Socio and macroeconomic determinants of mobile money adoption: a cross-cultural study of selected MENA and Sub-Saharan countries 移动货币采用的社会和宏观经济决定因素:对选定的中东和撒哈拉以南国家的跨文化研究

Purpose This study aims to investigate the factors contributing to the low adoption rate of mobile money services (MMS) in the Middle East and North Africa (MENA) region compared to other regions. The study focussed on socio-demographic factors and macro-level determinants in several selected MENA and Sub-Saharan African (SSA) regions where MMS have been successful. Design/methodology/approach This study analysed 23 countries across MENA and SSA to establish the correlation between socio and macroeconomic factors and MMS adoption using a quantitative approach. The analysis used the generalized least square (GLS) method. Findings The study revealed that gender and income are factors that positively influence the adoption of MMS in MENA and SSA regions. Additionally, the study found that the affordability index, which measures macroeconomic indicators, correlates with MMS adoption in both regions but in an inversed way. On the other hand, political stability appears to have a positive correlation with MMS adoption in the MENA region. The correlation between the regulatory index and MMS adoption positively impacts the entire study group, although it is insignificant in the SSA region. Research limitations/implications Future studies should assess market competition among MMS providers and the psychological aspect of user adoption behaviour. Additionally, conducting a focus group discussion with stakeholders in the MMS industry can assist in uncovering potential factors contributing to low MMS adoption in the MENA region. Originality/value This study contributes to understanding the role of the socio-demographic and macroeconomic determinants in promoting digital transformation through adopting MMS.

Adoption of digital payment FinTech service by Gen Y and Gen Z users: evidence from India Y世代和Z世代用户采用数字支付金融科技服务:来自印度的证据

Purpose This study aims to evaluate the users’ behavioral intention toward the acceptance and adoption of digital payment FinTech services in India. The study also compares the differences in Gen Y and Gen Z’s intention to adopt digital payment FinTech services. Design/methodology/approach The present study adopted both the unified theory of acceptance and use of technology (UTAUT) and the technology acceptance model (TAM) as its theoretical base and also added financial literacy and customer satisfaction. The data was analyzed by applying structural equation modeling using SmartPLS 4. Findings The outcomes of the study imply that customer satisfaction, effort expectancy and performance expectancy had a significant effect on behavioral intention. Moreover, effort expectancy, performance expectancy and perceived enjoyment had a significant influence on customer satisfaction, and effort expectancy and performance expectancy is significantly influenced by perceived enjoyment, while self-efficacy significantly influenced perceived enjoyment. Also, financial literacy does not moderate the relationship between effort expectancy, performance expectancy, facilitating condition and behavioral intention. Furthermore, the association of effort expectancy → customer satisfaction; perceived enjoyment → customer satisfaction; and perceived enjoyment → effort expectancy is moderated by age factor. Originality/value This study contributes by developing a more cohesive and unified model for assessing users’ behavioral intention toward acceptance and adoption of FinTech services by adopting constructs from the UTUAT and TAM and incorporating financial literacy and customer satisfaction to expand and enhance the theoretical prospect of the existing literature.

Blockchain technology in foreign trade management: which blockchain alternative is more suitable? 区块链技术在外贸管理中的应用:哪个区块链更适合?

Purpose This study aims to determine the order of importance of blockchain technology gains for foreign trade management. The second aim of the research is to select the most suitable blockchain type for the foreign trade process. Design/methodology/approach The data required for the research analysis were collected through comparison matrices scored by foreign trade experts. The data were analyzed with the analytical hierarchy process method, and the gains of blockchain technology for the foreign trade process were prioritized. Finally, the most suitable type of blockchain technology was selected with the PROMETHEE method. Findings As a result of the study, subject matter experts perceived that the most critical blockchain gain for the foreign trade process would be cost savings. In addition, it has been observed that the general trade process differs compared to the logistics and payment processes. Finally, open blockchain was the most suitable blockchain type for foreign trade processes. Research limitations/implications In this study, the positive gains of blockchain technology are considered. In future studies, it is recommended to consider the existing negative factors to be able to use blockchain technology in foreign trade processes. In addition, it is suggested to conduct a study by dividing foreign trade into two, import and export. Practical implications All stakeholders who want to integrate blockchain technology into their foreign trade processes, including foreign trade companies, software developers, policymakers and international institutions, can benefit from the results of this study. A blockchain technology software created for foreign trade management can be shaped according to the results of this study. Originality/value Although the gains that blockchain technology provides to foreign trade processes are frequently emphasized in the literature, which gain would be greater has not been examined. The lack of an answer to the issue of how blockchain technology should be designed for foreign trade processes has been the missing part of the relevant literature. To the best of the authors’ knowledge, this study is the first experimental study in the literature that prioritizes blockchain gains and selects the appropriate blockchain type for foreign trade processes.

Enterprise architecture for the transformation of public services based on citizen’s feedback 基于市民反馈的公共服务转型企业架构

Purpose Current literature argues that citizen engagement platforms must be used to gather citizens’ feedback to provide improved quality of services to citizens. However, limited studies consider the challenges faced by practitioners at the local level during the incorporation of those feedback for continuous service improvement. As a result, these services fail to fulfil the need of citizens. The purpose of this study is to structure the relationship between citizens’ feedback and continuous service improvement to meet the need of citizens. Design/methodology/approach Design science research methodology has been adapted under which a case study approach has been followed to investigate one of the citizens’ engagement platforms in Ireland. Findings The results from this study highlighted that practitioners faced challenges (e.g. capacity, risk and constraints) in terms of fulfilling the needs of citizens and there is a lack of structured approach to continuously provide improved services to them. Research limitations/implications This study provides a structured approach in the form of a process model to showcase how citizens’ feedback can be incorporated for continuously providing improved services to the citizens. Social implications This research provides a prescriptive view to assist municipalities during the incorporation of citizens’ feedback for continuous service improvement while addressing the challenges they face during this process. Originality/value This paper proposes a process model based on the guidelines of the open group architecture framework enterprise architecture and the collaboration with practitioners that would assist local authorities in continuously providing improved services to the citizens.

Blockchain for environmental peacebuilding: application in water management 环境建设和平:在水管理中的应用

Purpose The purpose of this paper is to spur further exploration of blockchain technologies for environmental peacebuilding, specifically through water management. Although the environmental peacebuilding field acknowledges the potentially transformative nature of frontier technologies, most existing studies do not address how such technologies can contribute to peacebuilding through improved natural resource governance. Using a theory synthesis research design, this conceptual paper connects these studies to discuss how blockchain technologies in water management may contribute to environmental peacebuilding through the efficient and transparent management of natural resources. Design/methodology/approach The authors use a conceptual approach and a theory synthesis research design to present potential mechanisms through which blockchain technology can potentially contribute to environmental peacebuilding. Findings The authors discuss the limitations in the literature on environmental peacebuilding, blockchain and water management, concluding that the third generation of studies should focus on the role of frontier technologies. This approach should especially address the negative consequences of technology for peacebuilding objectives. The authors argue that blockchain applications in water management can potentially contribute to environmental peacebuilding objectives in three ways: (i) creating a mechanism for confidence-building in low-trust contexts through automated and transparent water transactions, (ii) facilitating postconflict economic development through attracting capital and increasing the efficiency of water management and (iii) improving governance through greater transparency and local participation in natural resource management. Originality/value To the best of the authors’ knowledge, this study is among the first to conceptually explore the use of blockchain technology for water management in the context of environmental peacebuilding. The insights from this study can guide policymakers of conflict sides that focus on resolving issues such as lack of governance and low state agency.

Design/methodology/approach The authors use a conceptual approach and a theory synthesis research design to present potential mechanisms through which blockchain technology can potentially contribute to environmental peacebuilding. Findings The authors discuss the limitations in the literature on environmental peacebuilding, blockchain and water management, concluding that the third generation of studies should focus on the role of frontier technologies. This approach should especially address the negative consequences of technology for peacebuilding objectives. The authors argue that blockchain applications in water management can potentially contribute to environmental peacebuilding objectives in three ways: (i) creating a mechanism for confidence-building in low-trust contexts through automated and transparent water transactions, (ii) facilitating postconflict economic development through attracting capital and increasing the efficiency of water management and (iii) improving governance through greater transparency and local participation in natural resource management. Originality/value To the best of the authors’ knowledge, this study is among the first to conceptually explore the use of blockchain technology for water management in the context of environmental peacebuilding. Evaluating global data policies around non-personal data on social and public good 评估有关社会和公共利益的非个人数据的全球数据政策

Purpose The paper aims to review rules and policy guidelines worldwide around non-personal data (NPD) and evaluate the policies on criteria that allow for the use of data for economic and social good. A review related to diverse policy approaches of various countries remains a research gap, and hence the analysis in the paper is designed with the intention of developing a research framework and providing policy gaps for further exploration. Design/methodology/approach A systematic review of academic and non-academic literature on theoretical foundations, applications of NPD for economic and social good and NPD policies and regulations was conducted to identify the evaluation criteria. A total of 32 dimensions got identified for evaluation. As second step, content analysis was used for evaluation. A total of 13 documents from 6 countries and 1 geographical region were identified for evaluation. The documents were evaluated based on the 32 dimensions spread across 5 domains that facilitate data access and sharing for economic and societal benefit. Findings The analysis highlights three distinct emerging perspectives on data exchange: most policy and regulatory documents acknowledge the importance of identifying different types of NPD and accordingly describing the distinct roles and responsibilities of data actors for leveraging the data; the policy and regulatory frameworks clearly focus on increasing business opportunities, data sharing cooperation and innovation; and findings also demonstrate certain gaps in the policy frameworks such as a more comprehensive discussion on data access and sharing mechanisms, particularly data sandboxes and open data, and concrete norms and rigorous standards regarding accountability, transparency, ownership and confidentiality. Furthermore, policies and regulations may include appropriate incentive structures for data providers and users to ensure unhindered and sustainable access to data for the common good. Originality/value To the best of the authors’ knowledge, this paper represents one of the first research contributions evaluating global data policies focused on NPD in the context of its increasing use as a public good. The paper first identifies evaluation criteria for the analysis on public and social good, and, thus, provides a conceptual framework for future research. Additionally, the analysis identifies the broad domains of policy analysis on social and public good for data economics.

Safety governance during COVID-19 pandemic and beyond: a benchmarking inquiry of multiple countries COVID-19大流行期间及之后的安全治理:多国基准调查

Purpose This study aims to examine the role of safety governance in ensuring public–private interface ecosystems in response to the COVID-19 pandemic. It aims to highlight the role of safety governance in the complex interfaces of pandemic response mechanisms. The analysis is conducted at the national level, considering safety governance issues in terms of test, confirmed cases, fatality rates, vaccination rate, medical capabilities, Information and communications technology capability, Hofstede’s cultural index (individualism and power distance scores), public safety, personal privacy and national health capabilities. Design/methodology/approach Using multigovernance theory and technology, organization and environment theory, the authors present a research model that defines four independent factors and country level performance outcomes and conducted analysis of variance tests. Findings Research findings suggest that countries are classified by diverse groups using multiple criteria (e.g. country size, Hofstede’s cultural indexes, ICT capabilities and Governance index). Countries indicate differences in their policy approaches according to their private and public ecosystems. COVID-19 response performance indicators are substantially different. Research limitations/implications This study provides the relevance of the multigovernance theory. The empirical results suggest that effective crisis governance is characterized by vertically integrated organizational hierarchies with horizontally connected communication channels that seek maximum voluntary participation and a high level of motivation of informed societal members as a whole. Crisis events occur occasionally, and livelihood routines demonstrate incredible human agility. Gaining insight of the findings from this article may be useful to respond to future crisis events. Originality/value This significant study highlights the political and social factors that define response patterns of different countries regarding COVID-19 response mechanisms. With the wide vaccination administration, the COVID-19 landscape shows differences in these countries. This study is rare in providing research framework using Hofstede cultural value and examines with actual data provided by each national government, World Health Organization and credible information sources.

Purpose This paper aims to present a comprehensive overview of the emergence and significance of digital payments, focusing on their impact on competitiveness and the need for policy interventions. In addition, it explores the design of policies that promote the adoption of digital payments, highlighting the benefits they offer to providers and users. Design/methodology/approach The paper examines the technological advances that have driven the growth of digital payment systems. It identifies key requirements for successful adoption and discusses the associated risks, along with potential strategies to mitigate these risks. Findings The findings emphasize the importance of responsible implementation and safeguarding the well-being of end users to fully realize the benefits of digital payment adoption. Understanding the inherent risks and establishing effective risk mitigation mechanisms are crucial. This necessitates the development of appropriate infrastructure to support the provision of digital payment services. Research limitations/implications More research is needed to gain deeper insights into how emerging global trends in financial technology should be analyzed and understood by policymakers, service providers and users. Practical implications The findings of this study can guide policymakers, private sector managers and consumers in comprehending the effects of emerging digitalization trends and determining their adoption responses accordingly. Sufficiency and necessity of big data capabilities for decision performance in the public sector 公共部门决策绩效的大数据能力的充分性和必要性

Purpose This study aims to examine the necessity effects of big data analytics capabilities (BDAC) on decision-making performance (DMP), particularly in the public sector. Design/methodology/approach The authors used the combined methods of partial least square structural equation modeling (PLS-SEM) and necessary condition analysis (NCA) to test the hypothesized relationships. Findings The findings show that the presence of all three BDAC (infrastructure, management and personnel) is significant and necessary to achieve higher levels of DMP. Specifically, the results revealed big data management capabilities to be of higher necessity to achieve the highest possible DMP. The findings provide public-sector practitioners with insights to support the development of their BDAC. Originality/value Time-sensitive domains such as the public sector require insight and quality decision-making to create public value and achieve competitive advantage. This study examined BDAC in light of the combined methods of (PLS-SEM) and NCA to test the hypothesized relationships in the public sector context.

A study on blockchain-based marketplace governance platform adoption: a multi-industry perspective 基于区块链的市场治理平台采用研究:多行业视角

PurposeDecentralised autonomous organisations (DAOs) are internet-native self-governing enterprises where individual groups, communities, agencies, consumers and providers work together using blockchain-led smart contracts (SCs). This study aims to examine the role of DAO marketplaces in technology-led autonomous organisation design for enterprise technology sourcing industries, with algorithmic trust and governance.Design/methodology/approachThe authors examined the importance of an enterprise marketplace governance platform for technology sourcing using DAO as a decentralised/democratised business model. A total of 98 DAO products/services are evaluated across 11 industries that envisage DAO as a strategic choice for the governance of decentralised marketplace platforms.FindingsThe research findings validate how a DAO-led enterprise marketplace governance platform can create a cohesive collaboration between consumers (enterprises) and providers (solution vendors) in a disintermediated way. The proposed novel layered solution for an autonomous governance-led enterprise marketplace promises algorithmic trust-led, self-governed tactical alternatives to a strategic plan.Research limitations/implicationsThe research targets multiple industry outlooks to understand decentralised autonomous marketplace governance and develop the theoretical foundation for research and extensive corporate suitability.Practical implicationsThe research underpinnings boost the entrepreneurs’ ability to realise the practical potential of DAO between multiple parties using SCs and tokenise the entire product and service offerings over immutable ledger technologies.Originality/valueTo the best of the authors’ knowledge, this research is unique and the first of its kind to study the multi-industry role of algorithmic trust and governance in enterprise technology sourcing marketplaces driven by 98 decentralised and consensus-based DAO products across 11 industries.

This study aims to examine the role of DAO marketplaces in technology-led autonomous organisation design for enterprise technology sourcing industries, with algorithmic trust and governance.\u0000\u0000\u0000Design/methodology/approach\u0000The authors examined the importance of an enterprise marketplace governance platform for technology sourcing using DAO as a decentralised/democratised business model. A total of 98 DAO products/services are evaluated across 11 industries that envisage DAO as a strategic choice for the governance of decentralised marketplace platforms.\u0000\u0000\u0000Findings\u0000The research findings validate how a DAO-led enterprise marketplace governance platform can create a cohesive collaboration between consumers (enterprises) and providers (solution vendors) in a disintermediated way.
