the 21st century. The concept of “the third place” in extrapolation to the library space is researched. The information and communication requests of modern society are analysed as a factor of transforming the traditional library space. The peculiarities of implementing the concept of “the third place” in public libraries of Ukraine are identified, as well as the trends of cultural and leisure activities of domestic libraries at the beginning of the third decade of the 21st century are clarified on the example of Odesa Regional Universal Scientific Library named after M. S. Hrushevskyi, and the Central District Library named after I. Franko (Kyiv). The prospects for the further development of leisure practices are outlined according to the positioning of the modern library, including as a place for users’ spare time. Main conclusions. One of the concepts that is actively used in the process of improving and modernising the activities of cultural institutions in general and libraries in particular is the concept of “the third place”, according to which much attention is paid to the visitors’ requests and needs. In this way, the library is positioned not only as an institution where the visitor gets the information he needs, but also as a unique meeting place where social statuses are equalised. The concept of innovative library space in the context of “the third place” paradigm includes both technical and technological, and software tools of library activity, which are primarily aimed at meeting the socio-communicative, cultural-leisure and informational needs of its visitors. Innovative libraries of the new type presented in Ukraine at the beginning of the 2020s, operating according to the concept of “the third place”, can be roughly divided into several formats: co-working library, library-cafe, library-club, library-museum, bibliohub, etc. Their main characteristics are locality, accessibility and openness for all segments of the population, comfortable atmosphere that promotes relaxed interaction, providing

Supporting Reading as a Useful Leisure Practice for Children of the Digital Era 支持数字时代儿童将阅读作为一种有益的休闲方式

The aim of the article is to study the state of reading as a leisure practice in the context of the rapid development of technologies, and to determine prospects for stimulating interest in extracurricular reading, which will also correspond to the provisions of the state policy for the reading development in Ukraine. Research methods. Scientific methods of analysis, synthesis and comparison are used in this research in order to achieve the specified aim, which made it possible to assess the state of leisure reading among school-age children, and to present modern practices in terms of its promotion. Methods of systematic and comparative analysis are also used to generalise the research results. Analytical grouping (categorisation) is used to classify data from the sociological study on children’s leisure time by gender. Correlational and factor analyses of statistical data of the all- Ukrainian sociological research conducted by LLC “Info Sapiens International” as a part of the project “Supporting the promotion of reading in Ukraine” with the support of the International Foundation “Renaissance” and the Ukrainian Book Institute are made. Scientific novelty. It consists in identifying the leisure practices of school-age children by gender through the processing and analysis of sociological information and its differences interpretation. Its consideration in directions of popularising book reading will contribute to the formation of the reading habit. Main conclusions. In the context of the rapid development of technology, extracurricular reading is inferior to other forms of leisure, such as video games, social networks, video content consumption. A modern approach to extracurricular reading requires an analysis of the best practices of the current leisure industry. A basis of this approach is a strategic development of complex solutions that take into account both traditional and digital formats of reading, which are adapted to rapid technological changes. Special attention is paid to gender aspects and the integration of elements known to children through video games in order to increase general interest in reading. The introduction of gamification and interactivity elements have to ensure a harmonious combination of reading as a traditional form of leisure with the advantages of modern digital technologies. Such a synthesis of traditional and innovative methods is designed to provide balanced leisure time for children, to support the culture of reading in conditions of rapid digital technologies development, and to correspond to the provisions of the state policy for the reading development in Ukraine.

The aim of the article is to study theoretical and practical elements of the educational component “Management of Information, Library and Archival Studies” in grounding general and special competences of applicants for the Master’s degree in speciality 029 “Information, Library and Archival Studies.” Research methods: the article uses both general scientific and special research methods. The method of analysis and synthesis contributes to studying the theoretical foundation of the theme; systemic, structural and functional ones allow to determine the structure of the educational component and the peculiarities of its teaching. The prognostic method makes it possible to outline the ways of improving organisational foundations of the theoretical and practical training of the Master’s degree students. The scientific novelty consists in substantiating the interrelationship of the theoretical and practical elements of the educational component “Management of Information, Library and Archival Studies” in forming general and special competences of the Mmaster’s degree sudents as future managers of the sphere. The theoretical and practical elements of the educational component presented in this article contribute to the formation of general and special competencies of future sphere managers, particularly, the ability to motivate people and move towards a common goal, promote the formation of an effective sphere management system; organise the work and manage information and analytical structural departments at enterprises, organisations and institutions. The programme results of mastering the educational component include the ability to form strategies for system organisation, modernisation, to increase the efficiency of management in the sphere, to use applied socio-communicative technologies in order to organise effective communication at the professional, scientific and social levels. Thus, the educational component is necessary in grounding the competencies of future professional managers. Nowadays, the work is underway to improve the content and technology of teaching the educational component, which will contribute to higher quality training of students for the Master’s degree in speciality 029 “Information, Library and Archival Studies.”

“OSINT-technologies” as an Educational Component of the Speciality “Information, Library and Archival Management”: Pedagogical Objectives 作为 "信息、图书馆和档案管理 "专业教育组成部分的 "OSINT 技术":教学目标

The aim of the article is to highlight the pedagogical objectives study of the educational component “OSINT-technologies” by the Master’s degree students of speciality “Information, Library and Archives Manahement” in the formation of its competence basis and perspectives of personal and professional self-determination of education seekers. Research methods. The following methods were used: survey was applied to identify the achievement of pedagogical goals in forming professional self-determination, self-actualisation and individual development by the students of the educational component “OSINT-technologies”, as well as comparing the competencies of students of the Bachelor’s and Master’s degrees. Scientific novelty. The specificity of the pedagogical objectives study of the educational component “OSINT-technology” was revealed; being relevant and in demand on the professional activity market, in modern conditions it can become a factor in activating psychological mechanisms of professional self-determination of the Master’s degree applicants. Main conclusions. “OSINT-technologies” (intelligence based on open sources) is a tool of information and analytical support of decision-making in many areas of social practice. Information and analytical competencies grounding among the students in speciality “Information, Library and Archives Management” in OSINT activities as a field of information analytics can become a factor in meeting the labor market demand for professionals in this field. The results of the survey of the 2nd-year Master’s degree students in the “Information, Library and Archives Managament” speciality proved the necessary value of knowledge, skills and competences acquired due to the educational component “OSINT-technologies”, revealed the impact on further professional self-determination of the applicants and their desire to use the needed knowledge in their current professional activity. In the context of dynamic development of the labour market and actualisation of new activity areas, the concept of pedagogical goal-setting in the training of modern specialists involves the implementation of not only normative parameters of education (planned competencies, studying outcomes, abilities and skills), but also outlines vectors of the students’ self-determination and self-actualisation in the formation of their ways for further career future development.
