The COVID-19 virus, which emerged in 2019 and turned into an epidemic by affecting the whole world, has deeply shaken all humanitarian phenomena. Educational activities have also been affected by the epidemic process. As a result of the rapid spread of the epidemic, schools were closed in our country as well as all over the world, and education and training services started to be provided remotely. At the university level, students were taking common compulsory courses such as AİİT, English and Turkish Language with distance education before the epidemic, but with the epidemic, all courses were taken by distance education. Although the courses in question are conducted in a planned and programmed manner, a model closer to emergency distance education is applied in the current system rather than distance education. In this study, it was aimed to get the opinions of teacher candidates from different branches studying in the Faculty of Education on emergency distance education and hybrid education. The research was carried out in a public university in the fall semester of the 2020-2021 academic year. It was carried out based on the qualitative research method. The study is based on the situation pattern. In determining the study group, “easily accessible situation sampling” was preferred due to the epidemic conditions. Views of 66 participants were received within the scope of the research. The data of the study was transformed into the “online form” format, and the data were collected online. The obtained data were read carefully, the codes were reached, and the themes were obtained by combining the relevant codes. Considering the opinions of the teacher candidates, it was concluded that problems such as system and internet speed were experienced during the emergency distance education process; emergency distance education was unsuccessful, especially in applied courses such as drama and teaching practice, and economically burdens the candidates as the process requires technological equipment and high-speed internet. In addition, it was revealed that the majority of the candidates did not know the hybrid education, and those who did only heard it by name, and suggestions regarding the process were made as a result of the research.

The peer-review system as a critical tool in academic processes is regarded to be essential. It is not used only to evaluate the manuscripts submitted to the journals but also in tenure decisions, academic promotions, and grant applications. However, during the last few decades, the system has also become a subject of academic research and criticized from various aspects. Many scholars studied the process and presented biases emerging due to the characteristics of the authors and reviewers. In this paper, the journals published by the faculties of economics and administrative sciences and the faculties of political sciences and indexed by TR Dizin are studied. It is observed that the language of the article, number, title, gender, and institutional affiliation of the authors do not influence the acceptance period. However, there is a difference between the average acceptance periods of the journals, which are quite similar. Moreover, being a faculty member of the publisher provides a significantly shorter acceptance period on average. The reason for such differentiation may be either the existence of a considerable extent of bias at the editorial stages of the process or the communication of the editors with the reviewers in a way that influences the process.

In Article 65 of Higher Education Law numbered 2547, formation, duties and operations of scientific research and publication ethics boards have to be regulated by regulations issued by Higher Education Council (HEC). Despite this legal obligation, ethical committees in higher education institutions are not regulated by regulation; They are regulated by HEC Scientific Research and Publication Ethics Directive (HECSRPED) issued in 2016. Universities also make regulations regarding these boards within their own bodies with directives issued by decisions of their senates. In the research, firstly, the literature on the ethics committees and relevant legislation are examined. Then, categories are determined by using the document review method, considering regulations of ethics committees in HECSRPED; in the context of these categories, directives issued by 3 state universities in İstanbul regarding ethics committees in fields of social and humanities and educational sciences are analyzed. Findings show that provisions of a directive issued by universities on ethics committees generally do not coincide with relevant provisions in HECSRPED and even contain significant contradictions. It has also been discussed that ethical committees in universities may harm the principle of conducting scientific research freely and cause important bureaucratic problems and workload for both researchers and board members. It has been suggested that issues related to ethical committees are regulated by HEC, eliminating illegality in directives issued by universities and that universities can issue directives on issues that are not clarified in HECSRPED. In addition, it was recommended to conduct case studies and phenomenological studies regarding ethics committees for researchers.

The purpose of this study was to describe the metaphorical images of the prospective teachers, who were employed in different teaching programs of education faculties, regarding themselves and their educators, and to evaluate the standard teacher education program in a critical manner. Even though prospective teachers’ metaphorical images pertaining learning, teaching, school and so forth were extensively examined in the previous studies, their personal theories for themselves and their educators have not been subjected to any research study. The current study was designed and conducted as a single survey study. The study was carried out with the participation of 1130 prospective teachers studying at the education faculty of a foundation-supported (private) university in Istanbul. Metaphorical images were taken from all participants towards themselves and their educators. As a result of the interpretive and inductive analysis, the prospective teachers generated metaphorical images for themselves such as: something that needs to be cultivated, leader of future, a fixed-static object, the candidate of the molder, something deceptive, something needs to be shaped, obedient, knowledge receiver, racer, etc. The prospective teachers also produced metaphorical images for their educators in the following manner: bridge function, organic growers, knowledge transmitter, a valuable object, competitors. In general, it was observed that pre-service teachers held a considerably pedagogically subjectcentred or teacher-centred or authority-centred “self ” and “educator” perception. Recommendations were offered regarding pre-service teacher education

Universities, through providing research, publications and innovations in the scientific field, provide significant contributions to the national research and development (R&D) system. That is why most governments are keen to support scientific research activities directly or indirectly. In this regard, this paper aims to analyze the impact of R&D supports of TÜBİTAK (The Scientific and Technological Research Council of Turkey) on the research performance of universities in Turkey. The study comparatively investigates the efficiency of the research fundings in different university types, public and private. As an empirical model, a panel data analysis spanning 2013 to 2018 period has been used for the top 10 public and top 11 private universities. Our findings prove that national research grants of TUBITAK have a significant and positive impact on academic research only when the highest-ranking universities are analyzed; otherwise, the impact is insignificant. Secondly, for the large sample analysis, we found that public universities used research funds more efficiently compared to private universities. Furthermore, our findings prove that teaching load does not necessarily risk the research capacity of a university.

That is why most governments are keen to support scientific research activities directly or indirectly. In this regard, this paper aims to analyze the impact of R&D supports of TÜBİTAK (The Scientific and Technological Research Council of Turkey) on the research performance of universities in Turkey. The study comparatively investigates the efficiency of the research fundings in different university types, public and private. As an empirical model, a panel data analysis spanning 2013 to 2018 period has been used for the top 10 public and top 11 private universities. Our findings prove that national research grants of TUBITAK have a significant and positive impact on academic research only when the highest-ranking universities are analyzed; otherwise, the impact is insignificant. Secondly, for the large sample analysis, we found that public universities used research funds more efficiently compared to private universities. Furthermore, our findings prove that teaching load does not necessarily risk the research capacity of a university.","PeriodicalId":119364,"journal":{"name":"Journal of Higher Education and Science","volume":"14 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-04-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125526531","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
