The emancipation of the South American countries was aimed at achieving the freedom and dignity of the oppressed peoples for three centuries and claiming their rights. In this sense, the article is the result of a study whose objective was to analyze social rights in thought, the work of the Liberator Simón Bolívar and his General Minister José Faustino Sánchez Carrión, as well as their significance over time. Social rights are those that are aligned with human dignity and linked to the achievement of substantial objectives such as access to work, health, education, justice, among others. From the documentary analysis it is observed that these rights were originally consigned in 1824 by the Liberator and his minister at the time of founding the first republican University in the final phase of the emancipation of Peru and South America, but gradually they were legalized in the social constitutionalism of many countries during the twentieth century, which highlights its importance in the line of achieving human dignity. Social rights had as precursors the aforementioned heroes of freedom, defenders of human dignity and visionaries who were ahead of their time.

The goal of this investigation is to present the writing competence of Venezuelan college students considering the particular academic and extra-academic situations it is going through and surrounded by. This is a qualitative and descriptive study, based on a field research that took place in Caracas at the Andrés Bello Catholic University (UCAB) during 2018. 37 students enrolled in the first semester of either the Mass Communication, Psychology, or Education majors were the subjects of the mentioned groundwork. This investigation was realized in a period of 15 weeks total, divided in three phases: diagnostic, intervention and verification of changes in writing. In conclusion, there were advances in pragmatic notions or factors that must be considered in moments prior to writing and during the process itself, referring to metacognitive, cognitive and axiological aspects. It is suggested to continue working on all these aspects in order to achieve the consolidation of what has been achieved, preventing or reducing the chances of regression.

This paper argues that the decision making of the political class is one of the main causes of violence and poverty, by presenting statistics that show the evolution of violence in the state of Puebla, Mexico, evidencing manifestations of violence: kidnappings, extortions and murders in the political class. The method used in the process is of a mixed type, used to collect and present statistical data and, through inferential analysis, project their future behavior, thus seeking a change in their behavior, which gives it a normative character. Among the main results, there is evidence of a rise in politicides in Puebla, normalizing violence within the population, this leads to identify a dystopia, following Lorenzo Meyer "the negative aspects of the exercise of power dominate to an extreme degree "(Meyer, 2017, p. 13). There remains for discussion the need to reinterpret the scope of violence, which, although it may reflect a sense of defense, the evidence shows the opposite. In this way, a reflection is drawn on the risks of such violence and the possibilities of turning the state apparatus into a failed one.

This research explanation of governance and its problems in the participation of citizens in decision-making in the Municipality of San Martin de Porres through the rules and management and decision-making instruments which prevent it. The methodology there is a qualitative approach, system of relationships between governance and citizen participation. The results report that the management instruments prevent real citizen participation in a municipal mandate. In addition, a municipal mandate must be meticulous in making decisions in relation to the collaboration of the authorities and the civil community. In conclusion, there is no direct relationship between local government and citizen participation; this shows that there is no real governance.

The digital era has changed the perspective of education that now employs e-learning, so it must adjust the methods and virtual tools to apply an adequate evaluation. This review article arises from the need to know these tools that have been applied in educational institutions. A search for information was conducted in journals indexed in the Scopus, SciELO and Redalyc databases; 139 articles were found, of which 20 were selected that met inclusion and exclusion criteria. The literature analyzed showed the identification and implementation of evaluation tools for educational institutions. In sum, there is little literature on digital tools applied to continuous or formative assessment in educational institutions in Latin America; however, the researchpresents to the scientific community different ways to assess students through digital tools.

Exports play an important role in Ecuador, the income from these contributes to the growth of the economy. This research aims to describe the national factors that limit the performance of Ecuadorian exports. The research was carried out under the inductive method, of an exploratory type with a mixed approach and descriptive scope; the techniques used were the documentary review and semi-structured interview. Data provided by the Central Bank of Ecuador were taken on the growth rate of goods exports and the percentage share of the destinations of goods exports by continent, economic area and country during 2015-2020. The results showed that exports fluctuated and lost competitiveness during the analyzed period. In conclusion, the performance of exports is limited by national factors related to the policies and management of public institutions and procedures.

The Republic of Ecuador, and in particular the State Technical University of Quevedo (UTEQ), demands the training of highly qualified professionals, according to the demands of society. In this context, pre-professional practice constitutes an essential means to achieve these expectations, based on taking into account the Pedagogical Model by Competences. Faced with these challenges, in Ecuador, the training of competent professionals committed to social development is today a necessity. Training graduates capable of facing the challenges of technological development in their jobs is a priority, both for Higher Education and for the entities that employ qualified human capital in the country. Neuromarketing, which is a revolution, tends to be more effective than other marketing strategies. The objective of the study was to determine the relationship between the effectiveness of digital neuromarketing and the effectiveness of BTL advertising according to consumers of shopping centers in the Junín region of Peru, in times of COVID-19, the research was of a basic type, correlational level and descriptive correlational design, had as a sample 1242 consumers, to whom it was applied, the digital neuromarketing and BTL advertising questionnaires, designed for the study; The instruments presented coefficients of very high validity, 0.83 and 0.85 by geometric mean and very high reliability, 0.91 and 0.92 by Cronbach's alpha. As a result, an inverse correlation (Kendall's Tau b = -0.82) and significant (p = 0.045) was found between both variables. It was concluded that there is an inverse correlation between the effectiveness of digital neuromarketing and BTL advertising according to the sample in times of COVID-19, which denotes that the greater the effectiveness of the neuromarketing, the lower the effectiveness of the BTL advertising.

Social skills and behavior were evaluated in children 3 to 5 years of age. The research was carried out at the “TIWINZA” Basic Education School, located in Buena Fe canton, Los Ríos province. The abilities of 16 children were studied through surveys of their parents or legal representatives, and for this purpose the proposed survey was used. 87% and 75% of the children were located within a medium level of cooperation, interaction and social independence. Regarding social skills, 75% of the children were between the medium and significant deficit levels. 62.5%, 56.3%, and 37.5 did not present problems of social isolation, anxiety / complaints, or selfish or egocentric behavior, respectively, and only one student showed a significant problem. Finally, 56% of children express their emotions easily. These findings indicate that most of the children studied did not present significant behavioral problems.
