The last decades have seen an increse in the number of studies that investigate the factors that make cities attractive. This was also the initial aim of the present study. However, the initial results were striking. Cities that do not possess the characteristics that are usually attributed to attractive cities were ranked among the most attractive ones in Romania. Thus, it became evident that the first step should be to determine which is the most appropriate measure of attractiveness in the Romanian context. The results show that in Romania the historical and legal context, as well as the current way in which official data are provided affect the reliability of well-known measures of city attractiveness. More specifically, international migrants who regain their citizenship artificially inflate the data regarding population growth and migration for cities in the Easter part of the country. The study provides recommendations for improving the capacity of municipalities to take evidence-based decisions.

The purpose of this paper is to provide an insight into the structural, cultural and relationship changes among the organisations engaged during high-impact low-frequency events. Our binary basis variable was calculated from the level of engagement in high-impact low-frequency events throughout the Western Balkans area. Furthermore, the findings presented in this paper are based on empirical data obtained through questionnaires among the firefighters, mountain rescue squads, Red Cross, as well as some military and police personnel. Questionnaire respondents were selected due to their engagement during the high-impact low-frequency events in the Western Balkan area. Finally, the data analysis revealed that changes in the structure, culture and organisational relationships significantly differ among organisations related to the level of engagement. It shows us a minor change in organisations that engaged less than 25 per cent of personnel during high-impact low-frequency events. In that regard, the paper adds a new value to the expansion and deepening of the existing opus of the literature in the field of Emergency Management and a unique point to the understanding of organisational learning from emergencies and organisational change.

Income inequality is a significant social problem that differentiates society according to the amount of income into structured groups, which do not always objectively correspond to the generally required national economic or political idea of income equality in society. The high level of income inequality, including its inappropriate structure, is a source of intergroup tension, hinders balanced economic development and limits the development of society as a whole with reference to social disadvantage and income stratification of society. The contribution aims to present social income as an indicator for moderating the income inequality in the society through which the subjects of social policy may influence the distribution of money income among the individual social groups within the society and thus improve the living standard of the population in the given country. The level of influence of income inequality through social income will be expressed by the so-called income inequality gap and will be assessed by means of changes in the index of income inequalities on the case of the Czech Republic.

The use of public-private partnerships (PPPs) for infrastructure development can alleviate the high levels of government debt associated with these projects while encouraging new investment as well. We developed a theoretical analysis of infrastructure projects and the applicability of PPPs. Next, we provided an empirical analysis based on statistics from the PPP database of the Ministry of Finance from 2013 to 2017. Based on our results, this paper offers reasonable and effective guidance for restructuring China’s PPP governance to improve the participation of government departments, the private sector, and the public in PPPs for infrastructure development.

The Covid-19 epidemic and the measures employed to tackle it have affected (inter alia) intrapersonal relationships and family life. This paper explores how those changed circumstances correlate with the patterns of intimate partner homicide (IPH) in Slovenia. For that purpose, we examine the recent IPH trends and compare them to trends in homicide in general. In the second part of the paper, we look qualitatively into all the cases of IPH that have allegedly occurred during the Covid-19 epidemic in Slovenia and that have been reported in online newspapers. The preliminary investigation into homicides committed during the Covid-19 epidemic reveals that intimate partner killings are likely to have occurred with more frequency, while their patterns have not been substantially changed.

In post-communist countries, the early years of housing policy after 1989 were characterised by the withdrawal of the state. Municipalities played an important role in the housing privatisation process in the Czech Republic. Thirty years later, a global boom in housing prices occurred in major urban centres. Young people are facing the problem of decreasing housing affordability. The analyses of the programme statements of electoral parties and coalition agreements in selected regional centres reveals the issue’s increasing saliency as well as a change in the overall discourse of housing. Moreover, local path dependencies and ways of bridging ideological differences in a coalition are explained. Electoral programmes tend to focus on young families rather than young people in general. In the crisis of housing affordability, those groups that have something to offer cities are preferred in party programme statements.

Based on the notorious fact of our era digitalisation, this paper is focused on the probability of relations between the notions of law and digital era government (DEG), as they are found in the scientific literature. Out of the total of 3917 articles that were identified in the Scopus database as relevant in DEG research, 77 of them were further considered due to their connectedness between legal notions and notions of DEG. Results show a very modest presence of law in DEG literature. Based on this, the paper confirms Collingridge’s dilemma of control and gives answers on the cross-disciplinary interconnection of law and IT, how digital dimensions and technology are addressed in the law, and whether the latter pursues modernisation or just reflects existing public governance principles. However, results based on a literature review may not be always aligned with the practical effects of digitalisation in society.

The purpose of this study is to examine the role of constitutional control in the framework of state lawmaking and law enforcement functions and the impact of constitutional control bodies on political development, economic transformation, and social policy. This study examines the role and place of constitutional control in the state legal mechanism, the advantages and disadvantages of specialized and non-specialized constitutional control, preventive constitutional control. The study concludes that the model of non-specialized centralized constitutional control is very promising, capable of effectively balancing the logic of decisionism (discretion) and the scope of constitutional responsibilities. This study examines the relationship between the constitutional control and decisionism from the point of view of the Russian legal system. In practical terms, this study is of interest to representatives of the legal profession, practicing in the field of human rights protection, human rights organizations, and members of the judiciary.

Concept of partnership between public and private entities, commonly addressed as »Public private partnership« or PPP, have spread all over the world as an innovative model to deliver public services and to help established public infra-structure; as railways and roads, water supply facilities and sewerage systems, other communal services and public infrastructure, even building and managing hospitals, elderly homes, etc. In order to serve the public interest, PPP projects should be based upon a negotiated allocation of risk, which means that project risks should be distributed equaly between the partners. However, issues of transparency, good governance and public accountability have been at risk in the process. Through the Portuguese case of PPP involving the reward contract for the construction and maintenance of highways, the argument for the need of transparent and readable information is presented.

We explore how citizen budget participation influences the difference between the original and final versions of local government budgets. Our findings based on 1,506 city and county governments in the U.S. show that localities with a higher level of citizen participation tend to increase any budget gap between original and final expenditures but decrease the gap on the revenue side of the budget. Citizens appear to be reluctant to modify revenues due to the lack of flexibility in allocating the tax burden. Alternatively, citizens may have more willingness to exploit the uncertainty of how expanded services will ultimately be funded over time. Our analysis provides insights into how public participation mechanisms influence the fiscal accountability of the presiding government budget decision makers.
