Public-private partnership is now a prerequisite for regional development. This is due, firstly, to difficulties in the performance by the state and regional authorities of socially significant functions, and, secondly, to the increased interest of business structures in new facilities for investment. The issue of using the tools of public-private partnership in order to ensure sustainable and balanced reproduction of the social, economic and natural potential of the regions, leading to an increase in the level and quality of life of the population, is particularly acute today. Budgetary funds do not allow the state and regional authorities to fully and in a short period solve these tasks, therefore it becomes necessary to directly attract the competences and investments of the private sector. The urgency of using public-private partnership in the development of regions is also due to the fact that in a relatively short period of time, gaps in the development of regions can be eliminated by combining the efforts, means, and risks of two economic entities the state and business. To date, not a single state has succeeded in creating an ideal system of partnership between the state and business, which is promising for the innovative development of regions and remains a balanced interaction of two forms of governance: public and private. Analysis of the features of public-private partnership at the regional level allowed to formulate priority areas for the development of interaction between the state and business at the regional level. The presented article discusses the theoretical and methodological foundations of the category of state solvency (“state capacity”) of unrecognized polities. The specificity of the factors of state consistency on the case materials of the Pridnestrovskaia Moldavskaia Respublika, the interdependence of the internal and external conditions of the viability of the authorities in ensuring the effective functioning of the state and society are shown, characteristic delegitimizing factors in the process of the formation of the new statehood are indicated. The article shows that assessments of the level of state consistency of developing and transitional countries, based on the criteria adopted in Western political science, are usually not always adequate due to the inconsistency of the category of consistency, as well as ideology and politicization used in Western political science. Low assessments of the quality of government and the solvency of the state itself can be used to discredit and delegitimize individual political regimes. It is concluded that the common criteria of solvency should be concretized and refined in relation to the historical, political and cultural characteristics of the countries in question. When analyzing new states, neoinstitutionalism is used in the article as the main methodological approach. The use of neoinstitutionalism, along with other political theories, makes it possible to perceive and interpret new polities as a self-sufficient state entity, in terms of their integrity, their inherent characteristics, needs and development trends. In the proposed article, the authors turn to the studies of foreign and domestic scientists in the field of the theory of state consistency, the legitimation of power (political scientists, lawyers, sociologists), to research on the functioning of government institutions in modern unrecognized states. The article is devoted to the problem of formation of metasubject competences of University students in the context of pedagogical innovations. The authors believe that in the modern educational system metasubject approach is the most relevant and promising. The formation of professional competence of University students is a process that is based on the primary competencies inherent in secondary school. Organization of educational cognitive activity of students, based on the modular rating system of training provides increased success and leads to the stimulation of educational activities of students, the development of basic competencies. The effectiveness of the formation of professional competence of students is achieved through the implementation of the model of training in the creation of psychological, pedagogical and organizational and methodological conditions. This article touches upon the problems of quality training of students, identified effective forms and methods, justified the need for the use of pedagogical innovations implemented in the training of new educational programs (maynorah and electives). An attempt is made to substantiate and prove the need for the use of pedagogical innovations in new educational programs based on a practice-oriented approach and aimed at the end result of pedagogical creativity, which is a universal, competitive specialist. The article presents the results of the analysis of the consequences for the state-power discourse connected with the development of Internet communications. The author reveals the tendencies of increasing the role of the power discourse on the Internet with the representation of the modern image of politics. The conducted research confirms the hypothesis about the transition from the subject-object to the subjectsubject model of political discourse, set by digital technologies. The tendencies of formation of the system of "discursive democracy" are revealed. The author opposes the widespread approach to depriving the state in the conditions of the development of Internet communications of its former axiological functions. The article proves the presence of the factor influence of the Internet on the discursive tendencies of re-ideologization in the positioning of national states. The author substantiates the change in the new conditions of the structure and content of the political text, the growing subjectivity of politics in modern discursive space. The article examines the evolution of the views of local jurists on the place of private law in the system of law. Contrary to the assertion of individual researchers linking the formation of the sectoral principle of building a system of law with the imperious attitudes of the Soviet state and the prevailing Marxist-Leninist ideology, the author justifies the idea that this principle does not contradict the previous pre-revolutionary experience of examining the system of law, which only nurtures Russian scientists. Analyzing the current stage of development of systemic notions regarding the internal form of Russian law, the author suggests that this experience, in particular, the idea that this division is derived from the very nature of a person who recognizes himself as an isolated individual and in the same time as a member of the social whole. The article justifies that in the system of modern Russian law, not only does the convergence of private and public law take place. Simultaneously with the convergence processes, the divergence system is observed in the system of law, in which its coherence is seen. Purpose of work was to reveal the essence of professional orientation of schoolchildren in the aspect of deepening the relationship of education and production, the choice of areas of professional education by graduates of the municipality, to justify the need to manage the development of vocational guidance on the basis of the formation of educational and innovative environment and assess the effectiveness of vocational guidance activities of the school. The analytical part of the article is based on the research of domestic scientists and teachers on the problem of vocational guidance of schoolchildren. The paper uses the method of comparative analysis, tabular and graphical methods of presenting information, the method of modeling career guidance activities of the school. The necessity of further development of the scientific basis of the theory and practice of development of vocational guidance of students; the structure and functions of vocational guidance, the use of which contributes to the formation and implementation of the program of development of educational and innovative environment of the school, as well as the assessment of the level of development of such environment in the schools of the municipality. It is revealed that: 1) the vocational guidance directed on preparation of school students for labor activity is a basis of interaction of education and production; 2) there is a relationship of vocational guidance of students with the choice of direction of vocational education graduates of the Republic of Dagestan; 3) vocational guidance should be carried out in close relationship: a) the need for the labor market in the region of workers and specialists; b) in accordance with the ranking of factors in the degree of influence on the choice of profession graduates of the Republic of Dagestan. It is shown that all the innovations should be correlated with the activation of career guidance in educational institutions. The scheme of management of vocational guidance activities and methods of assessing the effectiveness of management of vocational guidance activities in the school on the basis of criteria of efficiency, efficiency and diligence. The results of the study can be used by the heads of secondary schools, teachers in vocational guidance and educational work with students, specialists of the departments of education of municipal administrations, as well as in the teaching of the disciplines "Pedagogy" and "Economics of education". The subject of the research is the peculiarities of adaptation of educational migrants in the labor market of the city of Moscow. The main method of the author's sociological research “Your Life and Work in Moscow” is a formalized interview of foreign students studying at the Financial University under the Government of the Russian Federation. The article analyzes the factors that promote and hinder the employment of foreign students in Moscow, highlight the main areas of their paid employment, consider the degree of satisfaction of working students with the regime, working conditions, salary levels, and relationships in the workforce. Particular attention is paid to self-employed foreign students. It is shown that students prefer selfemployment primarily because it allows them to combine work with study. The study revealed that the majority of foreign students on their own initiative are involved in informal employment, including due to the existing complicated procedure of formalizing employment. Foreign students are distinguished by good knowledge of the Russian language, openness to new knowledge and a desire to adapt in Russian society. The main method of the author's sociological research “Your Life and Work in Moscow” is a formalized interview of foreign students studying at the Financial University under the Government of the Russian Federation. The article analyzes the factors that promote and hinder the employment of foreign students in Moscow, highlight the main areas of their paid employment, consider the degree of satisfaction of working students with the regime, working conditions, salary levels, and relationships in the workforce. Particular attention is paid to self-employed foreign students. It is shown that students prefer selfemployment primarily because it allows them to combine work with study. The study revealed that the majority of foreign students on their own initiative are involved in informal employment, including due to the existing complicated procedure of formalizing employment. The priority task of reforming the system of higher education of post-Soviet countries is integration into the world educational space by bringing the management of Kazakhstan's system of higher education in accordance with generally recognized international norms and standards. This led to significant changes in organizational and structural plans. Updating the content of education and improving the quality of training in accordance with the current socio-economic and political conditions of the Republic and the progressive experience of highly developed countries. Over the past decade, the system of higher education in Kazakhstan and Russia has undergone significant structural transformations: universities have received a greater degree of autonomy in the management of their activities, greater freedom in determining educational policy, changed the direction of specialization of universities, created a competitive environment. However, the increasing requirements of society to quality higher education, the deepening of imbalances between the supply of educational services and the needs of the labour market, an inefficient use of society's resources directed to the system of higher education arising out of lack of mechanisms of coordination of the purposes and performance of higher education institutions with the needs of the state and society, radical renewal of educational technologies, changes in the organizational and economic mechanisms of management of educational institutions, increased competition in the market of educational services, create the need to search for new strategic approaches in the management of higher education. Currently, there is an objective need to form a model of public administration of higher education. The article presents the results of sociological research, on the basis of which the analysis of the management of the system of higher education in the region is carried out and measures for its improvement are developed. The authors conclude that the higher education system today is the area of interaction interests of the state and society in the face of their institutions and citizens, which involves the mandatory participation of subjects of educational relations in management and the ability to influence the functioning and development of higher education system and also responsible for creating the conditions necessary for the performance of higher education system of their social and educational functions. In this regard, there is a need to redefine the role and functions of the state in providing activities of educational institutions, involving the solution of educational problems of various social institutions and redefine the role of educational institutions and the students themselves in the process of education.
