A growing literature on di ff usion shows that ideas, policies and institutions originating in the European Union shape decision-making in other regional organisations (ROs). However, a research programme which claims to examine processes of interdependent decision-making between ROs in general cannot treat a single RO as the ‘ default ’ source of this di ff usion. This paper thus (1) discusses what we term the ‘ multiple sources ’ problem in di ff usion research and (2) presents a model of institutional di ff usion, which highlights the important role of local actors in the multiple sources scenario. Based on original data collected via extensive fi eldwork in East Africa, we present a case study on the interdependent sources behind the East African Community (EAC) ’ s establishment in drawing on this model. We fi nd that EAC policymakers selected between, combined and modi fi ed several external institutions. These fi ndings highlight local actors ’ capacity for institutional innovation.

ABSTRACT The UK’s decision to leave the European Union (EU) in 2016 unquestionably represents a critical juncture in British politics. Yet the intervening years in which the terms of Britain’s withdrawal have been painstakingly negotiated by the UK political elite appear less of a watershed, even if there have been significant alterations in particular fields of public policy. Path dependencies have reasserted themselves derailing the process of ‘getting Brexit done’, while the constraints and unintended consequences confronting policy-makers in the polity and politics have become increasingly apparent, not least on the issue of how far in practice to pursue regulatory divergence from the EU. The framing of Brexit as a ‘critical juncture’ has fuelled unrealistic expectations while contributing towards growing disillusionment among citizens. Amidst the ensuing chaos, Brexit appears more than ever to be an omnishambles of epic proportions.

Which factors drive support of Members of the European Parliament (MEPs) for trade liberalisation? The literature suggests that economic factors, ideology, and politicization shape MEP voting behaviour. Drawing on a new dataset encompassing all trade-related MEP votes (2009-2019), this study o ff ers a quantitative assessment of the determinants of MEP support for trade liberalisation. It fi nds that ideological factors have the strongest and most persistent e ff ect on MEP support for trade liberalisation. The economic competitiveness of MEPs ’ home regions, in turn, has only a limited e ff ect. Politicization, lastly, has an unclear e ff ect on its own and mostly in fl uences MEP voting behaviour through interactions with ideological and economic factors. The study o ff ers the fi rst comprehensive assessment of the determinants of MEP voting on trade liberalisation and contributes to political economy research on electoral institutions and trade, the European Parliament ’ s role in trade policy and the e ff ects of politicization on policy-making.
