Standardized Measurements for Elevated NEV Concerns 新能源汽车问题的标准化测量

The range of sources as well as the frequency components for elevated neutral-to-earth and metallic-object-to-earth voltage concerns make it difficult to have just one standardized measurement protocol. The measurement devices and procedures for assessing elevated NEV levels at animal contact areas, distribution substations, pipelines, swimming pools and other contact points range from harmonics analyzers to oscilloscopes to simple multi-meters. For energized street level metallic objects the measurement devices can range from simple pen lights to custom designed equipment, while the protocols vary from precise documentation of voltage levels to simple detection of energized metallic objects. We discusses the variables of interest surrounding accurate and consistent detection and measurement of any elevated voltage levels. This includes: instrumentation, time of day, seasonal patterns, and remote earth or ground reference selection points. Further, suggested initiation points for measurement protocols created via the standards development process are discussed. Efforts in the measurement protocol areas will insure that under situations where higher than expected voltage levels are present at human or animal contact points, the measurements taken to support these efforts are accurate and comprehensive of the range of elevated voltage that may exist at a given point

Optimal Reconfiguration of the Navy Ship Power System using Agents 舰艇动力系统的优化重构

This paper is a study of the optimization of a configuration and reconfiguration problem applied to the navy ship power system presenting a redundant power distribution layout. The multiagent method has been applied in order to make the power system converge towards its optimal configuration in its initial start up and during normal operation when a reconfiguration is required. The optimal process has been achieved by the agents and the simulations have been conducted with different cases of operation mode of the navy ship. The optimal configurations were derived through a program written in C++ for the agents and the results confirm the feasibility of applying the multiagent method for optimizing the navy ship power system

A Remedial Action Scheme Against Oscillatory Instability based on Wide-Area Measurements 基于广域测量的振动不稳定性补救措施方案

Generator tripping is one of the most effective approaches to prevent power system blackouts and to enhance dynamic security. In this paper, an initial study of a remedial action strategy based on generator tripping for multi-swing instability (oscillatory instability) is presented. The point of the proposed scheme is when to shed the generators as well as how many generators to be shed. In this scheme, real-time measurements to assess multi-swing instability are required. Our proposed oscillatory stability assessment scheme is also required for ranking the unstable generators to be shed. The proposed scheme is tested through time domain simulation for a typical study system model and good results are obtained

Summary form only given. Electric utilities are on a never ending quest to attain higher levels of performance for increasingly lower costs. Often times this leads to project requests that far exceed budget and resource constraints. Many utilities have started to manage this problem through well-defined project evaluation and selection processes. Oklahoma Gas & Electric is no different, and has recently implemented a comprehensive asset management system that centers around a project evaluation and selection tool. This presentation discusses this project evaluation and selection tool in terms of features, algorithms, and related business processes. It also discusses the intensive implementation project that was used to develop a base asset model and populate the tool with data. This base model is able to quantify the cost and benefit implications of potential projects, and can track asset performance over time. Last, the presentation discusses the cost and performance benefits that OG&E expects to achieve through better project evaluation and selection

REI-Equivalent Based Decomposition Method for Multi-Area TTC Computation 基于rei等效的多区域TTC计算分解方法

This paper presents an REI-equivalent based decomposition method to solve total transfer capability (TTC) computation in multi-area power systems. Each area makes use of REI-type network equivalents of the other areas in building its TTC computation model and then computes the entire system TTC result, while the central coordinator and other areas do not know the detailed operating information about this area. The developed procedure is successfully applied to calculate the TTC for the IEEE 118 bus test system. Comparative numerical results obtained by using the integrated and the multi-area procedure are presented to validate the proposed method

An important part of this effort is to define meaningful definitions of performance. For distribution reliability typical approaches use reliability indices such as the system average interruption frequency index (SAIFI), the system average interruption duration index (SAIDI), and the customer average interruption duration index (CAIDI). Unfortunately, such measures are weakly correlated to customer expectations and customer satisfaction. Therefore, project evaluation and selection processes based on these measures may not be sufficient, at least from the customer perspective. At BC Hydro, performance targets are differentiated for different distribution circuits based on customer mix, geographic characteristics, and the customer expectations relates to the specific mix of geography and customer type. Such differentiation results in performance metrics that are more strongly linked to customer expectations, and serve as a solid basis for the project evaluation and selection process. This presentation describes the efforts at BC Hydro for developing performance targets, and the use of these performance targets in project evaluation and selection

Enhancement of Interface Flow Limit using Static Synchronous Series Compensators 利用静态同步串联补偿器增强接口流量限制

This paper addresses improving the voltage stability limit of interface flow between two different regions in electric power system using static synchronous series compensators (SSSC). The paper presents a power flow analysis model of SSSC, which is obtained from the injection model of a series voltage source inverter by adding the condition that the SSSC injection voltage is in quadrature with the current of SSSC-installed transmission line. This model is implemented into the modified continuation power flow (MCPF) to investigate the effect of SSSCs on the interface flow. A methodology for determining the interface flow margin is simply briefed. In case study, a 771-bus real system is used to verify that SSSCs enhance the voltage stability limit of interface flow
