Telecom industry grievance redressal system: a study of ombudsman approach in selected countries 电信业申诉制度:若干国家申诉专员制度研究

PurposeThis study aims to explore the telecom regulations and telecom reforms of different countries in the context of consumer complaints and grievance handling. The telecom dispute resolution mechanisms of countries such as Australia, the USA, the UK and India are studied. This qualitative research is carried out for the three major telecom markets: Australia, the USA and India.Design/methodology/approachHere, research is conducted in two stages. In the first stage, the telecom policies of the major telecom markets, their ombudsman policies and consumer grievance redressal mechanisms are studied. In the second stage, the qualitative analysis of the three telecom markets, Australia, the USA and India, is conducted through in-depth interviews, the questionnaire method for telecom customers and secondary research.FindingsTelecom customer satisfaction is significantly higher in countries with the telecom ombudsman as a system of telecom governance redressal. This study dedicates significant importance to the distinctiveness of the grievance resolution systems in different countries and suggests recommendations for improving the mechanisms. The recommendations given in the research study emerge as the output of interviewing telecom experts, academicians and researchers and court judges.Research limitations/implicationsThis study has partial limitations as primary research was carried out only in selected countries with limited participants.Practical implicationsThis study is useful for policymakers, regulators and think tanks in the telecommunications sector.Social implicationsThe resolution of individual customer grievances is significant to the telecom industry and all participants. A well-oiled grievance redressal system enhances the trust among the service users and aids in the industry’s growth. Further practical assessment of redressal offered by different telecom operators can be used for benchmarking, and it can create an onus on telecom operators for timely and adequate redressal of consumer complaints. In certain countries with a well-developed alternate dispute resolution (ADR) mechanism, the service offerings of telecom operators and the quality of services are deemed to be better than those without such an ADR. The research aims to bring in the positives of ADR systems from specific telecom markets and suggest the effectiveness of such ADR for countries such as India, which has over 1.17billion active subscribers. This research aims to aid responsive communication with telecom consumers in the overall telecom industry, which can bolster telecom consumers’ confidence and help the industry grow sustainably. Discussing perspectives on telecom dispute resolution in various conferences and discussing use-cases of innovative dispute settlements can act as stimuli in this space. As ADR procedures are conducted in the shadow of the law, a dispute resolution framework must have a buy-in from the government, telecom experts,

What explains the sudden surge in cryptocurrency? A consumption value theory perspective 如何解释加密货币的突然飙升?消费价值理论视角

PurposeCryptocurrency has emerged as a significant component on the surface of the financial industry. With its growing popularity and blockchain as an underlying technology, cryptocurrency has the potential to disrupt the digital payments market. In light of this, this study aims to identify and empirically validate factors that influence the continuous intention of customers toward the adoption of cryptocurrency.Design/methodology/approachThe study extends consumption value theory by incorporating additional variables – monetary value, perceived trust and perceived risk – to enhance the predictive power of the proposed model. The data were analyzed using the partial least square technique on the sample of 285 customers.FindingsThe results indicate that trust is the most significant factor to influence customers’ intention to use cryptocurrency, followed by conditional value, epistemic value, emotional value and monetary value. The authors also found the significant moderating effect of personal innovativeness on behavioral intention and actual usage of cryptocurrency.Practical implicationsThe analysis of the study gives policymakers valuable information for the establishment of the regulatory framework that supports innovation while protecting the rights of the consumer.Originality/valueThe study embeds great theoretical and practical significance by generating a new technical thread that will facilitate multiple players to use their resources optimally.

PurposeThis study aims to identify and analyze the key barriers that obstruct the effective implementation of Egypt’s e-administration.Design/methodology/approachBased on a literature review and experts’ opinions, 14 key barriers were identified and classified into dependent, independent and linkage barriers using interpretive structural modeling with the help of MICMAC analysis.FindingsResistance to change, lack of HR specialized in information and communication technologies and lack of financial support were found to be the most crucial driving barriers to implementing e-administration developments.Originality/valueTo the best of the authors’ knowledge, this study is the first to investigate the barriers to e-administration in Egypt using these methods and is expected to provide useful contributions to help decision-makers better understand e-administration implementation barriers in Egypt.

Application of SEM and fsQCA to predict m-health adoption in the BoP market 应用SEM和fsQCA预测防喷器市场的移动医疗采用情况

PurposeDrawing on the adapted unified theory of acceptance and use of technology (UTAUT2) framework in the bottom of pyramid (BoP) context, this paper examines the number of causal recipes that foster m-health adoption in a developing country (Bangladesh). This paper aims to propose an extended UTAUT2 model along with identifying the necessary and sufficient factors affecting the m-health adoption intention in the BoP market.Study design/methodology/approachThe research model was empirically tested, combining two approaches: structural equation modelling (SEM) and fuzzy-set qualitative comparative analysis (fsQCA). Data were collected from 221 housemaids and female security guards who earn around US$6 per day.FindingsThe SEM results revealed that while performance expectancy (PE), effort expectancy (EE), social influence (SI), facilitating conditions, perceived cost (PC) and technology anxiety (TA) significantly influence the behavioural intention of BoP markets, hedonic motivation is the non-significant predictor. The fsQCA revealed that the two necessary conditions, PC and SI, can be combined with TA to increase the possibility of the success of m-health adoption in the BoP market.Practical implicationsFor practitioners concerned with fostering the m-health adoption intention in BoP markets, the present study, which points out equifinality, recommends integrating the PC and SI in several combinations with PE, EE and TA.Originality/valueTo the best of the authors’ knowledge, no previous studies using the UTAUT2 theory examined the m-health services in the BoP market. This study contributes empirical data to the predominantly theoretical literature by offering a deeper understanding of the inclusion of TA and PC in several combinations with other UTUAT2 factors as predictors for explaining the m-health adoption intention of BoP markets.

PurposeThis paper aims to develop a conceptual framework as a valuable investigative tool for future empirical studies examining stakeholders’ interactions within a high-performance computing (HPC) service ecosystem and identifying the enablers for better value co-creation under various service provisioning contexts.Design/methodology/approachThis conceptual paper follows a theory adaptation research design that systematically examines the literature on a substantive topic encompassing HPC technology adoption and usage by European small and medium-sized enterprises (SMEs). Furthermore, it introduces theoretical perspectives from service innovation research as its methodological approach (method theory) to develop a theoretical framework for value co-creation within an HPC service ecosystem.FindingsThe conceptual framework presented in this paper identifies the critical resource elements of SMEs, which can potentially be integrated with other stakeholders’ resources and complement the limited internal resources of SMEs for enhanced value co-creation within an HPC service ecosystem.Research limitations/implicationsThe conceptualisation of an HPC service ecosystem and the potential of value co-creation through integrating stakeholders’ resources, presented in this paper, underscore further empirical research in this direction.Practical implicationsFindings from this paper can inform European policymakers for regional development to frame regional strategies and policies that enable SMEs to better uptake HPC services. Service providers can revisit their business models to reconfigure their organisational resources for enhanced value proposition and co-creation.Social implicationsThis study advances the agenda of transformative service research that aims uplifting changes and societal well-being through a more inclusive and sustainable value co-creation among a wider set of stakeholders within the service ecosystem.Originality/valueThe paper addresses an under-investigated research gap by examining SMEs’ adoption of HPC services and opportunities for higher value co-creation using a service ecosystem approach based on multi-actor interaction, collaboration and resource integration.

Understanding the challenges of 5G deployment in India 了解5G在印度部署的挑战

PurposeThis study aims to understand the challenges of 5G deployment in India from the perspectives of telecom operators. These challenges are also mapped to different contexts within the technological-organizational-environmental (TOE) framework.Design/methodology/approachThe study uses a qualitative approach comprising in-depth semi-structured interviews of employees working in telecom companies in India. Thematic analysis is used to analyse the qualitative data.FindingsThe author has identified nine challenges that are categorized under three dimensions of the TOE framework. Specifically, the findings indicate three technological challenges: hardware/device challenges, security concerns and limited use cases; two organization challenges: financial challenges and lack of skilled workforce; and four environmental challenges: inadequate infrastructure, regulatory and administrative challenges, consumers’ attitudes and competitive market conditions.Practical implicationsThe results of this study would help understand the key factors that can act as barriers to the 5G rollout in India. Based on the findings of the study, the government and regulatory bodies could design conducive policies and regulatory frameworks to successfully deploy 5G in India.Originality/valueThe study is one of the very few studies to empirically examine the telecom operators’ perspectives on the challenges of 5G deployment in India. The study contributes to the TOE framework as its application in the context of identifying barriers to 5G deployment is probably for the first time.

PurposeThis study aims to explore the factors affecting the adoption of mGov apps using the theoretical foundations of service-dominant (SD) logic. The authors specifically explore the impact of resource distribution (infrastructure and knowledge) and environmental variables (health infrastructure) among the Indian states on the adoption of Aarogya Setu (the COVID-19 tracking app) by their citizens.Design/methodology/approachFor the meso-level study, the states of India are the unit of analysis. The authors have used secondary data published by the government and other reliable organizations. The study is based on 29 states of India and Delhi, a union territory and the capital of India. The authors conducted a regression and moderation analysis using SPSS and PROCESS macros on the collected secondary data.FindingsThe findings reveal that operand resources (state domestic productivity per capita and internet penetration rate) positively impact the adoption of the mGov app. The operant resource (literacy) and the environmental variable (health index) are, however, negatively affecting the adoption of the mGov app. On the other hand, another operant resource, digital literacy, was found to have no significant effect on the adoption of the mGov app. Further, the moderating variable, health index, is found to be moderating all the relationships except internet penetration and adoption of the mGov app.Originality/valueThe study is novel in two aspects. First, in using the theoretical foundation of SD logic to examine the factors impacting the adoption of mGov app. Second, it is a meso-level study, which is not a widely explored avenue in mGov research.

PurposeThis study aims to examine the impact of cultural values [power distance (PD), uncertainty avoidance (UC), individualism vs collectivism (IC) and time orientation] and users’ perceptions on the adoption of big data analytics (BDA) within the context of the United Arab Emirates (UAE) health-care sector. It uses the unified theory of acceptance and use of technology (UTAUT) model as its theoretical foundation.Design/methodology/approachA cross-sectional survey involving 256 health-care organization users in major hospitals across the UAE was conducted. Smart partial least squares (PLS) structural equation modeling was used to assess users’ behavioral intentions (BI) to use BDA in the health-care context.FindingsResults indicate that performance expectancy, social influence, facilitating conditions and perceived trust significantly predicted respondents’ BI to use BDA. However, effort expectancy, perceived security and time orientation were found to have insignificant impacts on BI. Interestingly, the remaining cultural values (PD, UC and IC) did not significantly affect the relationship between social influence and BI in the context of BDA adoption in health care.Originality/valueThis study contributes to the literature by examining the role of cultural dimensions in BDA adoption within health-care organizations, particularly in the underrepresented UAE health-care context. Moreover, it extends the application of the UTAUT model to the BDA adoption in health care, providing insights into the factors affecting users’ BIs to use the technology.

PurposeThe paper aims to assess the impact of a government digital platform, WoredaNet on the dynamic capabilities (DCs) of government organizations, that provides government services to citizens in Ethiopia.Design/methodology/approachThe study adopted a quantitative strategy using 10 local government administrative regions in Ethiopia (Woredas), which digitally innovate using the government digital platform. This study sampled 970 employees from government organizations to better understand the usage of digital government in low-income countries to enhance service delivery through DCs. The study adopted a conceptual formative model using the covariance-based structural equation modeling (SEM) technique. The model integrated seven latent variables, namely, WoredaNet usage, adaptive capability, absorptive capability, innovative capability, opportunity-sensing ability, opportunity-seizing ability and opportunity-reconfiguring ability. The relationships between the latent variables were then created, and 15 hypotheses were designed.FindingsThe research showed that government organizations’ ability to adapt, absorb and innovate is enhanced by using WoredaNet. The study revealed how government organizations could enhance their opportunity seizing and opportunity reconfiguring capabilities by leveraging their adaptive, absorptive and innovative capabilities. On the other hand, the findings of the study indicated that there is no significant relationship between WoredaNet usage and the microfoundations of government organizations. This could be because of the varied nature of government organizations. And hence, could be addressed by considering the same formative model on narrower segment of government organizations.Originality/valueThe paper contributes to digital government literature in revealing how DCs of government organizations in resource-constrained low-income countries could be assessed effectively using formative models.
