The use of quality tools to improve the efficiency of international transport corridors 利用质量工具提高国际运输走廊的效率

In the context of the development of international trade and economic integration the opening of new international transport corridors (ITC) is becoming an urgent issue of ensuring the optimization of logistics processes, reducing time costs and improving the quality of service.This article discusses a comprehensive approach to improving international transport corridors, including the use of various quality and strategic planning tools. Each of these tools has its own characteristics and goals, but the overall objective is to improve processes, eliminate obstacles and improve the efficiency of the ITC. Some of the quality tools discussed in the article include: route optimization methods, resource and infrastructure management, as well as the use of information technology to monitor and manage processes within international transport corridors.Also, the use of quality tools will allow for cooperation and coordination between various participants of the ITC, such as the state, transport companies, freight forwarders and logistics services, which will ultimately contribute to the development of international trade and ensure a more sustainable and efficient logistics infrastructure.

The emergence of the Russian economy to new frontiers opens up opportunities for quality education, employment and professional growth for mid-level specialists. The general focus of training is professional; the process is built on the principles of advanced education, defining as the main result the achievement of social and professional competence of the graduate, adequate to the requirements of society and the economy.The modern system of secondary vocational education must meet the requirements of practice-orientedness, take into account the requirements of employers, it is necessary to develop the knowledge, skills and practical skills of a competitive specialist. Competitiveness can only be increased by improving the quality of education. The problem of high-quality training of specialists is due to the insufficient effectiveness of interaction between educational organizations and employers.In the context of the implementation of the competency-based approach, the quality of vocational education is determined by the ability of a young specialist to easily adapt to market conditions for the development of the regional economy, to identify connections between knowledge and real situations; apply acquired knowledge to adequately solve professional problems, as well as mastery of professional competencies and elements of labor functions.The need is being updated and the possibility of implementing elements of dual training within the educational process of the branch of the Siberian University of Transport in Novoaltaysk is being considered. The experience of conducting practical training at the employer’s organization is summarized.

Implementation of pedagogical integration in the structure of the university complex 在大学综合体结构中实施教学一体化

The purpose of the work is to describe the conduct and results of an experiment to confi rm pedagogical integration in a university complex.The subject of the study is the joint activity of teaching staff of educational organizations of the university complex. The relevance is due to the integrative orientation of modern education.Scientific novelty consists in obtaining new knowledge formed as a result of the application of methods developed in the study of the organization of educational activities in the university complex, providing pedagogical integration.The practical significance (public and scientific) of the research is aimed at ensuring the joint integrative activity of pedagogical and scientific-pedagogical workers of organizations of secondary vocational and higher education in the structure of the university complex.Scientific and pedagogical works, socio-pedagogical and qualimetric methods were used in the work.The conducted experiment showed the achieved positive long-term result of the study, which allows to systematize the work of pedagogical collectives of organizations, individualize the educational trajectories of students, eliminate duplication of the content of professional educational programs, reduce the duration of training in educational programs of secondary vocational and higher education.Pedagogical integration contributes to the successful implementation of educational programs through the effective use of pedagogical technologies.

Improvement polyprofessional education at the technical university 改进技术大学的多专业教育

The article discusses the process of student’s polyprofessionalism in technical universities. The analysis of scientific and pedagogical research of this problem and educational practice revealed various approaches to the training of specialists of a wide profi le. Mass multiprofessional education is carried out through organizational structures for managing network interaction, convergence and integration of educational institutions.Individualization of polyprofessional training is associated with the ability to independently master new areas of scientific and technical knowledge. Didactic prerequisites for the formation of polyprofessionalism in the course of self-educational activity consist in the gradual expansion of the educational array, horizontal and vertical polyprofessional ties, Profiling of educational and cognitive activity of students and professional mobility of university graduates. The stages of acquiring multiqualifications include modernization changes and updating the system of previously acquired knowledge, accumulation of factual material and search for system-forming connections, integration of related objects and types of professional activity, expansive going beyond the limits of the studied specialty into the field of the chosen profession, familiarization with professional values and a multiplicity of communications for solving technical problems by methods and means of different professions. The implementation of polyprofessional ties is possible both within the boundaries of one level and at different skill levels in ascending and descending directions. Profiling of educational and cognitive activity of students includes the introduction of examples of solving really scientific and technical problems of varying complexity into the educational documentation, and professional mobility is directly related to the formation of educational mobility, meaning the ability to independently choose an educational trajectory.When improving polyprofessional education at a technical university in any form and at every stage, it is necessary to rely on and develop its value, orientation, content and methodological components.

Improving the process of handing over passenger trains at passenger and passenger technical stations 改进客运站和客运技术站的旅客列车交接程序

Measures were considered to increase the processing capacity of passenger and passenger technical stations by using the potential of existing railway automation and telemechanics systems with which railway stations are equipped, as well as by revising a number of requirements of regulatory acts of the Ministry of Transport of the Russian Federation and JSC Russian Railways.Materials from open sources on the Internet, systems theory, regulations of the Ministry of Transport of the Russian Federation, JSC Russian Railways, comparison of “as is” and “as will be” were used.Based on the results of the study, specific measures were proposed to increase the processing capacity of passenger and passenger technical stations by accelerating the processes of rearranging passenger trains during shunting work.

The article examines the results of the implementation of the main tracks of the development program of the Emperor Alexander I St. Petersburg State Transport University (PGUPS) in the framework of participation in the strategic academic leadership program ‟Priority-2030”. Using the example of educational policy, the transformation of the scientific and educational ecosystem of the university as a third-generation university in the modern educational space is shown.The purpose of the study is to formulate the key results achieved by the staff of the PGUPS as a result of participation in the Priority-2030 program.Priority-2030 is a large-scale state program to support the activities of Russian universities and is being implemented within the framework of the national project ‟Science and Universities”. The Priority-2030 program is aimed at improving Russia’s competitiveness in the field of education, science and technology. It was launched on June 24, 2021, and its implementation period assumes 10 years.The methods of system analysis, theory of synergetics, project management and innovation were used.The key results of the implementation of the educational policy of PGUPS aimed at achieving strategic academic leadership within the framework of Priority-2030 are presented.

Managerial aspects spects of digitalization of the transport and logistics ecosystem 运输和物流生态系统数字化的管理问题

A virtual organization is the newest form of business organizations, one of the forms of which are distributed companies with their own production facilities and transport and logistics resources, or using the services of production and logistics centers located on different continents and in different countries, forming project/matrix management structures, attracting specialists from different countries. The article discusses the advantages and risks of managing distributed organizations based on digital technologies. The authors characterize the fields of activity of distributed companies and assess the potential for their expansion. The trend towards digitalization of management processes determines the logic of transformation of the organizational structure model from a traditional hierarchical to an open, flexible one. It is shown that transportation and logistics functions are critically important in ensuring the activities of distributed organizations, within the framework of which the transfer of raw materials, materials in progress, finished products, goods between production centers, sales centers, intermediaries of various kinds, customers and end consumers is realized.The following research methods were used: scientific review, monitoring, situational, retrospective and prospective analysis, as well as critical assessment and formulation of author’s judgments and conclusions on the scientific basis of leading scientists and specialists in the field of economics, management, logistics, operational work management.

Toolkit for creating a safety culture for future railway workers 为未来铁路工人创建安全文化的工具包

JSC ‟Russian Railways” is carrying out comprehensive work to reduce injuries to zero, including by increasing the level of professional training of employees. Safety culture as a derivative of the international movement Vision Zero, has become an important part of the occupational safety management system in Russian Railways and has radically changed the approach to the identification and prevention of injuries in railway transport. Students of transport technical schools and universities should join the Vision Zero international movement at the stage of education, that is, much earlier than the actual start of work. To do this, it is proposed to introduce a system of annual labor protection months in educational institutions, which will become the basis for the formation of a safety culture. Conducting such months gives the student the opportunity to take part in them for several years in a row, at the beginning of training to a greater extent as a listener and spectator, but at senior courses, to act as a lecturer, organizer and participate in more significant events.Constant work on the formation of a ‟correct” understanding of the importance of compliance with the safety standards and rules of future railway workers will become the basis for the eradication of injuries due to unfair compliance with the requirements of labor protection instructions.

Determination of demand for freight rail transportation. The relationship between the quality of transport services and demand 确定铁路货运需求。运输服务质量与需求之间的关系

In the modern world, rail transport plays a huge role in ensuring the economic and social stability of the state. Due to its reliability, accessibility and safety, rail transport is able to meet the needs of a wide variety of population groups and sectors of the economy. One of the important aspects of the functioning of railway transport is its ability to provide efficient and high-quality cargo transportation services.In this regard, the purpose of this study is to identify the relationship between the demand for freight transportation and the level of service in the context of railway infrastructure. We rely on the non-price elasticity method to determine more precisely how changes in the quality of service can the demand for freight rail transportation.To achieve this goal, a number of tasks have been analyzed, such as analyzing the current state of railway transport, studying the possibilities of its growth and development, determining the current needs of the market and assessing the compliance of the services provided with these needs. In addition, the system of forecasting the demand for rail freight, based on the analysis of financial, economic and quantitative indicators, is considered. The first determine the capital costs of upgrading the current state of the infrastructure, focused on the repair and renewal of fixed assets. The latter determine the volume values of the cargo turnover and the average weight of the train. It is also necessary to develop a step-by-step methodology for determining the coefficient of non-price elasticity, to illustrate the dependence of demand for transportation on the level of quality of transport services.All this made it possible to determine how effective and expedient the existing cargo transportation service system is.The choice of this topic is due to the increasing need to increase the stability and reliability of railway transport, increase its accessibility and safety, as well as improve the quality of services provided. Thus, the identification of the relationship between the demand for rail freight and their quality based on the methodology of non-price elasticity contributes to the optimization of railway transport, improving its competitiveness, and stimulates the economic growth of the country.
