Facilitating reflective practice: developing built environment educators’ capacity for teaching and learning 促进反思实践:培养建筑环境教育工作者的教学能力

The international literature on higher education emphasises the importance for academics and professional staff to develop their disciplinary teaching and learning practice. Teaching staff in built environment degree programs tend to focus on ‘what’ subject content is taught and less on ‘how to’ improve and innovate teaching and learning contexts and students’ skills development. To investigate these trends, this research reviewed the higher education literature and relevant international studies on strategies to enhance quality teaching and student learning. Findings highlight that reflective practice and engaging in a personal teaching philosophy and teaching profile provide an important link for individual professional development and basis for improving teaching and learning. The objective of this study was to apply findings from the literature in facilitating professional learning workshops, with a pedagogy for collaborative reflective practice and the development of a teaching philosophy. This research reports on the first stage of professional development for staff in built environment programs to establish a teaching profile through reflection on their personal and discipline specific pedagogies. Initial findings highlight the positive impact of reflection and collegial conversations about learning and teaching, as well as future opportunities for individual and discipline based capacity building for improving educational practice.

Key ingredients for a collaborative urban regeneration strategy in the Global South 全球南方合作城市更新战略的关键要素

The paper documents the development of a collaborative regeneration strategy for a marginalised community in Cape Town that was led by a Non-Profit Company (NPC). NPC’s vision for the strategy was to incorporate key inputs from the community to unlock the economic potential of the area and promote upliftment. A case study methodology was adopted which included a series of interviews and community engagement workshops. The research aimed to identify the key ingredients required to drive collaborative urban regeneration in marginalised communities in the global south. The study established that in the absence of effective leadership and service delivery from local authorities the community feel disenfranchised as their community is not seen as an immediate priority. There was a deep-rooted mistrust in the process being driven by the NPC and the visioning process was met with resistance and suspicion. The engagement process lacked depth/scope and reflected a top-down approach. It is concluded that fundamental ingredients for effective collaborative urban regeneration is trust between the key stakeholders, a diverse assortment of expertise and skills, and an in-depth engagement process. Without these factors urban regeneration is likely to only entrench the complex urban issues it seeks to reconcile.

An investigation of barriers and enablers to energy efficiency retrofitting of social housing in London 对伦敦社会住房节能改造的障碍和推动因素的调查

Carbon emissions, being hazardous, are triggering social concerns which have led to the creation of international treaties to address climate change. Similarly, the United Kingdom under the Climate Change Act (2008) has committed to reducing its greenhouse gas emission by at least 80% over 1990 levels by 2050.  However, being the oldest member of the EU states (before Brexit), the UK has the oldest housing stock, which contributes to 45% of its carbon emissions due to the older dwellings. To address this issue low carbon retrofitting is needed. Therefore, this paper seeks to investigate the barriers and enablers to energy efficiency retrofitting in social housing in London, UK based on the perception of experts employed in National and construction companies with an experience that ranges between 6 to 16 years. Initial literature suggested that the problem of energy efficiency retrofitting in the general building stock has been addressed, however little has been reported on its application to social housing. This paper, therefore, groups the barriers and enablers into seven categories that include: financial matters, Technical, IT, Government policy and regulation, social factors (including awareness of the energy efficiency agenda), quality of workmanship and disruption to residents, using literature review, interviews and surveys with key stakeholders within the housing sector, and draws recommendations to enable effective and efficient retrofitting for social housing projects.

Trojans of ambiguity vs resilient regeneration: visual meaning in cities 模糊性与弹性再生的特洛伊木马:城市的视觉意义

This paper presents a theoretical framework that helps identify visual sustainability in urban projects and evaluates its relevance for the use, design and making of public space. It is aimed at showing how the process of urban regeneration is far more nuanced and sophisticated than much of today’s building industry allows for. The first part of the article provides an outline of this framework, by drawing from the notion of ambiguity and discussing regeneration around a concept of trojans of ambiguity: by which we simply mean that modern-day regeneration projects are often a confusion of meaning. The framework is then applied to two case studies: Heygate, and Sidewalk Labs Toronto. The Heygate regeneration produced a negative emotionally charged process and social displacement. By contrast Sidewalk Labs Toronto exemplifies a technologically clean start for regeneration, on a site with little social vitality or history. The starting points for each ultimately point to two very different outcomes. Visual sustainability represents ‘the technology before the technology’ and future research must recognise how human needs, not technology, provide the meaning into ‘how’ we may create a successful, smart, and sustainable urban environment.

Holistic sustainability: advancing interdisciplinary building design through tools and data in Denmark 整体可持续性:通过丹麦的工具和数据推进跨学科建筑设计

Sustainable housing and buildings constitute a fundamental part of the future urban fabric. This study aims at clarifying how different actors employ parameters of sustainability in building design and what enables the holistic perspective of the interrelating social, economic and environmental parameters. Interviews with building developers and designers show that decision support tools are used late in the design process and commonly focused on single parameters of sustainability. The analysis shows how practitioners of the planning and early design phases operate at general levels of geometrical clusters and volumes but must continuously evaluate each project from the perspective of the specifications of end-users and the public, to ensure holistic sustainability. This opposing relationship between need and availability of general and specific data, however, challenges the implementation of holistic sustainability. Advancing the interdisciplinary, holistic building design requires systematic aggregation of data from executed projects of this data into applicable rules-of-thumb. In parallel, future tools for simulation and dialogue must employ a broader scope of sustainability parameters. The conceptual frameworks of data and tools presented in this study can be used as a backdrop for developing sectoral

Improving resilience of cities through smart city drivers 通过智慧城市司机提高城市韧性

The embracement of smart city approach as a sustainable system for the management and delivery of infrastructural developments has been on the increase, especially in developed and some developing countries. For this to be successful, cities in these countries, particularly in developing ones like South Africa, needs to be resilient because even though resilience can be achieved by making cities smart, smartness does not bring resilience by default. Thus, this study examines various factors influencing the ability of cities to develop resilience through smart city drivers. A survey of construction professionals involved in the design, planning, development and general management of cities and their infrastructure was carried out with the aid of a well-structured questionnaire. Factors influencing resilience were grouped into five divisions which are climate change, education, food security, public safety and threat to disease, in order of their importance. Findings revealed that the most important of these factors are the development of literacy and technical skills of citizens, regeneration of agricultural land and increased localised food production. The paper further examined the effects of these factors on six smart city drivers and found out that smart economy has the most influence on the resilience of a city. It was concluded that stakeholders concerned with the achievement of resilient smart city must give attention to the major needs of its citizens, and such needs are better produced locally.

Appraisal of the drivers of smart city development in South Africa 南非智慧城市发展驱动力评估

The quest for smart cities and development has been on the increase among infrastructural development stakeholders, including clients, government agencies responsible for the management of infrastructures, construction professionals, sponsors, and financiers of these projects. However, studies around the world have shown that less attention is being paid by these stakeholders to various indices and measures of smart cities. These measures and indices, known as drivers, are smart environment, smart economy, smart people, smart governance, smart mobility, and smart living. Using these drivers and their indicators, a multiple-choice questionnaire was designed in line with existing and relevant literature materials in the subject area. These questionnaires were administered on construction professionals with relevant and adequate knowledge of smart construction. Smart environment was found to be a major driver of a smart city while smart people, smart governance and smart living are also key to the achievement of the goals and objectives of the concept. The developed key smart city drivers are a workable, adaptable and efficient city design mechanism and it will be useful for city planners, statutory agencies as well other stakeholders in the development of smart cities.

In the United Kingdom (UK), over the past three decades efforts have been made to ensure adequate promotion of sustainability objectives through various policy initiatives. However, despite the effort and the existence of these policy initiatives, sustainability projects in particular, regeneration projects are yet to deliver their intended sustainability objectives.  While there is a rise in demand for higher sustainability benefits by stakeholders such as clients, communities and policy makers, the delivery of sustainability benefits from sustainability regeneration projects are yet to meet the expectations of these stakeholders. This article provides an overview of sustainability benefits within the context of the sustainable regeneration projects in the UK from a study that examines the roles and sustainability drivers of construction practitioners towards the promotion of sustainability on their regeneration projects. To do so, a qualitative research approach is adopted using a semi-structured interview technique for the study. The data obtained was analysed using content analysis. The findings revealed that out of the eight socio-economic sustainability drivers presented to practitioners, enhancement of reputation was the most important ‘socio-economic’ sustainability driver while the least important driver was legislative and legal requirement. The findings further revealed that majority of practitioners/ organisations were promoting the socio-economic sustainability driver they believed will enable them to meet their own corporate business objectives.

There is a changed perspective regarding the development of cities and increasingly many countries in the West and some developing countries, as in South Africa, are making concerted attempts to transform their cities to smart cities. Using the context of the city of Bloemfontein, South Africa and drawing on the perceptions of stakeholders, the objective of the paper is to offer a perspective on such a transformation. The study first assessed the performance of various factors and attributes that influence three important aspects of a smart city: economy, mobility and governance system. It then recorded the viewpoints of stakeholders about how these aspects can contribute to the development of a smart city. Further, Applied Systems Analysis (ASA) linked System Dynamics (SD) conceptual models based on the interlinkage and causal feedback relationships among various factors under each aspect were developed, which could assist in offering perspectives that would enable eliciting of policy interventions to develop smart cities. Findings indicate that there are potentials and positive indicators in all three aspects. It is emerged that reinforcement of the inter-relationship among entrepreneurship, innovation, productivity, economic image and international embeddedness will foster a smart economy. Efficient public transportation and advancement of Information Communication Technology (ICT) system will strengthen local accessibility and ensure an innovative, sustainable and safe transportation system that will result in smart mobility. Effective participation of stakeholders in the decision-making process alongside the elected city council and transparency will aid smart governance. The combined effect of these attributes should enable the transformation of the city to a smart city.
