The paper considers the problem of choosing the optimal route for a sea vessel and the need to build universal storm diagrams that would show the possibility of avoiding the dangers of stormy navigation and at the same time make it possible to provide proper seaworthiness in bad weather conditions. The dangers of stormy navigation that affect the seaworthiness that a ship may encounter are described. The theoretical basis for creating this kind of diagrams is presented. A universal storm diagram was built using the Excel program, which is included in the standard Microsoft Office package. The task of choosing optimal route, taking into account the characteristics of the vessel for a particular vessel and given weather conditions, was set and solved. The characteristics of the vessel are presented. The solution was found using the constructed diagram. The zones of resonances of the main types of the ship's roll, the zone of parametric resonance, the zone of broaching and also predicted speed of the ship in waves have been calculated. The safest and, at the same time, the most efficient route for the ship under the conditions of this problem was chosen. A comparison was made of the behavior of a particular ship calculated using the proposed diagram, and the behavior of the same ship in practice. It has been established that the dangerous zones shown in the diagram coincide with the dangerous zones obtained from observation directly on the ship. The simplicity and accessibility of the proposed method for choosing the optimal combinations of course and speed when sailing in stormy weather conditions is proved. It is concluded that when implementing the proposed ideas, it is possible to achieve an increase in the level of navigation safety and an increase in the efficiency of maritime cargo transportation, while varying various optimality criteria.

The article highlights the application of the principle of achieving the best guaranteed result in the tasks of assessing the qualifications of the ship crew members in performing their official duties (based on the use of a program for monitoring the actions of ship specialists aimed at solving navigation problems, under the influence of various negative factors - disturbances) are discussed. The case is considered when the disturbance acts on several controlled indicators at once (current constraints, final conditions, quality criterion). During the implementation of the monitoring program, the reaction of the crew members to a specific disturbance is evaluated (at the same time, only a set of possible disturbances is assumed to be known). The developed management program is able to guarantee a reliable assessment of the compliance of the current state of a specialist's competence with all the required parameters for the entire time interval under consideration. To do this, we have to assume that each indicator will have its own worst perturbation (even if the same perturbation should take different values at the same time). At the same time, upon completion of monitoring, the program outputs the results in the form of a report, which indicates the time interval of observations of the actions of a particular crew member, records the facts of errors, and displays information about the degree of influence of the error on the final result (provided there are no corrective actions on the part of both the specialist and other crew members). The report ends with a two-point competent/incompetent rating system. The disadvantage of the program is its inability to indicate the degree of influence of external factors on the results obtained, but at the same time all the information contained in the report allows the expert who checks the competence of this specialist to conclude about the degree of safety of the actions taken by the employee in a particular situation. The results of the work of the guaranteeing program in the task of operating the GMSSB ship complex are given as illustrations.

Reducing the vessel hull vibration caused by the power equipment is usually obtained by the effective vibration-isolating fastening. Vibration impact on the mechanisms and automation tools greatly reduces their reliability, affects the health of passengers and crew members. Despite the modern vibration-insulating materials and compensators, the problems of eliminating the variable forces transmitted from the vibration source have not been fully solved. Increasing the operational requirements for the vibration safety of water transport requires the scientifically based and technical solutions, improving the designs of vibration isolation supports for mounting the marine power plants. Vibration reduction problems must be solved both at the design stage and at the stage of construction, repair and modernization. The conducted studies of vibrations under the influence of the harmonic force, step load and gradually increasing load have shown high efficiency of the support in all cases of load application under different simulation modes. At stabilization of the position the support was controlled by the integral of the displacement. The results of the studies conducted on the test model for the vibration protection of marine power equipment showed the effectiveness of the stabilizer. There is presented a theoretical study of a stabilizer with feedback on the displacement integral in the MathCAD software package. The numerical experiment is based on the Newton equation. The parameters of the stabilizer are determined, on the basis of which it is possible to design the actuator. It can be an electric motor, the direction of rotation of which depends on the direction of displacement of the protected object. The motor rotates a screw pair that compresses the spring. The spring acts on the clutch, the torque changes and maintains the vibration source. The simulation results helped to infer that it is necessary to stabilize the position of the unit for all load application modes.

The article highlights a unique geopolitical position and considers the specific features of the northwestern part of the Black Sea including its shallow water, seawater composition, rich natural resources, as well as many transport corridors passing through it. There is carried out analysis of the influence of the specific features on the de-velopment of marine activities in the studied region, development and use of marine resources. Modern ways of the developing international transport corridors and increasing flows of international transit of oil, gas, mineral fertilizers and food allow to consider the northwestern part of the Black Sea as a special transport zone connecting coastal states, as well as the countries of the Caspian and Mediterranean regions with Europe. The factors that make it possible to develop the ports in the region and transport logistics for transportation of goods and passengers between the countries are considered. The role of the significant availability of hydrocarbon reserves in the considered part of the sea in the development of specialized ports and related transport logistics is determined. Analysis of the dependence of the growing intensity of the development of ports and transport logistics on the development of maritime activities for the study, development and use of resources is carried out. It has been inferred about the significant influence exerted by the peculiarities of the north-western part of the Black Sea on the development of maritime activities of the coastal countries including Russia.

Determining the parameters of the elements of the ship electric power system in the limiting operation mode is carried out by constructing the boundaries of the system stability areas. To improve the efficiency of calculations of limiting modes, it is necessary to create mathematical models and methods that fully take account of the spe-cifics of equations that describe steady-state modes. There is proposed an improved D-partitioning method designed to select parameters that ensure stable parallel operation of the generators. The traditional method of D-partitioning is based on the assumption that usually the desired sets are a union of regions. In particular, this is the case for the linear systems with linear dependence on parameters. In this case, a problem of constructing the stability area can be reduced to a problem of determining the boundary of each area and indicating on which side of the boundary the points of the desired area lie. The main drawback of the D-partitioning method in the traditional formulation is that the range of values is obtained for both real and complex values of the variable parameter. There are considered the equations defining the D-partition curve for the case of linear dependence on one parameter of the coefficients of the characteristic polynomial. For the numerical solution of these equations there is proposed a method that, unlike the known methods, does not require cumbersome and poorly conditioned transformations of the characteristic polynomial.

The article considers transport accidents on watercrafts in inland waterways, sea and ocean waters caused by unreliable operation of the main systems during operation in ice and shallow water conditions difficult for naviga-tion and by the violations technical operation rules by the crew members. There are given the statistical data on the accidents and causes of accidents on the water. Frequent breakdowns due to unreliable operation of the open (two-circuit) cooling system of the ship’s power plants are stated. Open systems, in which fresh water circulating through cooled power equipment is cooled by the seawater, do not provide the required reliable operation in shallow water and broken ice, causing the shutdown of the ship power plant or an emergency situation. Mechanical impurities entering the cooling system cause corrosion-erosive destruction of the pipelines, main elements and operational load on seawater filters. In the winter, the operation of the ship in shallow sections of the routes leads to clogging of sea chests with small ice particles (studge ice) and a poor seawater intake for cooling ship power units. The ship systems fail using seawater, which makes difficult the operation of the cooling system of the power plant. It has been inferred that using closed cooling systems makes it possible to solve the problem of reliable functioning of the watercrafts in the conditions of shallow waters and broken ice.

Current development of IT technologies makes it possible to automate production processes in the transport industry. Introducing the automated systems helps reduce the downtime of vehicles under loading and unloading operations. Handling various loads or specializing in a certain cargo flow, the terminal operator selects lifting and transport equipment and the degree of its automation. Automation of lifting and transport equipment has been most developed at container terminals, because the container as a cargo unit has certain dimensions, the metal surface of the container reflects the signals of the distance sensors mounted on the cargo handling device (spreader). During the experiments, it was found out that the signal of ultrasonic sensors is reflected from the surface of ice, which can form on the container in winter, laser sensors show the distance to the surface of the container. Installation of laser sensors helps to reduce the working cycle time of lifting and transport equipment, reduce the likelihood of damage to the container. Loading and unloading operations on ships have their own specifics. In case of roll and /or trim, it is difficult to point the spreader at the container, which leads to an increase in the working cycle, therefore, the idle time of the vessel under processing. To solve the problem of reducing the working cycle time of lifting and transport equipment when unloading a vessel with a roll or trim of the vessel, a laboratory sample of the mechanism for stabilizing the spreader relative to the surface of the container has been developed. The stabilization mechanism operates according to the following algorithm: the signal from the laser sensors goes to the microcontroller, which compares the signals and then transmits the signal to the actuator, which stabilizes the spreader parallel to the surface of the container. The proposed device will increase the productivity of lifting and transport equipment when handling ships with roll and trim.

The article considers the problem of segmenting the interrelated terminals of a transport network into a fixed number of relatively autonomous transport hubs when solving transport technical problems. There has been proposed a most common and simple option for solving the graph partition problems - a problem of segmenting the transport network by r-partitioning. Useful practical approaches to solving the problem are studied. There has been proposed an assessing version for developing the transport network segmentation procedures and their content-richness. A heuristic procedure for the transport network segmentation by separation property for building the transportation hub system is defined. For the considered heuristic procedures of solving the set problem there is conducted the study of heuristic procedure properties and assessed the worst scenarios. It is found that the segmentation of the regional transport network into separate transport hubs using the described procedures can be carried out for the subclass of separable tiling or separable on average tiling, if no further possible improvements could be assessed. The considered procedures of the regionʼs transport network graph segmentation have one common feature: these procedures preserve some beneficial properties in tiling obtained in the course of building the transportation hub. It has been stated that the procedures can serve as a ground in the synthesis of a hierarchical group represented as a chain of inner tilings, each being “good” in terms of cluster analysis. The assessment richness of the transport network partitioning into the transport hubs is analyzed using a computational experiment.

The article considers the problem of increasing the efficiency of shipbuilding production on the basis of pipe manufacturing technologies by design information. The reasons that prevent the manufacture of pipes by design information and possible ways to eliminate them are analyzed. Great attention to the manufacture of pipelines is explained by the significant amount of pipeline work, which makes 10-12% of the total labor intensity of building a ship, and on some projects - up to 14-17%. At the same time, the share of pipes manufactured in advance does not exceed 40%. The solution of the problem is considered in a historical retrospective taking into account modern realities, because the development and improvement of the technology of pipe production is one of the main important directions in the development of shipbuilding not only in Russia, but also in the world. Significant changes in the technology are associated with the widespread use of computing devices to improve the computer-aided design, technological preparation of production and the manufacture of pipelines according to design information. There has been carried out comparative analysis of pipe production efficiency using pipe bending machines, bent segments and straight sections. To form the pipe configuration, it is proposed to retain the traditional technology of pipe bending using pipe bending machines. Directions for further research in this area are identified and solutions are proposed, the implementation of which will help reduce construction time, reduce labor intensity and increase the productivity of pipeline work when fulfilling shipbuilding orders. Ensuring the reliability of design information is aimed at increasing the proportion of pipes manufactured in advance, regardless of the functional purpose of pipelines.

The article highlights the study of the influence of wind parameters and operating modes of the propulsion plant on the quality indicators of motion control of the vessel with a paddle type propulsion and steering system. The dynamics of the vessel motion is considered on the basis of a mathematical model of a paddle vessel. Wind action has a significant impact on the dynamic characteristics of the vessel due to its design features: flat bottom, shallow draft, large windage. The effect of apparent and true wind with both constant and variable wind parameters and operating modes of the propulsion plant is analyzed. Conclusions are drawn about the limits of the vessel controllability for various parameters of motion and wind action. The operability area of the vessel control system is constructed depending on the direction and speed of the wind. It is noted that a change in the speed of the vessel leads to a change in the parameters of the apparent wind, which in turn affects the dynamics of the vessel. To compensate for the effect of wind changes there is proposed an algorithm for changing the speed of the vessel while keeping a given optimal trajectory under wind impact. The algorithm is designed subject to the control of the ratio of the rotational speed of the propeller wheels, without taking into account the impact of the thruster. A computer simulation of the ship’s movement was performed with a changing speed of movement and different parameters of the wind effect, taking into account the proposed algorithm. The proposed control algorithm makes it possible to compensate for the effect of apparent wind in transient operating modes of the propulsion plant, to ensure movement along a given trajectory and to improve the accuracy of ship control.
