At the present stage of development of Kazakhstan, a rethinking of the initial theoretical and methodological guidelines in the study of the national history of pedagogy and education takes place, new concepts of interpretation of various periods of their development appear. There is a reassessment of the constituent elements and the transformation of the structure of the system of historical and pedagogical knowledge, indicating changes in the paradigm character. Socialization of knowledge, experience and values of a person become a factor in the formation of cultural needs, which requires a new approach to the formation of cultural needs. In the problem field of modern sociology are the tasks of researching the adaptive capabilities of social systems in changing conditions, problems of improving management efficiency, and identifying trends in further social development. Modern sociology has achieved great success in the study of various social phenomena and processes. However, the existing sociological paradigms do not allow a sufficiently complete study of social phenomena arising in the modern dynamically changing world, since the mechanisms of interaction between changes in environmental conditions and response adaptive mechanisms of social systems are not sufficiently studied. To study these problems, it is necessary to develop new theoretical and methodological approaches aimed at identifying the fundamental mechanisms of systemic social interactions, as well as studying the historical experience of interactions of social associations with various conditions of existence. The language in the process of communication performs not only the function of coding the transmitted information, but also plays a special role in the process of obtaining new knowledge about the world, processing this knowledge, its storage and transmission, which makes the language an important tool not only for knowing another culture, but also for its interpretation and adaptation. The definitive constructions (isafet) is a very special syntactic structure in the Turkic languages, and the relations between the components kept the same form starting from ancient monuments. In relation to the modern Yakut language possessive definitive phrases with affix in the second component of the combination are the most commonly used, that differ sharply from defining phrases with genitive in the first and affix in the second component of phrases in other Turkic languages. Thuswise, Isafet III is completely impossible in the Yakut language, which is formed in the genitive (possessive) case and represents a special form of definition in phrases of possessive nature. Possessive definitive phrases in the Yakut language are quite of widespreadly usage. The formation of phrases with an unformed definition and affix of possessiveness in the second component is a natural phenomenon. In other words, defining constructions are formed in two ways: with a simple juxtaposition of the parts of the construct and with the affix of possessiveness attached to the root of the determined, i.e. second component of the construction. In the Yakut language the absence of genitive case and the wide development of forms of possessive declension determined the identity of the category of possessiveness, both in morphological expression and in the sphere of functioning. As it is known, direct ownership refers to such relations between objects when one of them is directly related to the other or is its inherent organic part. Thus, the meaning of possessiveness in the Yakut language finds its expression, first of all, in the binomial possessive structure, the first part of which is usually denoted by the subject of possession, and the second, most often with noun, is the object of possession. Such a possessive construction in the Turkic languages is called a possessive combination or a nominal definitive combination; it is the object of study in many articles, monographs and grammars of the Turkic languages. The arrangement of the components of the possessive structure is strictly regular, the permutation of the parts, as a rule, is unacceptable, since it violates the existing syntactical norms of the language and complicates the implementation of communicative functions. Tajikistan is the country with the most difficult access, the most isolated, with limited transport links to other countries in the region and far abroad. In such cramped conditions for Tajikistan, an important role is played by international relations, which make it possible to develop the economy and raise the level of social development. Taking into account the geographical position of the country, the interaction of Tajikistan with its neighbors countries plays an important role in the sphere of international relations. This article analyzes foreign trade relations between Tajikistan and neighboring countries: Afghanistan, China, Kyrgyzstan and Uzbekistan. The relevance of the study of Tajikistan’s border trade with its neighbors is the importance of analyzing the impact of this aspect on the socio-economic development of the country. But Frontier trade, but defined as but the flow of goods and but services across but international land borders within but up to thirty kilometers, plays an important role in maintaining the means but life for the population living along the border, and the most, but is a pillar but the welfare of the republic. But more than that, but strengthening trade but ties, promoting mutual understanding between different but different communities, but cross-border trade, but it helps maintain friendly relations between neighbors. At the present stage of development of the science of language, a decisive turn is observed from the study of language as a closed system to the study of language in its many connections and functions: language and culture, language and politics, language and ideology, language and religion, language and society, language and thinking. This is evidenced by the formation of complex disciplines (linguistic cultural studies, socio-, psycho-, pragmalinguistics, anthropocentric linguistics, etc.) and the rapidly developing linguistics of speech. Language learning is associated with many areas of people's social activities, including such a popular area today as advertising. From the linguistic point of view, advertising is a special sphere of practical activity, the product of which are verbal works advertising texts. These texts in their totality are characterized by: 1) signs of the content and appearance, allowing to distinguish them from others non-advertising texts; 2) own functional features; 3) a special place that they occupy in the total body of texts. Virtual reality is based on the subjectivity of the irrational consumer and is created on the basis of a specific aesthetic way of holistic understanding and the formation of mass communication. Thus, in relation to the consumer, virtuality acts as a system of irrational ideas about the world, based on an artistic and scientific approach. The paper analyzes the development of the institute of public control in economic systems. Based on the theoretical materials of the topic under study and practical experience of the use of public control, it is expected to consider the possibility of integrating public control into the economic processes of economic entities. This article presents the results of the study of the activities of public control subjects on the example of the Moscow region, which were revealed during the course of experimental work in cooperation with the Public Chamber of the Moscow Region, public chambers of municipal districts and urban districts of the Moscow region. The work explores the issues of public control, the formats of public control, their differences between each other, the analysis of the concept and the regulatory framework of the institution of public control. Gross national income data in developed and developing countries are considered. The work provides insights into the experiences of advanced economies and high gross national income for public activities within the framework of public control. The study reflects the basic concepts and concepts of public control, the mechanisms to support public control, from which a common vision of public control activities is formed as a separate institution in economic systems. The paper provides examples of research scientists on the development of the Institute of Public Control in economic systems. The work presented reveals the idea of public control characterized by economic growth and balancing the socio-economic balance. Examples of the implementation of public control in the territory of municipal entities on the basis of experts, as well as on the basis of personal experience of the authors are considered. The study reflects the results of the activities of public control subjects on the example of public chambers, where the creation of conditions for the integration of public control corresponds to the estimated expectations of positive socio-economic development, and the creation of the conditions for vertical integration of public control into economic systems contributes to the growth of the economy. The study also provides recommendations for improving the development of the institution of public control in economic systems. Comments are made and the problem of public control research is studied. As a result of the survey and the data obtained, the survey provides recommendations on the integration of the system of public control into the economic processes of business entities. This study can be used in the work of public control subjects in the development of plans for public control and guidance to the activities of public control, public and municipal governments to organize the activities of public control actors to promote the development of civil society institutions, open ness of power and counter corruption. Any disease affects the psychological or mental state of the patient. The ailment caused by the lack of an insulin hormone is not considered an exception. Diabetes mellitus is also characterized by the presence of its psychosomatic abnormalities from the norm of development, which lead to a variety of disorders. Organic brain damage that occurs as a result of acute cerebral circulation disorders due to diabetes mellitus, and their consequences, tend to grow all over the world. A high incidence of strokes is due to a number of negative factors: hypertension, smoking, diabetes, hyperlipidemia, obesity, arthritically fibrillation, and others. The importance of climatic and geophysical factors in the development of vascular pathology has also been established. In addition, the percentage of patients with this disease of working age is growing. The psychosomatics of any disease that affects the endocrine system is hidden in serious disorders of nervous regulation. This is evidenced by clinical symptoms, including shock and neurotic states, depression and so on. The article is devoted to the study of the functioning of the ethnic press in the multinational Republic of Sakha (Yakutia), in which representatives of more than 130 nationalities live. In particular, on the basis of the concepts “ethnos” and “ethnic journalism” that have developed in modern science, the role of the Yakut newspaper “Kyym” in the formation of ethnic identity and the preservation of national culture and language is investigated. The role of ethnic journalism is to help an ethnos not only preserve and strengthen national traditions and moral values through culture, but also comprehend its place in the modern world. It also makes it possible for any ethnic group to learn more about other people’s living nearby, their customs and traditions, religion and culture. The “Kyym” publication we are studying is a Yakut weekly newspaper. The newspaper is published in printed form in the Yakut language and has an online version. The founder of the newspaper “Kyym” is LLC media group “Sitim”. Researchers believe that the predecessor of “Kyym” is undoubtedly the newspaper “Manchaary”, the first issue of which was published on December 28, 1921. Two years later it was decided to make the newspaper periodic and give it the new name “Kyym” (“Spark”). Since 2003, “Kyym” has positioned itself as a “national newspaper”, readers of which are native speakers of the Yakut language, according to approximate estimates there are about 500 thousand of them. In 2013, the circulation of the newspaper “Kyym” reached more than 33 thousand copies, which in itself is a wonderful fact in the ethnic press. At present, the newspaper is an individual, unique type of ethnic newspaper, in which modern genres of journalistic publications of various problems of the development of society and the purity of Yakut speech with various lexical norms of the literary language are intertwined. On the pages of the newspaper “Kyym”, all borrowings are written in accordance with the law of the phonetics of the Yakut language, that is, obedience to the rules of the Yakut grammar is observed. In general, the language of the newspaper in a certain sense is a kind of barometer of various trends in language development, since journalism is at the forefront of social development. Historical, political and sociocultural features of the modern world development associated with polyethnicity, polyconfessionalism, migration and globalization, as well as the lack of stable traditions in understanding basic humanistic ideas and the complexity of regulating the problems of statehood in the situation of the new cold war have always contributed to political instability. This basis forms powerful prerequisites for the development of deviations of various kinds in society, which actualizes the development of information and communication and civil technologies in countering political extremism not only in Russia, but also in other countries. Bringing to the fore the problem of the human factor and the anthropic nature of the image of language created by linguistics led modern researchers to the need to study the language in its real functioning as a transformed form of human activity in the course of its material, practical and spiritual activities. The involvement of these factors requires the specification of the goals of the analysis and the mathematical formalization of problem statements. The analysis of the discourse of the media and social media is just that subject area where such formalization is possible. This requires an interdisciplinary approach involving experts in the field of linguistics, sociology, cultural studies, psychology and digital humanities.
