Flood risk management has gained new prominence thanks to the incorporation of cartographic tools in spatial planning. Flood risk mapping has been incorporated in several countries as an important piece when it comes to planning new land uses. Thus, traditional flood risk reduction measures based on structural measures have been enriched with the incorporation of risk mapping as an argument for legal accreditation in land use planning. This paper analyzes the application of flood risk mapping in land use planning in Argentina and Spain. The analysis is focused on the use of cartographic documents to certify risk levels at a local scale. These are two countries that have opted for the elaboration of risk mapping in the processes of assigning land uses. Although the results of their implementation are different in relation to the existence of regulatory regulations for these processes and the different administrative scales with competences in spatial planning and urban planning. In both cases, it is verified that the flood map in urban processes is understood as a hazard map, without integrating, except for specific examples, vulnerability analysis in the territories under planning.

The flooded areas of corn cultivation were determined by means of satellite images in order to know the economic losses due to floods. As a case study, a flood that occurred in 2016 that affected 4 municipalities in the State of Tabasco, Mexico, was analyzed. The methodology included the use of Landsat satellite images (L8), calculation of spectral indices (water, vegetation and humidity), identification of corn growing areas through supervised classification and the estimation of economic losses. The results show that the spectral indices that best managed to identify the flooded areas were: MNDWI and NDWI. To report damages, values in USD (US dollars) were standardized in 2016 prices using exchange rates adjusted for purchasing power parity (PPP). For the case study, the results of damages per hectare were established between 728.57 USD / ha in PPP and 317.25 USD / ha in PPP, which agree with the estimates made in other countries for corn crops.

This study explored perceptions of the soundscapes of the CNR (Coyhaique National Reserve). Visitor surveys (N = 899), included demographic data and an exercise in listening to ambient sound. Results showed interest and affinity for sound as part of the recreation/tourism experience, with generally positive responses for most of the ten coded categories (Wind, Birds, Insects, Forest, Water, Voices, Passersby, Personal Sounds, Machines, Airplanes/City). Similarities and differences emerged between three groups of visitors (locals, national tourists, foreign tourists), with respect to the ways they experienced the sounds. The discussion focused on: how the results can inform better management in the RNC; how soundscapes can be used to increase understanding and support for RNC mandates; and possible initiatives to encourage citizen participation and governance of Chile’s Natural Protected Areas.

To build and develop the brand image of a tourist destination, it is essential to contem- plate the collaboration of all the stakeholders that operate in that destination. Based on traditions and cultural heritage, small businesses can transform urban spaces with a di-rect impact on the performance of the organizations in that space, creating an identifying mark and turning those spaces into “districts-destination” This research aims to analyze the role of collaboration among small entrepreneurs in the creation of a tourism destination brand, making a comparative study of Las Letras District (Madrid) and Italia District (Santiago of Chile). In order to achieve the objectives, we have obtained data on the cultural, commercial and tourist offer in these districts. The results show that the brands get the identification of “historic districts”, represent an expectation of resources to find and give a value of singularity to the districts.

The paper analyzes the emergence and formulation of the district’s policy in the south of the city of Buenos Aires, since 2008. For this purpose, it displays the policy mobility approach, taking into account its relational and territorial dimension. From a qualitative methodological strategy, it develops a procedure for the analysis of discourses that allows to see how this policy combines elements from different globally circulating urban models, such as clusters and creative cities. Then, from the analysis of the trajectories of public agents, it sheds light on the territorial dimension of this mobility process, on its fixed and embedded in place character. In this way, the article invites us to reflect on the relations-hip between global and local processes, noting how local actors mobilize ideas, models and policies circulating in relational geographies. Likewise, it proposes a methodological approach –discourse analysis- to study the relational dimension of mobility processes.

The interactions between climate and history have been insufficiently studied, but have acquired new urgency in the context of the current global climate crisis. Most Chilean territory is affected by the oceanic-atmospheric El Niño-Southern Oscillation, but the political, economic and social impacts of this climate fluctuation (that results in either severe droughts or extremely wet years) have not been investigated in our country. This research is based on the analysis of the literature referring to the 1924 Chilean political crisis --es-pecially period’s sources such as press releases, sessions of the National Congress, and central government statements. This article explores the aforementioned political crisis from a socio-ecological perspective, proposing that the harshest drought recorded over two centuries was a major underlying factor of the increased social unrest that preceded the irruption of military power in Chile, as well as the massacres of Marusia and La Coruña.

En América Latina, las políticas de ordenamiento territorial (OT) se han revalorizado de manera paulatina desde los años ochenta junto con otros procesos de planificación del desarrollo. La inclusión de la perspectiva geográfica en la planeación buscaba revertir inequidades estructurales, reducir conflictos en el uso y ocupación del suelo, impulsar la conservación ambiental, orientar el crecimiento urbano y corregir los desequilibrios territoriales que afectan la competitividad sistémica y la cohesión social (Buitelaar et al., 2015; Montes-Lira, 2001; Massiris, 2006; Irazábal, 2009) y que de forma creciente está adquiriendo la atención de analistas y de tomadores de decisión. La implementación de políticas nacionales que propicien la convergencia territorial y que logren un desarrollo territorial equilibrado, sustentable e incluyente, se hace cada vez más necesario para el progreso de los países. El nuevo interés por la dimensión territorial del desarrollo a nivel de las agendas nacionales, visible con mayor nitidez desde comienzos de los 2000, tiene como fundamento un conjunto de factores objetivos que han emergido en la última década y que requieren de una aproximación territorial más explícita desde el nivel nacional de las políticas públicas. Entre ellos pueden mencionarse los desafíos en materia de desigualdades sociales, de competitividad territorial y de sustentabilidad ambiental. Es con este propósito que EUROsociAL, en conjunto con el ILPES, se encuentran trabajando en la sistematización y análisis del estado actual de las estrategias, planes o políticas nacionales de desarrollo territorial en América Latina y el Caribe, con el propósito de colaborar con los países de la región en sus procesos de diálogo y cooperación sur-sur y de cooperación entre la Unión Europea y América Latina. Para estos efectos se elaboraron un conjunto de estudios que abordaron dos grandes temas: a. En este escenario, la gestión del territorio pasó a ser un elemento clave de la política pública para la gobernanza pluritemporal, multiescalar e intersectorial del desarrollo (Máttar & Cuervo 2017).

Despite available models and scientific evidence on climate change on a global scale, the planning and management of urban territories in Latin America has failed to consider it above its economic, social and political constraints. By selecting surface temperature and ventilation as critical climate variables, the case of Santiago de Chile is analyzed as an example of the contradictions between policies and official declarations and the real transformations of urban climates, highlighting the widespread increase in surface temperatures, represented by satellite imagery, due to the absence of rigorous envi-1 ronmental assessments of changes in land uses and covers that have accompanied the urbanization. A microclimatic simulation has allowed estimating the reduction of speed and changes in the direction of the winds, such as consequence of the densification and verticalization in the Estación Central commune. The generation of ventilation “dead zones” relates to designs, topology and exposure of the buildings, affecting the quality of life of the inhabitants. Mitigation and adaptation to Climate Change should be an explicit part of the objectives, plans and projects that pursue the quality and territorial justice of urban climates and, consequently, the well-being and comfort of society.

In the beginning of this century, the continuous march of capitalism in the brazilian Amazonia reaches protected areas, spaces destined to the preservation and conservation of nature, and protection to the traditional territories of the Amazonian peoples. These territorial dynamics increase socio-political and economic pressures in the institutionali-zed spaces to guarantee social forms of collective use of land and nature, which directly guarantee the protection of environmental services for the society. We analyze this em-pirical phenomenon in the state of Rondônia, located in the southern brazilian Amazonia, problematizing these processes in the territories of indigenous peoples and rubber ta-ppers (traditional community). We conclude that the expansion of the frontier promoted by economic groups (livestock, madeira, land-grabbers, mining and soya), with the su-pport of the State, reaches the environmental and cultural protection of the Amazonian peoples with strong transgressions to the laws of territorial ordering, the result of which a social process linked to violence, environmental crime and the denial of human and territorial rights of social groups directly affected.

Sun and beach tourism associated with residential modality, is one of the most import-ant activities in Uruguay. The urban occupation characteristics of the East Region coasts (Maldonado and Rocha departments) generate from the beginning impacts of great mag-nitude. Between 1997 and 2003 the first two instruments of land planning and management, involving the defence, protection and sustainable development of coastal areas, were created: the Environmental Impact Assessment (of national application) and the Coastal Ordinance of the department of Rocha. This paper analyzes their current results, through the transformations in the territory and their socio-environmental impacts. By means of quantitative, qualitative and spatial analyses, the successes and failures in the conception and implementation of these instruments are revealed.
