Regeneration of Sub-Saharan Africa’s open market places: a case for Guileless stakeholder participation 撒哈拉以南非洲开放市场的复兴:利益相关者参与的案例

Sub-Saharan Africa’s urban culture makes open market places an essential part of life in their cities. What goes on in these markets undoubtedly opens them up to threats of adversity, tragedy and other significant sources of stress. How can these open market places be regenerated into resiliently sustainable places? From a case study of the regeneration redevelopment of the largest open-air market in West Africa i.e. Kumasi Central Market, the need for stakeholder participation in the entire regeneration process is emphasised. The determination of the most important stakeholders during the regeneration of the market is followed by a comparison of the regeneration process regeneration with the literature on urban regeneration, sustainable development, participation and project management. Lessons learned, and the concerns raised by major stakeholders in the process creates certain project management approaches essential for achieving resilient urban regeneration. Identification of all important stakeholders by the consideration of their attributes of power, legitimacy and urgency and distrustfully engaging all stakeholders is vital to the success of any urban regeneration project.

Human Factors Influencing Contractors' Risk Attitudes: A Case Study of the Malaysian Construction Industry 影响承包商风险态度的人为因素——以马来西亚建筑业为例

Malaysia is one of the most rapidly developing countries among developing nations. The construction industry has played a major role in Malaysia’s rapid economic growth. Among the major sectors in Malaysia, the importance of the construction industry is unique regardless of the level of the country’s development. However, the attitude of the construction industry in Malaysia towards managing contractors’ risk attitudes is very weak. The introduction of the Occupational Safety and Health Act in 1994 by the Malaysian government made all industries in Malaysia to identify risks, conduct risk assessment and control risk. In addition, the Malaysian construction industry simultaneously implemented an integrated system to ensure consistency and better performance of projects. To identify the factors influencing contractors' risk attitudes, relevant literature was reviewed, and a questionnaire survey was conducted. This study focused on the G7 contractors operating in the Malaysian construction industry. One hundred and nineteen copies of a structured questionnaire were analysed with a response rate of 85%. Structural equation modelling was utilized to test the hypotheses developed for the study. Results showed that government policies played a moderating role in enhancing the relationship between human-related factors affecting contractors’ risk attitudes in the construction industry.

Framework of Socialisation, Authentic Leadership and Affective Commitment for Construction Professionals 建筑专业人员社会化框架、真实领导与情感承诺

This paper highlights the human resources (HR) or behaviour-related success factors in construction projects, and these are training, understanding, co-worker support, future prospects, authentic leadership, and affective commitment. There exists discrepancies in existing literature regarding the factor structure of organisational socialisation and authentic leadership. Therefore, this study aims to explore the factor structure of socialisation, authentic leadership and affective commitment. Data was gathered from 301 newly joined construction professionals and  Confirmatory Factor Analysis (CFA) was conducted to examine the factor structure for organisational socialisation, authentic leadership and affective commitment. A measurement model was further developed using the domains of organisational socialisation, authentic leadership and affective commitment. The results of CFA revealed that there exists four zero-order factor structure for organisational socialisation, and one zero-order factor structure for authentic leadership. The study contributes to both the researcher and practitioner communities by integrating the three constructs and validating the factor structure in the new context (i.e. construction). Further, the study contributes towards improving HR processes, namely, training, reward system, and induction process. It also helps in augmenting the authenticity among the project participants.

Exploring anti-corruption capabilities of e-procurement in construction project delivery in Nigeria 探讨电子采购在尼日利亚建设项目交付中的反腐败能力

The use of electronic (e-­) procurement to support the execution of supply chain management activities in the different industrial sectors is permeating all regions of the world. However, in countries in sub-Saharan Africa where there is a significant level of corruption and unethical practices in the procurement process, there is a need for a better understanding of how e-Procurement can help to check the incidence of corrupt and unethical practices in construction project delivery. This study relied on a cross-sectional survey of 759 respondents, including architects, builders, engineers, estate/facilities managers, contractors, construction/project managers, quantity surveyors, supply chain managers and others to identify and analyse the anti-corruption capabilities of e-Procurement in construction project delivery in Nigeria. The results of the descriptive statistics, relative importance index and principal components analysis identified 18 anti-corruption capabilities in e-Procurement in construction project delivery with the three most important ones being the capability of e-Procurement to ensure good inventory management/record keeping; accountability by providing audit services trail and minimise direct human contacts during bidding. The key underlying dimensions of these capabilities include the advantage of e-Procurement over the traditional paper-based method; transparent bidding process and increase in competition in construction project delivery process. The findings of this study have implications, especially, on the use of e-Procurement to curb corruption in construction procurement activities.

Development of a scale for factors causing delays in infrastructure projects in India 印度基础设施项目延误因素量表的编制

The objective of the paper is to develop a validated scale to measure the factors that cause delays in infrastructure projects. The study employed a standard three phase scale development procedure of Churchill (1979) which was augmented subsequently by Nunnally, Bernstein and Berge (1994) and Prakash and Phadtare (2018). In phase one, 73 factors that cause delays were identified, which were reduced to 45 based on literature review and expert opinions. These 45 factors were subjected to an exploratory factor analysis (EFA) and confirmatory factor analysis (CFA) in phase two and three, respectively, to refine and establish convergent, discriminant and nomological validity of the scale. The study confirms that delays in infrastructure projects happen due to six factors, i.e., Contractor Related Factors (CON); Consultant Related Factors (CS); External Factors (EX); Labour Related Factors (LR); Material Related Factors (MT) and Design Related Factors (DJ). The study is particularly useful for the firms engaged in the development of infrastructure projects globally, as it identifies and ranks the factors that cause delays in a project. However, the study being confirmatory in nature only confirms the grouping of factors causing delays and is also limited by the possibility of sampling error.

Underlying structures of risk response measures among small and medium contractors in South Africa 南非中小型承包商风险应对措施的基本结构

Although attention has been given to the measures used to respond to risk in the construction industry (CI), there is limited literature that scrutinizes underlying structures of risk response measures (RRMs) especially among small and medium enterprises (SMEs). This study, therefore, presents findings from an exploratory factor analysis (EFA) of RRMs. A positivist paradigm was adopted to collect empirical raw data from 181 conveniently sampled respondents in Gauteng, South Africa (SA), using a structured questionnaire. The results support the extant literature and empirically established the structural composition of risk response by two constructs. The construct with emerged measures was termed trailing measures while the one with popular measures was termed leading measures of risk response. However, the study yielded a two-factor model with all the six items supposed to measure risk response. Based on the results obtained, it seems that risk avoidance and risk mitigation are reliable measures for measuring risk response. This study could thus serve as a reference for the accurate measurement of risk response and for the development of agreed responses for each risk, including an appropriate strategy and specific responses to implement the chosen strategy. The study was limited to the CI and to a lesser extent, construction SMEs in Gauteng; hence the findings cannot be generalized to all SMEs in SA.

This study, therefore, presents findings from an exploratory factor analysis (EFA) of RRMs. A positivist paradigm was adopted to collect empirical raw data from 181 conveniently sampled respondents in Gauteng, South Africa (SA), using a structured questionnaire. The results support the extant literature and empirically established the structural composition of risk response by two constructs. The construct with emerged measures was termed trailing measures while the one with popular measures was termed leading measures of risk response. However, the study yielded a two-factor model with all the six items supposed to measure risk response. Based on the results obtained, it seems that risk avoidance and risk mitigation are reliable measures for measuring risk response. This study could thus serve as a reference for the accurate measurement of risk response and for the development of agreed responses for each risk, including an appropriate strategy and specific responses to implement the chosen strategy. A scientometric analysis and review of fall from height research in construction 建筑工程中高空坠落研究的科学计量学分析与综述

Fall from height (FFH) in the construction industry has earned much attention among researchers in recent years. The present review-based study introduced a science mapping approach to evaluate the FFH studies related to the construction industry. This study, through an extensive bibliometric and scientometric assessment, recognized the most active journals, keywords and the nations in the field of FFH studies since 2000. Analysis of the authors’ keywords revealed the emerging research topics in the FFH research community. Recent studies have been discovered to pay more attention to the application of Computer and Information Technology (CIT) tools, particularly building information modelling (BIM) in research related to FFH. Other emerging research areas in the domain of FFH include rule checking, and prevention through design. The findings summarized the mainstream research areas (e.g., safety management program), discussed existing research gaps in FFH domain (e.g., the adaptability of safety management system), and suggests future directions in FFH research. The recommended future directions could contribute to improving safety for the FFH research community by evaluating existing fall prevention programs in different contexts; integrating multiple CIT tools in the entire project lifecycle; designing fall safety courses to workers associated with temporary agents and prototype safety knowledge tool development. The current study was restricted to the FFH literature sample included the journal articles published only in English and in Scopus.

Life cycle carbon emissions (LCO2), made up of operational and embodied carbon, have become a major metric of building environmental performance and energy efficiency. Whilst there are now standard methods for operational carbon assessment due to its significance in LCO2, there is still less emphasis on embodied carbon counting. However, the relative contribution of embodied carbon is on the rise as buildings become increasingly energy efficient. Following the rule that only something which is measurable is manageable, it is essential that we are able to accurately count embodied carbon. This study therefore reviews the concept of LCO2 in buildings and further investigates the open source UK tools for embodied carbon counting. A comparative evaluation case study, which validates an earlier review, showed that there is no logic and consistency in the carbon figures produced by embodied carbon counting tools. This is mainly due to different system boundaries, varying underlying assumptions and methodological differences in calculation. The findings suggest that an industry-agreed data structure and common methodology is needed for embodied carbon counting. Generally, the study provides insights into the use and capabilities of the identified open source UK embodied carbon counting tools, and is relevant to the on-going debate about carbon regulation.

Response of the Nigerian construction sector to economic shocks 尼日利亚建筑业对经济冲击的反应

The construction sector (CS) is an economic barometer that mirrors the state of the economy. Therefore, the construction sector is susceptible to economic impacts. This study investigated the impact of economic shocks (measured with the Gross Domestic Product (GDP)) on construction sector performance. The study used econometric methodology which involves several sequential procedure including unit root test, cointegration test, causality and exogeneity tests. The data used was the Annualized time series data about GDP and construction sector. The data were extracted from the United Nations Statistics Division  database based on the year 2010 US Dollars price over a forty seven (47) year period (1970-2016). The study found that the GDP significantly caused the construction sector output in all tests investigated. The study concluded that the construction sector significantly responded to economic shocks in both the short and long run. The study recommended that government should develop a policy framework that supports a concurrent development of the economy and the construction sector in Nigeria.

Incentivising innovation in the construction sector: the role of consulting contracts 激励建筑行业的创新:咨询合同的作用

The issue of whether contracts promote innovation and sustainability is an important but overlooked aspect for achieving energy and environmental targets, as well as for creating smart and sustainable cities. In this article, based on the principle/agent problem and Holmström and Milgrom’s work on optimal contracts it is argued that the current general conditions of architectural and engineering consulting agreements in Sweden (ABK 09)—a standard type of contract often used in developer/consultant relations—may not incentivize choices that support the long-term goals of society. Furthermore, although this exploratory study specifically analyses a Swedish standard contract, the question of how contractual incentive structures can optimize real-world performance is a general one, and thus the article’s findings have general applicability. This exploratory study also points to further research into how contractual structures impact climate-neutral buildings. In this way, Swedish consultants who use ABK 09 are incentivized to include low-risk, well-proven, and widely used technologies in order to minimize risks for themselves. This study contributes to resolving this dilemma by suggesting how ABK 09 could be restructured to change the balance between incentives and risk and incentivize innovation and sustainability. As mentioned above, the current study operates at a theoretical level. It discusses six possible changes that would better align the contract with the societal goals of innovation and sustainability.
