The article examines the theoretical aspects of managerial research on innovation policy and strategy of the business entity. It is substantiated that innovative management is focused on organizational and economic models and methods of managing all stages and types of innovative processes in the subject of economic activity with maximum effectiveness and efficiency. It has been proven that the possibilities of forming a complex innovation management system depend on a significant number of factors. It has been found that determining the need and possibility of managing innovative processes in a business entity allows identifying its real needs, and they can be divided into the needs of the external environment, the needs of the internal environment, and the actual needs of the innovation process as an independent object of management. It is proven that in the conditions of global challenges, the formation of the strategy of the business entity should be aimed at solving the tasks of prospective production and technological development. This type of development is, in fact, a versatile, multifaceted activity that covers almost the entire internal economic environment of the subject. It is substantiated that the innovation strategy is the most important link of the subject’s economic strategy and determines its content and direction in many cases. The stages of formation of an innovative strategy of a business entity are defined. A model of formation and implementation of an innovative strategy of a business entity has been developed. It has been proven that the strategic management of innovations of a business entity consists in the timely concentration of efforts on the development and use of promising achievements of scientific and technical development and the timely provision of resources for the dynamics of innovations for the benefit of the achievement of the goals of the business entity and the creation of conditions for its long-term effective activity. Methodology. The methodological basis of a scientific article is a set of tools, which includes methods of scientific knowledge, analysis and synthesis, systematization and scientific abstraction. The scientific basis of the conducted research is the scientific development of Ukrainian and foreign scientists in the field of managing the accumulation and use of budgetary resources. Results. It is substantiated that the rate of economic growth, increase in the welfare of the population, the level of domestic production, competitiveness and the development of international partnership depend on the efficiency of the management of the state’s budgetary resources. The main priorities of the budget in the difficult period of martial law are determined to increase the state’s defense capability and ensure social stability in society, which requires stable revenues to the budget. Transport is a key sector of the economy of both Ukraine and European countries. Now it is undergoing a significant transformation due to geopolitical reasons, as well as changes in society’s requirements for the work of transport enterprises. In such conditions, innovation becomes one of the main factors that ensures both the current efficiency of the operation and the possibilities of further development of the enterprise. At the same time, the instability of the environment in which transport enterprises operate complicates the process of substantiating the feasibility of innovation implementation. This actualizes the problem of developing and implementing new methodological approaches to the evaluation and justification of innovations. The purpose of the paper is to develop an approach to building a model structure and assessment of innovation implementation effectiveness at a transport enterprise. The operating of any enterprise, in particular a transport one, can be represented through a model of multiple investments in its creation and development, namely initial innovation, multiple investment projects to ensure current operating and further development and other innovations. To reflect the formation of the effect from the innovation implementation, a set of models for its assessment at the pre-investment, investment and production phases of the investment cycle has been developed. The main factors that will influence the formation of the effect at each phase are highlighted. As a result, it is shown that the apparatus of similarity (homomorphism) can be used to obtain information for building a model structure and assessing the feasibility of innovation implementation at transport enterprises. It can be implemented using a scenario approach. It is possible to obtain a sufficient degree of homomorphism of the built model (model design) when using the scenario approach by organizing an expert survey on the prospects of innovation implementation. This will make it possible to obtain verified forecast assessments regarding the innovation implementation in conditions of future uncertainty.

Spatial planning is one of the most important activities in the evolution of modern society. This process takes place in parallel and is interconnected with the strategic planning of communities and countries. As with other types of planning, spatial planning occurs at the local, regional, national, and international levels. The product of this activity should be a spatial plan that coordinates sectoral policies. The need of conducting a study on the state of spatial planning documentation in Ukraine is justified by the new territorial division of the country resulting from the successful decentralization reform. Furthermore, Ukraine was granted EU candidate status on June 23, 2022, thus prompting an additional need for such a study. The new Ukraine status creates new challenges and entails the obligation to bring all documents to EU standards. Taking into account the socio-economic problems and the intensive preparation of plans for postwar reconstruction in Ukraine, such studies will be highly appropriate. The integration of Ukraine into the European Union requires taking into account the experience of countries that have already reformed their strategic documents and plans in accordance with the EU’s internal demands. The experience of neighboring Poland, an EU member state, can be of most interest and use to Ukraine. The paper presents the current state of spatial planning in Ukraine, including an analysis of the legislative framework. The methods used in the study are described, and the selection of the research subject and the criteria for the selection are justified. The paper includes an analysis of the spatial planning system in Poland at the level of gminas and the availability of mandatory spatial planning documents. The subject of the research at the local level is Gmina Hodel. This gmina is located in the Lublin Voivodeship that borders on Ukraine. The analysis was focused on the Gmina Development Strategy, mandatory spatial planning documents, in particular the Local Spatial Development Plan, as well as the Local Strategy of Local Action Group which is an additional tool for local development. The paper underscores conformity and relationships between spatial planning documents at the local level.

The purpose of the work is to research trends in the development of the digital economy; analysis of features and conditions of digitalization of economic processes in Ukraine and the world. Digitization of economic processes is an integral trend in the development of world economies over the last decade, which determines the relevance of its research in the context of the post-war development of Ukraine. The work uses such research methods as monographic, statistical, comparison and systematization methods. The paper examines the concept of the digital economy and its components, which include information and telecommunication technologies (ICT); human capital; favorable business climate, effective management. The digital economy is a supplement to the traditional economy, which involves the production and sale of traditional goods and services using computer equipment and digital systems, including the Internet. This implies certain advantages, namely: providing access to individual markets for ordinary users, reducing transaction costs, increasing efficiency and competitiveness of products. It has been established that the digital economy is expanding its influence on more and more spheres of activity, creating space for the development and improvement of economic processes, which is the basis for the modern global economy. However, depending on the definition used, the size of the digital economy is estimated to be between 4.5% and 15.5% of global GDP. Almost 40% of the added value created in the global information and communication technology (ICT) sector is accounted for by the United States and China. The level of digitization of the Ukrainian economy varies significantly, depending on the specific industry. In such areas as financial services, the provision of communication services, and logistics, Ukrainian companies use the achievements of information technologies as widely as foreign competitors. Also, the task of the state is both to ensure favorable conditions that contribute to digitalization, and to create opportunities for their implementation. The implementation of the requirements of digitalization, as a modern trend in the development of the economy and society, is to some extent facilitated by the presence of prerequisites for digitalization at the state and industry levels, as well as at the levels of individual households and citizens. The obtained results of the study can be useful in the development of strategies for the development of economic sectors after the end of hostilities for the further reconstruction of the economy of Ukraine.

The article reflects the issues of determining the possible institutional foundations of the information economy in the context of national economic interests. A theoretical study has been carried out on the concept of institutionalization and it has been proved that the institutionalization of the information economy in the context of national economic interests should be aimed at creating effective relationships between institutions in the field of production, distribution, exchange and consumption of information, which will allow us to derive a system of national economic interests. a new level is able to ensure the effective functioning of the economy as a whole. The concept of "institutionalization of the information economy" is defined as the process of defining and fixing economic norms, rules, behaviors and decision-making principles that regulate interaction to meet the needs of all members of the information institutional environment. All institutions of the information economy can be divided into institutions of management, support and development institutions. To date, a system of management and support institutions has almost been formed in Ukraine, and the system of development institutions requires further improvement. The balance of economic interests at the national, regional and local levels has an ambiguous structure.This can be a balance of both individual (the interests of the individual, the team) and common interests (the interests of enterprises, organizations, institutions), which is manifested in the most important principles for the derivation of institutional forms of national economic interests arising from the general prerequisites for the development of related goals, objectives, the effect of collective processes that systematically synthesize the country’s macroeconomics. It is proved that the economic interests of enterprises in modern economic conditions are characterized by a higher degree of uncertainty, rapid changes in market conditions, economic conditions, which puts forward new requirements for making effective management decisions. Thanks to the development of information technologies, a new economic virtual space is being formed, where new business conditions are defined that are different from traditional types of economic activity, new opportunities for enterprises appear, which leads to the formation of new ways of realizing economic interests. Attention is focused on the fact that the transition to a new degree of economic development requires an increase in innovative activity and a new approach to innovation, including economic and social features, activation of the innovative potential of enterprises and industries in the information economy. The analysis of trends in the development of the IT sector in the national economy is carried out, the main provisions are given regarding the importance of ICT in ensuring the national economic interests of society.

The democratic regime of the state acts as a guarantor of economic security, but authoritarian and totalitarian political regimes are a problem on the way to the formation of a perfect index of democracy. In this article, a study was conducted to determine the quantitative reflection of the state of democracy on the example of 167 different countries of the European Union, as well as an analysis of this index in Ukraine. According to the methodology for assessing the level of democracy, the following political regimes should be distinguished: full democracy, imperfect democracy, countries with a transitional (hybrid) regime, and an authoritarian regime. The result of the study of the democracy index of the countries of the European Union is that a significant minority of countries have a regime of full-fledged democracy, while the majority of countries have an incomplete democracy. Analyzing the situation in Ukraine, it is worth noting that the democracy index is quite unstable, because the methods of governance change radically with the change of the head of state. The purpose of this article is to inform about the situation with the democratic regime in European countries and in Ukraine, namely the democracy index, which is a factor in guaranteeing economic security. This article draws attention to the factors of creating a democratic space that affect the development of economic relations and the state of economic security of countries, which is relevant. The obtained results reveal the question of the tendency to decrease or increase the index of democracy, as well as the reasons for this movement. The practical value is determined in the results of the study, which can be used to analyze the consequences of the decline, or on the contrary, the increase, of the indicators of the democracy index, how the influence of the political regime occurs, and what changes in society and the life of the state it entails. According to the conclusions drawn from the research on the example of the countries of the European Union and Ukraine, it is also possible to create and implement new methods of improving the democracy index, moving to a higher level (from an authoritarian regime to full democracy), which will ensure a decrease in the manifestation of economic crime and problems of guaranteeing economic state security.

In this article, a study was conducted to determine the quantitative reflection of the state of democracy on the example of 167 different countries of the European Union, as well as an analysis of this index in Ukraine. According to the methodology for assessing the level of democracy, the following political regimes should be distinguished: full democracy, imperfect democracy, countries with a transitional (hybrid) regime, and an authoritarian regime. The result of the study of the democracy index of the countries of the European Union is that a significant minority of countries have a regime of full-fledged democracy, while the majority of countries have an incomplete democracy. Analyzing the situation in Ukraine, it is worth noting that the democracy index is quite unstable, because the methods of governance change radically with the change of the head of state. The purpose of this article is to inform about the situation with the democratic regime in European countries and in Ukraine, namely the democracy index, which is a factor in guaranteeing economic security. This article draws attention to the factors of creating a democratic space that affect the development of economic relations and the state of economic security of countries, which is relevant. The obtained results reveal the question of the tendency to decrease or increase the index of democracy, as well as the reasons for this movement. The practical value is determined in the results of the study, which can be used to analyze the consequences of the decline, or on the contrary, the increase, of the indicators of the democracy index, how the influence of the political regime occurs, and what changes in society and the life of the state it entails. The proposed study is devoted to the theoretical analysis of the development of online gambling in the gaming business system. In order to better understanding the concept of online gambling, we suggest that it is not monolithic, but is consisting of segments: casinos (commercial and tribal), state lotteries, betting on pairs, sports betting, charitable gambling, gambling on the Internet, standalone electronic gaming devices (such as video poker and video keno), and so on. Each group has its own distinct set of concerns, communities of interest, and balances of assets and liabilities. As it was noted in a report by the National Commission on the Impact of Gambling, technology in this area is developing at a rapid pace, and its potential is only beginning to be seen. The state of development of online gambling is analyzed in countries where it is legalized. And such countries that have legalized online games can be tentatively classified into three groups: 1) countries that offer operators inexpensive licensing with low tax rates and little or no control by regulators; 2) countries from the European jurisdiction, which also regulate online games for economic development, but have more rules compared to the first group; 3) developed countries with complex regulatory policies. Countries falling into the third group face the challenge of having their markets taken over by websites originating from the jurisdictions of the first two groups. Liberalization of slot machines and online gambling has a positive effect on, this growth index will be greater in those countries where gambling is oriented to local consumers. COVID-19 led to lower market revenues in the gambling sector in Europe in 2020 and 2021 compared to previous years and accelerated the previously existing trend of increasing the percentage of online gaming. Although there are significant differences in the share of online gambling in different national gambling markets, it is worth noting that with the increase in the share of online gambling, the amount of income to the budgets of countries also increases.

The article considers the theoretical and methodological and practical principles of logistics processes management. Current trends in logistics development are outlined. It is shown that the trends demonstrate active implementation in the management processes of the elements of Logistics 4.0. The expediency of using economic-mathematical methods and models to solve logistics tasks is reasoned. An overview of ecommerce processes, typical for today, both in the world and in Ukraine, which directly cause changes in logistics, is made. The problem of optimization of transport costs for delivery of goods from the warehouses of the online store "Hope" to customers, taking into account the non-stationarity (seasonality) factor is defined. The economic-mathematical model of the problem of logistics processes management has been built and adapted as follows: selection of two seasonally-leased warehouses from five reserve ones and optimization of transport costs for delivery of goods from warehouses of the online store to customers. This optimization model was implemented to solve the problem of optimizing logistics costs for the online store "Hope", taking into account seasonal demand, transport tariffs, warehouses capacity and forecasted sales volumes. Various ways to solve the problem of logistics process management, which allows us to show the additional benefits of using these methods and determine the effectiveness of the decision taken are considered as well. The solution for the choice of warehouses and the optimal plan for delivery of goods to customers in order to minimize transportation costs is obtained. It is shown that with the use of economic and mathematical modeling to solve the problem of seasonally adaptive transition for logistics process management, it is possible to make the best choice of two additional leased warehouses from the five reserve ones, to find the optimal delivery plan, to reduce the total length of delivery route and, consequently, the costs of transportation of goods, to avoid shortages of goods in warehouses, in a timely manner and with minimal costs to satisfy the interests of customers of online store "Hope" goods. The economic interpretation of the results of the models implementation is presented and recommendations for their use are provided to achieve minimization of transportation costs, maximum flexibility, speed, reliability of the supply chain, ie to make effective management decisions.

The article analyzes the peculiarities of implementation of international principles of financial policy in the context of transformation of Ukrainian tax legislation. Some priorities of financial policy of some countries of the world in the context of modernization of tax policy have been defined. The basic principles of financial policy in the context of implementation of foreign experience are support of business activity, all-round assistance of production development, provision of employment of the population, mobilization of appropriate volumes of financial resources and their use for providing social guarantees, introduction of financial mechanism, which would provide rational use of natural resources. The main determinant of the formation of modern tax policy is the process of economic diversification, attraction of unconsidered sources of taxation, provision of proper level of tax administration, reduction of tax burden for business in order to increase the level of economic development, etc. The main innovations and prospects of the tax legislation of Ukraine for 2023 are analyzed. It is justified that international cooperation in the tax sphere, in particular access to the information platform IBFD (International Bureau of Fiscal Documentation), and participation of Ukraine in the EU Fiscalis program, is a positive step in the preparation of changes to the tax legislation of Ukraine in the context of implementation of international financial policy principles to ensure its harmonization with EU recommendations/standards. In the context of transformational changes, it is important to develop financial policy measures with appropriate level of adaptability and taking into account the tasks that need to be solved at a certain stage of development (increase of tax system efficiency, creation of appropriate conditions for economic development, improvement of business climate, increase of investment attractiveness, etc.). Ukraine’s financial policy should be directed to macroeconomic development, development of financial inclusion and ensuring financial stability, development of financial market, digital transformation and innovation development taking into account modern requirements in the context of European integration and world processes.

The modern development of the economy is characterized by the strengthening of competitive relations at various levels. Competition and competitive relations are the basis for the functioning of the market economy and are its main manifestation. Competition is the rivalry that arises between the participants of competitive relations, the best operating conditions in the market. The regional aspect of the development of competition is of increasing interest among modern scientists. It is especially strengthened in conditions of decentralization and the growing role of regions. The level of competitiveness of the region is one of the most important comprehensive indicators characterizing its social and economic development. Competitiveness is the main economic category that reflects the level of development of the subject of competition. Regional aspects of competitiveness research are of particular interest in the context of the processes of decentralization, globalization and the strengthening of the role of regions in the formation of a competitive economy at both the national and international levels. The high level of socio-economic development of each region is the basis of strengthening the country’s economy. The region is the subject for the formation of competitiveness of which efforts should be directed both at the national and regional levels. The purpose of the article is to analyze approaches to determining the essence of the region and its competitiveness, to clarify their content. The article summarizes the main approaches of scientists to the interpretation of such economic categories as «region» and «competitiveness», defines the role of regions in competitive relations. Manifestations of competitiveness at the regional level, interdependence of competitiveness at different levels are studied. The essence of the category «economy of the region» and its role in the development of the region are determined. Competitiveness is an important outcome of economic competition at the regional level.
