Tourists’ and Residents’ Values for Maintaining Working Landscapes of the ‘Old West’ 游客和居民维护“老西部”景观的价值

The value of agricultural landscapes to tourists and local residents is not captured in the marketplace. Landowners provide stewardship over these valuable landscape attributes, but do not receive any „uncaptured‟ value. Through real estate markets, it is easy to reveal the value of converting landscapes, but less easy to understand the value of not converting them. Redistributive policies have the potential to provide incentives to landowners to act on behalf of these other stakeholders by lowering the opportunity cost of (raising the returns to) open lands stewardship. This article will examine this issue for a rural county in Colorado. Tourist and resident demographics and travel behavior will be identified. The value of ranch open space that currently is not reflected in the market will be estimated and further discussed in terms of its implications for the local economy. Policy implications for the local decision makers to capture this currently „uncaptured‟ value of ranch open space will be briefly explored.

Community Recruitment and Retention of New Residents: A Study Using a Market Assessment Process 社区吸纳与保留新居民:基于市场评估过程的研究

In declining population regions, such as much of the rural Great Plains, many rural communities are competing for both employment opportunities and people to fill the work-force needs. While the former (jobs) has been traditionally emphasized in community development efforts, it is increasingly evident that new resident recruitment and retention is just as critical, if not more, to community sustainability. As part of a larger study of new resident migration into Nebraska’s Panhandle region, the purpose of this study was to explore new resident recruitment and retention patterns perceptions and development strategies from both sides of the market—the demand side (new residents) and the supply/provider side (communities marketing themselves as a desirable places to live). Using an iterative Delphi survey process of community practitioners, with input fed into the analysis from new-resident focus group findings, we were able to assess current market performance in terms of the relative effectiveness of newresident recruitment and retention programs and draw implications for future improvement. Metro-nonmetro Economic Growth and Convergence in the Plains States - Rethinking the Rural-Urban Relationship in a Global Economy 平原各州的都市-非都市经济增长与趋同——对全球经济中城乡关系的再思考

This paper tests for conditional b-convergence, and for s-, or unconditional convergence of the metroand non-metro portions of per capita incomes of the Plains states as classified by the Bureau of Economic Analysis, and calculates metronon-metro income inequality. We find evidence of b-convergence only for the state of Missouri, and divergence for Iowa, Kansas, Minnesota, Nebraska, North Dakota and South Dakota, indicating slower economic growth, and lack of economic parity for Plains states’ non-metro counties, and heterogeneity rather than homogeneity in terms of factor endowments. Metro non-metro income inequality as measured by the Gini coefficient, increased for all states except Missouri. In terms of policy implications, we suggest a shift of Federal policy from subsidy based support of traditional agricultural commodity production to a multi-sectoral economic development approach, using the existing Northern Great Plains Regional Authority as an institutional structure to coordinate development efforts across the Region.

Transition and Resilience in the Kansas Flint Hills 堪萨斯州弗林特山的过渡和复原力

The tallgrass prairie has persisted in the Flint Hills of east-central Kansas for both biophysical and socioeconomic reasons, and has been one of the key elements in the development of the region. A population boom in the latter part of the 19 th century and the subsequent increase in cattle in the 1860s-1870s were key factors in the transition of this landscape into a major cattle grazing region by the turn of the 20 th century. At various points in the past 150 years, this social ecosystem has exhibited remarkable resilience in episodes of both drought and over-grazing. The resilience of the bluestem pastures had implications for stability in the rural economy. Yet, the land use regimes have undergone change since EuroAmerican arrival, thus the human signature on the land is by no means static. We approach the human-environment relationship as an ecological dialogue that includes both biophysical and social elements mutually shaping each other, and driven by human interests as much as biophysical factors. Current threats to the tallgrass prairie, including fragmentation and invasive species are discussed.

This paper examines how representations of Iowa in popular culture have led to tourism development in three small communities – Eldon, Mason City and Dyersville. It squarely situates Iowa within the framework of America‟s mythic heartland and then analyzes three enduring artifacts of American popular culture – the painting American Gothic, the musical The Music Man, and the film The Field of Dreams. While these popular images of Iowa have significantly helped the economies of these small communities, I contend that Iowa‟s wider state identity has ultimately been hindered by these representations because of their strong resonance in the American imagination.

What Do Toilets Have to Do With It? Health, the Environment, and the Working Poor in Rural South Texas Colonias 厕所和它有什么关系?健康、环境和南德克萨斯州科洛尼亚州农村的贫困工人

This paper develops and tests an environmental health ecological framework between the quality of infrastructure, utilities and resident’s practices to health problems reported in three Nueces County, Texas colonias. Populated by predominantly low-income, minority families, these peri-urban settlements are characterized by substandard housing, lacking traditional sewage systems, potable drinking water and pluvial drainage. It was hypothesized that those without indoor toilets, pluvial drainage and regular garbage collection would be more likely to report health problems. The study found that keeping trash for over a week was statistically related to gastrointestinal illness and eye infections. Having indoor toilets in conjunction with substandard septic tanks was statistically related to gastrointestinal illness, respiratory problems and skin infections. The lack of pluvial drainage was statistically significantly, while not related to a particular disease. The argument is made that flooding problems may have contributed to the sanitation problems. Specifically, drainage problems affect the septic tanks and cause backflow to the indoor toilets. Although a small sample, the findings show that people who live in colonias are at risk for disease because structural measures to improve sanitation are not available.

The recycling of cotton feed sacks 1 into apparel and household items was a common practice across rural America during the first half of the twentieth century. This creative recycling of a utilitarian fabric has, until recently, been omitted from histories of American fashion because the practice centered on fabric use rather than new garment styles, and because the farm wife of rural America was not considered to be a source of fashion inspiration. As an element of material culture, the clothing and clothing practices of rural populations reflect the life and times of the era to the same extent as that of the general population. However, it is the activities of these farm wives, clothing their families in feed sacks, that offer a view of life that was unique to rural communities during this time period. This project collected oral histories of individuals who shared memories of using feed sacks during the 1930s through the 1950s. The memories not only confirmed the wide spread use of feed sacks for clothing and house hold goods, but provided a glimpse of everyday life in rural America during this time period.
