Today, the dominant topic of Information Technology's development are social media and cloud computing. Based on statistical data, a social networking or social media can have up to hundreds millions of active users. The amount of data users will precisely impact on investment in infrastructure to support IT services. Regarding to that condition, Cloud computing technology with the paradigm that seeing IT as a Software as a Service (SaaS), Infrastructure as a Service (IaaS) and Platform as a Service (PaaS) is expected to deliver IT Investment's cost reduction. Geosmart social media is an interactive, informative and communicative media for education, with the objective is to increase the intelligentsia of all level of generations in Indonesian society. Lectures, students, Alumni, and Parents are the main target as the users. The Geosmart's website, provide a content-based education feature, which intended to encourage the users in education process. Geosmart has collaborated social media and could computing technology to produce what so called a social cloud. Social cloud will facilitate and enhance the third parties contribution in order to add services into the Geosmart's web.

This paper describes the design of evaluation system for evaluating virtual class service. This system will be used for evaluating the virtual class in rural areas where the network capacity is limited. This virtual class service has been implemented in rural area where the users are the students of elementary school and teachers. The satisfaction of users is the most important thing that must be accounted to evaluate the success of service. The evaluation system is being designed using SERVQUAL methodology. SERVQUAL is a method for measuring user satisfaction. It compares between the expectation and user perception of one service. This is a quantitative method where the user of virtual classroom will give score of their expectation and perception. There are some aspects that will be measured using this method, they are tangibility, reliability, responsiveness, assurance and emphaty. However, to ensure the validity of the measuring of these aspects, the SERVQUAL questionaire must be designed well and easily to understand by the user. The purpose of this paper system is designing a web based system that can be used to evaluate the virtual class that has being operated so far using SERVQUAL methodology as a basis for the system. The user satisfaction is the most important key factor for the success of IT services.

Existence of language laboratory for students has an important role in improving communication skills both in oral and written. Development of Information and Communication Technology (ICT) moves language laboratory toward digital one. One feature that is implemented in digital language laboratory system is remote presentation. This feature enables sending teacher slide across the network, to every student terminal by using communication based on client server architecture. The sending of slide is done sequentially and so, introduces delay on receiving slide progressively. This research is aim to measure the largest delay introduced in sending slide to clients in the digital language laboratory system that has been implemented in previous research.

The use of multimedia applications is increasing every year. These trends include the deployment using wireless local area network (WLAN) that allows users to access various services. The most significant thing in the use of wireless networks is the delay, collusion, attenuation and interference. In addition, it is difficult to provide quality of service (QoS) in WLAN as the network capacity also varies with the offered load [1]. There are several problems in QoS support for multimedia applications. For real-time multimedia applications, packet loss and packet drop due to excessive time delay is a major factor affecting the quality perceived by the user. For video streams, delay is a very important factor to consider when transmitting the entire video frame from the sender to the client. Level of losses incurred due to packet delay depends on the delay data transmitted in the form of a video stream. Video streaming applications usually impose an upper limit (threshold) packet loss. In particular, packet loss ratio required to be kept below the threshold for achieving an acceptable visual quality. Packet loss ratio is high due to network congestion or network traffic is very high (overload) that cause degradation of the quality of multimedia, especially in wireless networks with limited bandwidth. To reduce the rate of degradation is the necessary framework of adaptive mechanisms in the wireless network so that video streaming applications such as teleconferencing can work well.

The objective of this research is to evaluate the risk of cloud computing in Indonesia. Risk assessment is conducted on the system and recommendation of control is provided to help cloud provider in Indonesia to reduce risks. The assessment result should increase level of awareness to threats in cloud environment and help consumers to choose the right cloud providers. At the end, this paper can be used as a guide for Indonesian government to prepare the required infrastructure by cloud providers to run their business in Indonesia.

This paper proposes a new centrality measure called overall centrality measure that can be used to summarize the important information contained in social network. It is an optimal linear combination of the traditional measures where the optimality criterion is similar to that in principal component analysis. The advantages of this method will be illustrated by using stocks prices in Indonesian Stock Exchange where the relationship among stocks is viewed as social relationship. Some important results will be highlighted.

The complexities of research in science have been increasing extremely. Numerous mathematical models have been developed. Matrix has been used popularly to model numerous and complex science and engineering problems. It is found that as the dimension of the matrix grows in size, the complexities of matrix computation increase. This problem may be solved by using large computer system (i.e. mainframe). However, its operational is very costly. Another solution is to utilize parallel computing, which are able to cut off the operational cost. A recent advance in parallel programming is the introduction of MapReduce, as a new approach in parallel programming. MapReduce can perform calculations with distributed method by utilizing an idle processor. In this research, the performance of MapReduce in matrix operation is compared to other conventional methods, which are Single Processor and Threads. The performances are assessed by comparing the execution time, CPU usage, and RAM usage of each approach. The results show that MapReduce performed better than the other approaches.

This research paper describes study of the lung diseases diagnosis software with Influenza and Tuberculosis as the cases study. Influenza is a highly contagious infection of the respiratory tract. In Indonesia, numerous number of Avian-Influenza (H5N1) cases occurred in rural area, such as cases in Garut, Jawa Barat in 2006 which started in Cikelet district causing 14 infected-cases and 5 death-cases and has put Garut in an emergency situation until 2010. The H5N1 detection in rural area requires fast yet accurate diagnosis result to enable immediate curative actions. The most accurate result is provided by RT-PCR (Reverse-Transcription Polymerase-Chain-Reaction), which is high investment, and usually locates in urban area. Another diagnostic tool, rapid diagnostic test, is most common tool but gives inaccurate result because of its low sensitivity and specificity. In case of Tuberculosis, Indonesia ranks number 3, after India and China, as a country with most number of infected-people. Symptoms are chronic-cough with blood-tinged-sputum, fever, night-sweats and weight-loss. Tuberculosis is diagnosed by identifying Mycobacterium-tuberculosis organism in clinical sample. When this is not possible, probable diagnosis may be made using imaging X-rays or scans, tuberculin skin test and/or Interferon-Gamma-Release-Assay (IGRA). The main problem with tuberculosis diagnosis is difficulty in culturing this slow-growing organism in laboratory, which may take 4 to 12 weeks for blood or sputum-culture. The requirement is to create a first-hand diagnostic tool which allows paramedic mobility to rural areas for Influenza/Tuberculosis diagnostic purposes. The study first introduces lung auscultation method, then analysis and preliminary design of lung diseases diagnosis software. To enable each Lung Health for Public Council (Balai Besar Kesehatan Paru Masyarakat) and Health Service Office (Dinas Kesehatan) within province/region/country as data owner to maintain its own data, and to provide the data confidentiality as well, the cloud computing environment is then applied.

One of the problem in rural schools is the lack of learning resources. It makes the teaching in class as almost the only learning resource. Implementation of digital learning can help overcome these problems. One example of the implementation of digital learning are included in the District Arso, Keerom regency, Papua, which is managed by Pusat Penelitian Teknologi Informasi dan Komunikasi (PPTIK). Digital learning services that have been implemented in Keerom are web based teachers collaboration and virtual classroom. Elementary school students need interesting learning material, thereby increasing their willingness to learn. Teaching by using a video believed to be more easily understood by students compared to the use of text. On current digital learning in Keerom, there is no system to browse and manage learning video content yet. This research designed a web-based video on demand to support digital learning. The research process using the concept of product service systems so that research results are expected according to the needs of target users. The system is designed in the form of a website that is easily accessible and interactive to the user. The system is also designed so that multimedia content can be accessed with HTML5.

Spectrum sensing method for cognitive wireless cloud computing (CWC) network is very challenging since there are several different communication systems should be detected at very low SNR (as low as -22 dB). In this paper, we propose a kurtosis based spectrum sensing method which can be applied efficiently in such environment. The proposed method uses kurtosis estimation of received samples. Its value will be equal or close to 3 when only gaussian noise samples exist in the received signal. This kurtosis estimation's used to distinguish between the present or absent of primary signal by comparing with a predefined threshold. Simulation's done to evaluate its performance. Results show that the proposed method performs much better than energy detection especially at low SNR, even below -20 dB. It also gives benefit in much simple implementation for CWC network since it doesn't need knowledge of primary signal's parameters.
