In this article I try to analyze in detail the relationship established between Manuel Castellśs concepts of power and State in a period of his theoretical work spanning 1983-2003. I deal with present and analyze the different forms that acquires such link, the main transformations it experiment, the appropriation makes by the author of the works of Max Weber and Michel Foucault. Such analytical exercise builds up gradually with main contemporary debates on the subject. The research allow to discover, among other aspects, how strokes Castellśs central normative sociological vision of the State, built largely from the rejection of the nation-state, inspire the formulation of the link studied here

¿Por qué la sociedad civil rural fronteriza de Tamaulipas no se ha organizado para combatir la narcoviolencia que ha afectado severamente las actividades agrícolas en la principal región productora de sorgo-grano en México? Para dar respuesta a esta inquietud, se reflexiona sobre el concepto de sociedad civil, las características de la sociedad civil rural en la región de estudio y tres rasgos socioculturales profundamente arraigados en la frontera: el asociacionismo y el individualismo que son parte constitutiva de la producción agrícola y la ilegalidad que ha sido un elemento primordial para la generalización de la narcoviolencia en la región fronteriza. El análisis se basa en una estrategia metodológica cualitativa, a través de entrevistas a profundidad, focalizadas y semiestructuradas a actores clave vinculados con la dinamización del sistema-producto sorgo en la región.

Why the border rural civil society in Tamaulipas has not been organized to combat the narco-violence that has severely affected agricultural activities in the main producing region of sorghum in Mexico? To answer this concern, the reflection focuses on the concept of civil society, the characteristics of rural civil society in the region under study and three deeply rooted sociocultural traits in the frontier region: associationism and individualism that are constitutive of agricultural production and illegality that has been essential to the spread of narco-violence. The analysis relies on a qualitative methodological strategy; specifically, the information was collected through semi-structured, focused and in-depth interviews that were made to key informants involved in the dynamization of the regional sorghum's product system (cultivation and marketing of the grain).

Por que a sociedade civil rural fronteiriça de Tamaulipas não tem se organizado para combater a narcoviolência que tem afeitado severamente as atividades agrícolas na principal região produtora do sorgo grano no México? Para dar uma resposta a essa inquietude, vai se reflexionar sobre o conceito da sociedade civil, as caraterísticas da sociedade civil rural na região do estudo e três rasgos socioculturais profundamente arraigados na fronteira: o asociacionusmo e o individualismo que são parte constitutiva da produção agrícola e a ilegalidade que tem sido um elemento primordial para a generalização da narcoviolência na região fronteiriça. O análisis se basa numa estrategia metodológica qualitativa, especificamente, se arrecadou a informação através das entrevistas a profundidade, enfocadas e semiestruturadas para atores chave vinculados com a dinamização do sistema-produto sorgo na região.

This essay examines the existence of a rural civil society in Mexico. There is a basic link that joins the urban way of life with the notion of civil society. The opposition city - field has limited the recognition of genuine forms of rural collective action. The specialized literature on the civil society has ignored the pacific organization of sectors of the rural citizenship to obtain other aims that are not agricultural or the cancellation of an industrial project in his territory. In spite of this situation, we show that the organizations of the rural civil society are not always local expressions of an urban project.
