The article presents the results of a survey of organizations – founders of business companies created for the commercialization of the founders' developments. The issues of creating and using scientific and technological reserves in the founder organizations, the role of infrastructure units in supporting the activities of business companies and the founders' assessment of the conditions for the activities of small innovative enterprises are considered. The changes that have occurred in the assessment of various factors affecting the activities of small enterprises, the development trends of the small innovative enterprises sector are shown.

The article presents the characteristics of the Bank payment obligation (BPO) in the framework of international trade in order to study one of the new and promising forms of non-cash payments. Special attention is paid to the specifics of this form of payment, its positive and negative sides. In addition, to clarify the importance and significance of Bank payment obligations in the context of international trade relations, the statistics of its use at the international level. At the same time, the question of the effectiveness of the Bank payment obligation in Russia and the prospects of its widespread use as an analogue of traditional forms of non-cash payments remains debatable. Moreover, taking into account the innovative nature of this new payment instrument, the problem of the correct legal regulation of the Bank payment obligation remains open.

Patent law, which arose at the beginning of the industrial revolution and protects the rights of the patent holder solely on the territory of patenting, does not apply to inventions used in outer space. Space is not included in any patenting territory. It is necessary on a new basis to form the space law on the protection of innovative solutions, which will take into account the uncertain time between the filing of an application for an invention and its first use in space. Now it often exceeds the generally accepted period of validity of patents. For space patents, it is advisable to establish their validity for at least 50 years from the date of first use. All outer space, including all objects located in it, is proposed to be declared a single patent territory. It is necessary to exclude duties on the maintenance of patents used in space flights, if they are used only by the developer or are transferred to them for free leasing.

The present study reveals the trends and features of the current state of financing the foreign countries’ transition to a new «green» economic growth model. To summarize the contemporary experience of countries’ integration into public administration practice the approaches and standards in the field of «green» investments financing.The subject of the study is the set of measures implemented by countries to develop sources of finance for «green» economy projects.Tasks: 1) to consider the principal directions of the «green» investments state policy support, its purpose, and the tools used; 2) to identify the market’s role in the «green» economy financing; 3) to clarify the main issues constraining private investments in «green» projects. The countries’ approach to «green» economic growth financing is examined in the present paper by means of common methods of scientific knowledge.There reviewed the arguments justifying the government support for «green» investments. There revealed the problems constraining the market «green» financing development and speculations about their origins. The study concludes that the countries’ economic policies are aimed at improving the existing model’s efficiency, not at the transition to the new «green» economy model. Thus, through the state support tools, there being generated strong signals signifying the creation of favorable market conditions for the functioning of a new economy sector – the sector of «green» technologies.

The article is devoted to the study of interethnic attitudes of people of different nationalities in the labor sphere. Based on the data of 24-s wave of RLMS-HSE, interviews and focus groups, we study the readiness to accept a boss of a different nationality, as well as factors affecting the perception of a foreign boss (gender, age, education, profession, marital status, type of settlement and economic conditions).

A method for diagnosing and monitoring the blood microcirculation state has been developed, including the use of the specially developed and registered for clinical use of the device OKO Capillaroscope for non-invasive non-contact video recording under a large increase in blood flow in the microvessels of the bulbar conjunctiva of the human eye using special software that allows: to measure the speed of red blood cells in individual arterioles, venules and in the main preferred channels; to fix in the microvessels the possible presence of sludge syndrome, stasis of the erythrocyte movement; to evaluate the number and shape of capillaries, the presence of arteriolar-venular anastomoses, the identity of blood flow in the microvessels of the conjunctiva in the right and left eyes; measure arteriole diameters and venules. The method is aimed at a clinical study of the parameters of the microcirculation of the conjunctiva at rest, which allows extrapolating the recorded parameters of the intravascular (rheological) part of the microcirculation system to the state of the microhemodynamics of the whole organism, which reflects the state of general homeostasis. The method can be applied to control and monitor the general condition of a person or patient in any research in experimental, sports or therapeutic purposes, since the determined digital parameters of microcirculation allow to assess the general condition of a person, the response to physical activity and predict the development of any general or local degenerative changes in the patient’s body.

The paper presents the examination of causation of the emergence of the category «homeless» from the standpoint of social science, certain aspects of the given category of citizens «homeless», are some of the features of socialization of this disadvantaged category of citizens in the Russian society, but also reveals the characteristic features and the current state of the position in society of the homeless. Approximate data on the number of homeless citizens in the world and in Russia in particular are given.On the basis of statistical data obtained by the complex of technologies of system and structural-fac-tor analysis over the past decade, the examination of cause-and-effect relationships of increasing the number of homeless in the Central part of Russia and the effectiveness of social protection institutions to provide homeless citizens, as well as the activities of the Center for social adaptation. E. Glinka Moscow and St. Petersburg state institution «center of registration and social services of citizens of the Russian Federation without a certain place of residence».In conclusion, the author concludes that it is necessary to introduce modern technologies in the pro-cess of population censuses and provides practical recommendations for the introduction of a new format of statistical research that will help to save public funds in the preparation and conduct of the all-Russian population census in 2020.

The sowing unit is one of the main devices of any planter, determining the quality of sowing, especially when it comes to the sowing unit of the central dosing. The article describes the proposed technological scheme of sowing of difficult seeds with a pin-disc type metering device. Its feature is the presence of an activator of seed outflow from the bunker. The proposed apparatus is capable of dispensing hard-to-sowing seeds with high quality, which include most of the seeds of cereal grasses (and not only). An original technique and a specially developed laboratory setup for assessing the longitudinal uniformity of seeding are described. The essence of the technique consists in sowing seeds on a moving horizontal platform with sectors of the same size. With its use, time and labor costs for conducting experiments are significantly reduced. The results of theoretical and experimental studies to determine the optimal design and operational parameters of the proposed device are given. Analysis of the results of the research is presented herewith.
