Asian Russia – Conditions for and Obstacles to Progressive Diversification of Macroregional Economy 亚洲俄罗斯——宏观区域经济渐进式多元化的条件与障碍

The paper considers the peculiarities and directions of economy diversification processes in the eastern part of Russia – the territory that stretches from the Urals to the Pacific Ocean. The processes of diversification are reviewed through the prism of not only the views and approaches developed within the framework of modern evolutionary economic geography but also institutional economics. It is shown that the state and dynamics of diversification processes in the Asian Russia are determined by the peculiarities of the transformation of the country’s economy as a whole during the transition from the system of centralized planning and management to a system based on market principles of interaction between economic agents. The role and importance of previously formed assets and implemented solutions – especially in the infrastructure sphere and previously created production structures – are extremely high. Without taking into account the peculiarities of space – the significant distances between different productions that are links in the value chain – the transformation of the economy leads to a narrowing of the spheres of economic activity and subsequent de-industrialization. According to the authors, the transition to the evolutionary process of economic diversification of the vast macroregion is impossible without a balanced public industrial policy and policy in the field of nature and subsoil use. The analysis of the processes of diversification / de-industrialization is supplemented and expanded within the framework of the cognitive analysis of possible directions and conditions affecting them. The authors offer a set of fundamental measures and steps, that allow, in their opinion, moving from ‘extra-regional’ causes of diversification to augmenting the role and importance of local and internal factors and conditions

Productivity, Subsidies, and Agricultural Specialization: Evidence from the Russian Far East 生产率、补贴和农业专业化:来自俄罗斯远东地区的证据

Are the effects of subsidies on farm productivity heterogeneous? Does the direction and magnitude of subsidies impact depend on farm specialization? To address this question, I use farm-level data from Amur region in the Russian Far East for 2010–2014. The data set includes farms inputs and output as well as state subsidies and degree of farm specialization. The latter is defined as the share of crop production in total farm revenue. The sample of farms is not random but includes almost the entire set of corporate farms in the Amur Region. Using the data, I estimate the production function that allows me to study the relationships between total factor productivity (TFP), farms specialization and state subsidies. To test whether farm specialization moderates the impact of subsidies on TFP, an interaction term between specialization and subsidies was included in the model. So, I study how the marginal effects of subsidies change conditional on degree of specialization. My findings support the heterogeneous effect of subsidies on TFP depending on the degree of farm specialization. High degree of specialization on livestock production is associated with negative effects of subsidies on TFP, while I don’t fine a statistically significant connection between subsides and TFP for farms specializing on crop production. The research contributes to the discussion about the effects of state supports and subsidies on agricultural development and productivity in Russia and particularly in the Russian Far East

New International Land-Sea Trade Corridor China – ASEAN 新的国际陆海贸易走廊中国-东盟

In order to develop foreign trade relations with the ASEAN countries in recent years, China has begun the construction of a new international land-sea trade corridor as part of the implementation of the China-Singapore (Chongqing) Demonstration Initiative on strategic interconnectedness. The transit of goods from the central and western provinces of China to the ASEAN countries, relying on the central logistics center of the Chengdu-Chongqing Economic Circle, will pass through the Pan-Asian Railway and Highway Network, that will be built with the help of Chinese companies. As well as by sea transportation of goods from the ports of Beibu Bay and Yangpu Port in Hainan Province. The development and ratification of the Comprehensive Regional Economic Partnership Agreement, which has become a generator of growth in the volume of foreign trade between China and the ASEAN countries, Japan, and the Republic of Korea, required adequate measures to ensure regional cargo transit. In this regard, a large national logistics operator has been founded in China, and there are plans to build a financial center in Chongqing by 2025, which will become an important platform for further development of cross-border payments in yuan and deepening financial cooperation with ASEAN countries. The new corridor allows to significantly reduce the time and cost of cargo transportation from the western provinces of China to the ASEAN countries. In the future, with the connection of the Eurasian land-sea route and the Kashgar-Gwadar Port railway (as part of the development of the Chinese-Pakistani economic corridor) through the Economic Circle of Chengdu-Chongqing, it also allows to ensure the access of the central and western region to the markets of Europe, Africa, the Middle East, South and Central Asia. China is striving to reformulate the Belt and Road route into a global closed logistics route, from the possibility of joining which and using its synergetic and multiplicative effects, all participants in regional and global transit traffic will be able to receive significant and significant benefits

The European space-economy represents a complex system with a great internal heterogeneity, intensive socioeconomic interactions and differential growth trajectories among countries and regions. The present study aims to investigate the connectivity between spatial competitiveness and resilience in Europe and seeks to design an operational framework for concerted strategies of competitive and resilient regions. To assess the linkage between resilience and competitiveness, we have developed a new measure, viz. the Resilience and Competitiveness Index (RACI) as a function of two constituent sub-indices: Resilience and Competitiveness. This approach is tested on the basis of detailed data on European regions. The empirical results from 268 EU NUTS2 regions offer a solid anchor point for the proposed operational framework for concerted development strategies of competitive and resilient regions. Our research distinguishes and proposes several systematic types of concerted regional strategies according to the performance of a region measured by Resilience and Competiveness sub-indices. A key result of the study is the design of an operational constellation for strategic regional policy evaluation, with a major added value for policy- and decision-making purposes. The use of official data from Eurostat and of standard indicators in our research assures continuity and consistency with the official Regional Competitiveness Index (RCI) classification and measurement, so that policy makers are able to compare the performance of their regions over time and to develop proper concerted strategies accordingly. The clear evidence of a connectivity between regional competitiveness and resilience may help to develop a governance approach that balances competitiveness (mainly represented by productive assets) with resilience (mainly represented by sustainability and ecological awareness) and thus to deal with the complexity in socioeconomic systems.

The present study aims to investigate the connectivity between spatial competitiveness and resilience in Europe and seeks to design an operational framework for concerted strategies of competitive and resilient regions. To assess the linkage between resilience and competitiveness, we have developed a new measure, viz. the Resilience and Competitiveness Index (RACI) as a function of two constituent sub-indices: Resilience and Competitiveness. This approach is tested on the basis of detailed data on European regions. The empirical results from 268 EU NUTS2 regions offer a solid anchor point for the proposed operational framework for concerted development strategies of competitive and resilient regions. Our research distinguishes and proposes several systematic types of concerted regional strategies according to the performance of a region measured by Resilience and Competiveness sub-indices. A key result of the study is the design of an operational constellation for strategic regional policy evaluation, with a major added value for policy- and decision-making purposes. The use of official data from Eurostat and of standard indicators in our research assures continuity and consistency with the official Regional Competitiveness Index (RCI) classification and measurement, so that policy makers are able to compare the performance of their regions over time and to develop proper concerted strategies accordingly. Influence of Intergovernmental Transfers on Regional Incomes in Russia 政府间转移支付对俄罗斯地区收入的影响

Given the current conditions of intensifying sanctions, scarcity of resources and the start of a structural transformation of the Russian economy, the task of a reassessment of the efficiency of existing tools of economic policy, so that these tools can be realigned, becomes vital. In this publication, we study the influence of intergovernmental budget transfers, subsidies in particular, on regional economic growth in Russia. We perform the analysis on the full sample of relevant Russian regions and on three subsamples of regions, differing in the degrees of regional budgets’ reliance on transfers. Additionally, we divide regions into two groups, based on the shares of natural resources extraction in their economies. Our analysis shows that increases in the shares of incoming transfers in regional budgets are followed by increases in the rates of growth of GRP per capita – however, this works only for regions with a medium degree of transfer reliance. Such regions having high shares of employment in extraction intensifies the positive effect of transfers. Increases in subsidies to regional budgets are also followed by faster growth – but only in regions with a medium to high reliance on incoming transfers; for regions with a low reliance on transfers the effect of subsidies is insignificant. Among the control variables we use, the share of capital investment in GRP and the share of employed with a higher education also correspond to higher rates of economic growth, but again – only for regions with a medium degree of reliance on incoming transfers. Using the spatial Durbin model, we control for spatial effects between regions. Overall, our analysis shows that the system of intergovernmental transfers currently in place in Russia promotes growth only for regions with a medium level of reliance on transfers
