Esmeraldas es una ciudad a la vez vulnerable y estrategica para Ecuador. La estructura-cion de su territorio es el resultado de sucesivos regimenes de acumulacion, de dinami-cas economicas que se han centrado, historicamente en el boom bananero, desde los anos 1970 en el petroleo, y mas recientemente en el turismo. Las inversiones estructuran-tes conciernen el territorio de la ciudad de manera selectiva: bordes de los rios, valle del Teaone, frente maritimo respectivamente. Son ejecutadas fuera de toda planificacion ur-bana por actores del sector petrolero y del gobierno nacional, dificultando el control del territorio por parte de los actores locales. Tales regimenes de acumulacion no asumen las inversiones necesarias para la reproduccion de la fuerza de trabajo, lo que explica en gran medida la informalidad de una parte importante de la ciudad y la autoconstruccion de vivienda. Los riesgos resultantes se recomponen permanentemente, a lo largo del tiempo y reflejan el peso de los actores dominantes correspondientes a cada regimen. Esto permite comprender las diferentes fases de urbanizacion y las principales modalida-des de (no)planificacion, derivadas de las relaciones asimetricas entre actores, publicos y privados, locales y nacionales.

Several decades have passed since the installation of the Chilean Model of Public Policy, but the promise of ‘the end of slums’ is still yet to be fulfilled. Despite the government’s claimed intentions, informal settlements have persisted and have even expanded since the ‘90s. A recent ethnographic study has exposed the formation and urbanization of Chile’s largest slum: Manuel Bustos, Viña del Mar. The community is founded on prin-ciples of collaboration and the empowerment of social leadership, both of which have enabled a breakaway from the top-down logic of national housing policies. Instead, the Manuel Bustos community has implemented an independent model of participatory planning that produces and maintains habitat formation. Broad social participation has allowed the community to position their demands on the public agenda, resulting in the specification of urbanization. This process is a response not only to the requirement of the right to adequate housing, but also to the right to the adequate services that cities provide. In their own right, residents of Manuel Bustos have transformed their status from insurgent citizenships formed in the slum, into competent urban planners of an inde-pendently founded city.

Spatial Planning (SP) and Integrated Water Resources Management (IWRM) constitute central instruments to achieve the Sustainable Development Goals (SDGs) foreseen in the 2030 Agenda. Although there is a recognition of the importance of linking these policies, their connection has been scarcely studied. This work analyzes the link of normative and institutional aspects between SP and water management public policies in Argentina and the Buenos Aires Province (BAP) in the period 2003-2019. The methodological procedure included the review of relevant aspects of these policies at the national and provincial level, with emphasis on the main laws and proposed plans. At the national level, the ab-sence of laws on both issues stands out; as well as the few points in common between them, with the exception of risk management. In the BAP there are two norms that strong-ly condition SP and water management at the local level, being their relationship weak. The information published in the “Panama papers” allows us to reconstruct the spatial structure of the financial societies of South America. For this, the location of 155,000 connections between people and societies, and its network of relations with other re-gions of the world, has been analyzed. This has made it possible to determine international financial connections, their degree of interaction and diversification within South America, as well as their external dimension. Through it, the movements of capital between different territories can be reconstructed and the role played in the spatial confi-guration of illicit financial flows can be evaluated. The result is a mapping between the points of origin and destination of the funds depo-sited in tax havens. It allows identifying the connection nodes that articulate this fabric complex. Finally, a geographical analysis is carried out in different scales that allows to establish the urban location of residents and societies with interests in these spaces.

Certain tourist destinations have increased their connectivity, becoming more dynamic places in accordance with the trends of the contemporary world, where the creative class develops in its habitat. The research analyses the relationship between tourism development and creative capital on Costa del Sol a mass tourist destination in southern Spain. The quantitative results found a dynamic known in other tourist areas of the Mediterranean: the creativity index is located in areas made up of major urban agglomerations and tourist destinations, where Tolerance, Technology and Talent are combined. This is the basis of the quality of location (Territory) where the qualitative study shows a greater perception of balance between the development of professional life oriented to the global market and the hedonistic lifestyle, oriented to enjoyment of quality of life and pleasure. The results confirm how destinations are transferred to tourist activities, becoming more complex territories.

This paper makes an analytical review of the frustrated process of shaping the region, known as the intermediate level of government, established in the Political Constitution of Ecuador of 2008. After a decade of the constitutional provision, it remained a dead letter, and on the contrary, it could be argued that there are setbacks in the quality of territorial democracy. After specifying some concepts and contextualizing the case, the analysis focuses on two areas: on the one hand, the limitations of the criteria on which the notion of region was built; and on the other, the changes in the strategy of the national government that were dissolving this constitutional mandate. Finally, some conse-quences, conclusions and perspectives on land use planning policies in the country are tested. The text contributes to the unresolved problem of socio-spatial disparities, the potentialities and limits of the action of national governments on the territory.

RESUMEN Este trabajo analiza las formas y los mecanismos con que los multiples actores involucrados en un territorio generan acciones en vistas a construir el futuro. Para poder eludir el uso del concepto de desarrollo como marco referencial, este trabajo moviliza el concepto de accion territorial, por entender que el mismo permite analizar mas cabalmente las formas con que multiples actores, con diversas y a veces contradictorias representaciones acerca del futuro, ponen en marcha iniciativas para construir y gestionar sus territorios. Esta propuesta conceptual y metodologica se pone en practica en un territorio rural de la Pampa argentina, territorio que ha vivido procesos de transformacion similares a los de otras regiones del pais, y que por lo tanto puede ser considerado un modelo representativo, no solo de transformaciones territoriales, sino tambien de mecanismos y formas de construir la accion publica, privada y colectiva en torno a un proyecto de futuro territorial.

Many proposals for innovation fail due to the permanence of school routines and educational traditions. The theory of social representations allows us to know these obstacles, which are inserted as professional habits in the teaching of geography. In this article we show the convergence of the methodologies of representations and the geography of perception and behavior in the analysis of school geography. The empirical examples with different subjects from which we have obtained information show us the possibility of transforming obstacles into problems and designing an educational alternative that grants a social utility to school geography.

La provision de servicios ecosistemicos ha sido alterada en las areas litorales de todo el mundo debido al intenso proceso de urbanizacion de las areas costeras. Los servicios de regulacion de las playas han sido modificados especialmente en areas en las cuales se desarrolla la practica turistica. El objetivo del presente trabajo fue evaluar el estado de los servicios de regulacion morfo-sedimentaria y a perturbaciones naturales del ecosistema costero en las ciudades de Miramar y Mar del Sur (Argentina). Se seleccionaron indicadores naturales y antropicos y se evaluaron cinco playas con caracteristicas geomorfologicas diferentes y con diversos grados de intervencion antropica. La provision de los servicios resulto buena en las playas con menor intervencion antropica, mientras que en las mas urbanizadas fue regular. Se recomienda la elaboracion de un plan de manejo costero debido a que, de continuar el crecimiento urbano y la actividad turistica, se acentuara la tendencia negativa de los servicios. 由于沿海地区的密集城市化进程,世界各地沿海地区的生态系统服务的提供已经发生了变化。海滩管理服务已经改变,特别是在旅游实践发展的地区。本研究的目的是评估Miramar和Mar del Sur(阿根廷)城市沿海生态系统的形态-沉积调节服务和自然扰动的状况。摘要本研究的目的是评估不同类型的海滩的自然和人为特征,以及不同程度的人为干预。在人为干预较少的海滩上,服务提供良好,而在城市化程度较高的海滩上,服务提供是定期的。建议制定一项沿海管理计划,因为如果城市和旅游活动继续增长,服务的负面趋势将会加剧。关键词:监管服务;海滩;海岸侵蚀;一般Alvarado;布宜诺斯艾利斯。

En la teoria del riesgo, la vulnerabilidad y la resiliencia emergen como categorias centrales. El estudio de la vulnerabilidad, de sus dimensiones, su medicion y distribucion en el territorio representa un diagnostico imprescindible. La resiliencia, como capacidad de adaptacion y transformacion del sistema, es una herramienta para la prognosis que posibilita avanzar hacia sociedades mas justas y sostenibles. El diseno y aplicacion del indice de vulnerabilidad socio-ambiental para la ciudad de Santa Fe, Argentina, devela que los sectores de alto riesgo configuran un cordon al oeste e islas al norte y al este. En 2010, la poblacion mas vulnerable a las inundaciones representa el 22% del total y el 70% es vulnerable a todo tipo de amenazas. Este trabajo brinda elementos de analisis para el abordaje de la vulnerabilidad y resiliencia a traves de la exploracion sobre la accesibilidad a los servicios urbanos, caso del transporte de pasajeros.
