The thermodynamic and dynamic processes causing the ice cover formation, growth and dynamics are consid- ered. The significance of studying the dangerous ice phenomena like intensive ice drift, ice pressure and ice ridge formation is shown. The brief description of ice cover evolution model used for the short-range ice forecasts is presented. The multi-year variability of ice cover extent in the Arctic Ocean as a whole and in the Arctic seas in particular is analyzed. The basic principles of dividing the ice conditions into types both in summer and winter are presented. The methods of short-range (up to 5 days) and long-range (up to 30 days) ice forecasts are briefly described. The practical realization of forecasting the type of ice conditions used by the North Sea Route Adminis- tration for providing the permissions for navigation in the NSR area is demonstrated.

Through a tablet with Internet access a child has at his disposal the wealth and misfortune of all mankind, cultural tools of activity, communication and education, his rights and responsibilities in the digital world. The digital world expands the possibilities for choice, opens new ways to try and grow up. It poses the problem of choice and responsibility to adults whose decisions influence the fate of the child. Among teachers and parents there will always be those who want to make a choice for the child, protecting him from the real or imaginary dangers of the digital and non-digital world. Today, at the choice of parents, there should be schools where gadgets are prohibited, children go to all classes and online presence is only due to illness.

The article is devoted to the consideration of the main parameters of environmental pollution in the Arctic zone of the Republic of Sakha (Yakutia), AZRS, as well as to the analysis of their impact on the health status of the popula- tion of this region. The collected data indicate that the main source of pollutants in this case is the mining industry, additional sources are the energy sector, transport and reindeer husbandry. Their negative impact is enhanced by such natural features of the regional natural environment as the slow decomposition of pollutants due to the annual predominance of low temperatures and, due to the presence of permafrost, their concentration in the upper soil layers. As a result of the study of the state of health of the population of the AZRS, the main composition of regional pathologies was determined, and a territorial picture of the incidence of the population of the region was compiled. An assessment of the state of regional health care is given and some proposals are formulated to improve the ef- ficiency of its work.

An ensemble of synoptic oceanic vortices, which is influenced by background currents, can be represented as the quasi-two-dimensional mesoscale turbulence. The evolution of vortices in an ensemble can occur according to several scenarios: 1) initial merging of closely spaced vortices of the same name; 2) periodic or quasi-periodic evolution of horizontal dimensions with their limited change; 3) unlimited stretching of vortices in the horizontal plane. The work is aimed at demonstrating the possibility of negative viscosity manifestation in the defined water areas of the World Ocean at the stage of unrestricted stretching of mesoscale vortex structures by horizontal inho- mogeneous currents. The reason for the manifestation of negative viscosity in such a system is associated with the loss of energy of the elongated vortices and its redistribution into background currents.

It is impossible to predict the future of education. It can be jointly created based on the emerging humanitarian, communication technologies and other achievements of modern civilization. 440 years after the great Jan Comenius, we are taking the next step by creating a new science of learning: digital mathetics and digital didactics. The authors of textbook with the connections to digital means aimed at mastering human activity and university professors start from the experience of their childhood are based on the achievements of mankind, realize and form the possibilities and needs of the future in the present. Science gets the opportunity to study the accelerating evolution of education and analyze big data displayed in a variety of digital platforms. The global educational community is becoming a source of experience for critical decisions and direct pedagogical interaction. Geographical and language barriers are easing. Leaders of society, state and business get the opportunity to realize their vision in a specific project and digital technologies open access to participate in the project to everyone who supports the humanistic idea in our transforming world.

The aquifer of sandy deposits in the talik zone of the Pechora River valley was studied. The use of information on the distribution of tritium isotopes made it possible to clarify the recharge conditions of groundwater and their genetic structure in different parts of the aquifer. The tritium age of groundwater in coastal wells was 20–25 years, on the basis of which it was concluded that the groundwater that entered the aquifer before 1995–2000 was almost completely replaced. In wells, remote from the river bank, the age of the water is in the range from 20 to 50 years. However, unlike onshore wells, these groundwaters contain “bomb” water and old water that entered the aquifer be- fore 1952. The age of the old water reaches 12.9±2.5 thousand years. It has been established that the ratio between stable 13C and radioactive 14C isotopes of carbon changes with age, indicating an increase in the carbon exchange between dissolved inorganic carbon and soil carbon dioxide caused by permafrost thawing.

The paper deals with global changes in regime and climate of Arctic basin. Changes in the content and inflows of freshwater into the upper 100 m layer of the Arctic basin from decade to decade (1950s – 2010s) were determined. Data from national expedition surveys of the Arctic Basin in the 1950s to the 1970s combined with data from expe- ditions in the 1980s to the 2010s were used. The results obtained showed that freshwater content (FWC) decreased in the Eurasian and increased in the Amerasian part of the Arctic basin in the 1990s – 2000s. The decrease in the FWC occurred in the result of increased Atlantic water inflow since the 1990s and the salinization of the upper 100 m layer of Arctic Ocean, despite increased precipitation, river runoff and sea ice melt. The influence from the tropics of the North Atlantic on climatic changes in the structure of Arctic basin waters, on the reduction of the sea ice cover and warming in the Arctic with a delay of 2-3 years was established. Methods of multidimensional correlation analysis, calculation of spectra and coherences, and construction of correlation graphs were used.
