Purpose

Just-in-Time (JIT) arrival in the context of port calls can be used to reduce fuel and emissions to achieve environmental targets. The purpose of this paper is to study the implementation process of the Pre-booking Berth Allocation Policy (PBP) and analyze the effectiveness of this policy for the implementation of JIT in port calls.

Design/methodology/approach

The study deploys a single case study approach to empirically analyze port authority’s transition from a first-come-first-served (FCFS) arrival policy to the PBP. Observations, interviews and documents were used to collect data during 2020–2022. The analysis deployed the capability, opportunity, motivation and behavior model.

Findings

The transition from FCFS to PBP requires an inter-organizational approach, engaging external actors to manage diverse needs and preferences. This fosters effective transition and addresses conflicting interests. The PBP enables JIT arrival, enhancing operational and environmental performance, but faces barriers such as resource dependency and lack of trust. Information sharing capability among the actors, supported by Port Community Systems and adjusted operating rules, is crucial. Moreover, the PBP facilitates integration between sea and hinterland transportation, improving planning and efficiency across maritime transportation chains.

Research limitations/implications

The single case study limits the generalizability of the findings.

Practical implications

Implementing the PBP is complex and demands careful planning from managers. Involving port call actors in the transition is helpful for port managers because they provide valuable feedback and highlight overlooked issues.

Originality/value

Five propositions are suggested to highlight the role of inter-organizational collaboration, information sharing and overcoming barriers such as resource dependency to successfully realize the benefits of JIT in maritime transportation chains.

Purpose

Design Science (DS) is a relatively new paradigm for addressing complex real-world problems through the design and evaluation of artifacts. Its constituent methodologies are currently being discussed and established in numerous related research fields, such as information systems and management (Hevner et al., 2004). However, a DS methodology that describes the “how to” is largely lacking, not only in the field of OM but in general. The Theory of Constraints (TOC) and its underlying thinking processes (TP) have produced several novel artifacts for addressing ill-structured real-world operations problems (Dettmer, 1997; Goldratt, 1994), but they have not been analyzed from a DS research standpoint. The purpose of this research is to demonstrate how TOC’s thinking process methodology can be used for conducting exploratory DS research in Operations and Supply Chain Management (OSCM).

Design/methodology/approach

A case study of spare parts replenishment illustrates the use of TOC’s thinking processes in DS to structure an initially unstructured problem context and to facilitate the design of a novel solution.

Findings

TOC’s thinking processes are an effective methodology for problem-solving DS research, enabling the development of novel solutions in initially unstructured and wicked problem situations. Combined with structured CIMO design logic TOC’s thinking process offers a systematic method for exploring wicked problems, designing novel solutions, and demonstrating theoretical contributions.

Research limitations/implications

The implication for research is that TOC’s thinking process methodology can provide important elements of the lacking “how to” methodology for DS research, not only for the field of OM but in general for the field of management.

Practical implications

The practical outcome of the research is a novel design for dynamic buffer-based replenishment that extends beyond organizational boundaries.

Originality/value

This work shows how the thinking processes can be used in DS research to develop rigorous design propositions for ill-structured problems.

Purpose

The postponement principle concerns defining when and where value is added, usually referring to hardware components for physical products. However, in modern supply chains, software’s importance is increasing, impacting the timing and location of value-adding operations. Lacking insights into software-driven implications for postponement, we aim at elaborating on the postponement principle by contextualizing its evolution when integrating different objects (i.e. hardware and software).

Design/methodology/approach

We adopted an abductive approach to elaborate on the existing knowledge with original empirical insights. A single-case study with four subcases allowed us to explore postponement dimensions in the context of a global high-tech enterprise offering products that integrate hardware and software objects. As global supply chains involve multiple jurisdictions with heterogeneous regulations, we also analyzed in depth the emerging fiscal and legal implications.

Findings

Besides where and when value is added, the study illustrates that deciding who (i.e. what legal entity) is carrying out what operation on what kind of object is highly important. Moreover, fiscal and legal implications for the various legal entities strongly depend on what operations are executed and in which jurisdiction (where). The study identifies critical interrelationships among postponement dimensions when integrating hardware and software objects, highlighting the importance of understanding and managing their reciprocity with the emerging fiscal and legal risks.

Originality/value

We elaborate on the postponement principle by contextualizing its applications when integrating hardware and software objects in global supply chains, which include multiple jurisdictions. By formalizing the impact of the who dimension, the study contributes to developing the interorganizational perspective for postponement. Moreover, it extends the traditional cost perspective for postponement beyond the trade-off between responsiveness and cost-efficiency, suggesting that firms applying global postponement should extend their focus to also examine fiscal and legal risks for all the legal entities involved.

Purpose

This paper aims to use Bayesian network (BN) methodology complemented by machine learning (ML) and what-if analysis to investigate the impact of digital technologies (DT) on logistics service quality (LSQ), employing the service quality (SERVQUAL) framework.

Design/methodology/approach

Using a sample of 244 Italian firms, this study estimates the probability distributions associated with both DT and SERVQUAL logistics, as well as their interrelationships. Additionally, BN technique enables the application of ML techniques to uncover hidden relationships, as well as a series of what-if analyses to extract more knowledge.

Methodologically, we pioneer the integration of BN with ML techniques and what-if analysis, thus exploring innovative techniques to be used in logistics and supply-chain studies.

Towards a critical realism synthesis of configurational and middle-range theorising 将配置理论与中程理论进行批判现实主义综合

Purpose

We present configurational theorising as a novel approach to developing middle-range theory in two steps: (1) we illustrate configurational theorising as a new form of supply chain inquiry by connecting its philosophical assumptions with a methodological execution, and (2) we generate new insights underpinning a middle-range theory for supply chain resilience.

Design/methodology/approach

We synthesise information from a range of sources and invoke ‘critical realism” to suggest a five-phase configurational theorising roadmap to develop middle-range theory. We demonstrate this roadmap to explain supply chain resilience by analysing qualitative data from 22 organisations within the Australian food supply chain.

Findings

Coopetition and supply chain collaboration are necessary causal conditions, but they need to combine with either supply chain agility or multi-sourcing strategy to build supply chain resilience. Asymmetrical analyses showed that the simultaneous absence of supply chain collaboration, supply chain agility and multi-sourcing results in low supply chain resilience, but coopetition was indifferent to low supply chain resilience. Similarly, high supply chain resilience is possible with the non-presence of supply chain agility and multi-sourcing.

Research limitations/implications

The configurational middle-range theorising roadmap presented and empirically tested in this paper constitutes a substantial advancement to both theory and the methodological domain.

Originality/value

This is the first attempt at developing a middle-range theory for supply chains by explicitly drawing on configurational theorising.

Purpose

The objective of this paper is to further the understanding of netnography as a research method for supply chain academics. Netnography is a method for gathering and gaining insight from industry-specific online communities. We prescribe that viewing netnography through the lens of the supply chain will permit researchers to explore, discover, understand, describe or report concepts or phenomena that have previously been studied via survey research or quantitative modeling.

Design/methodology/approach

To introduce netnography to supply chain research, we propose a framework to guide how netnography can be adopted and used. Definitions and directions are provided, highlighting some of the practices within netnographic research.

Findings

Netnography provides the researcher with another avenue to pursue answers to research questions, either alone or in conjunction with the dominant methods of survey research and quantitative modeling. It provides another tool in the researchers’ toolbox to engage practitioners in the field.

Originality/value

The development of netnography as a research method is associated with Robert Kozinets. He developed the method to study online communities in consumer behavior. We justify why this method can be applied to supply chain research, how to collect data and provide research examples of its use. This technique has room to grow as a supply chain research method.

Governance requirements in supply chain finance: the need for a dual-layered semipermeable boundary 供应链金融的治理要求:需要双层半渗透边界

Purpose

The purpose of this study is to define and investigate the governance requirements of supply chain finance (SCF).

Design/methodology/approach

A qualitative analysis of 849 news articles published in UK newspapers (2000–2022) using the Gioia method.

Findings

SCF governance relies on developing capacities for reflexive scrutiny at two stages: (1) prior to entering into an SCF relationship and (2) during its operation. Based on the notion of SCF as a complex adaptive system, we theorise SCF governance requirements as a dual-layered semipermeable boundary. The semipermeability of the two layers allows for a dynamic exchange between the SCF system and its environment. The first layer is the capacity to selectively enable or control the entry and access of certain actors and practices into the SCF system. The second layer is a capacity for ongoing scrutiny of the SCF operation and its development. Further, we identify five aspects of governance to be enabled, i.e. enhancing adaptability, building confidence, improving efficiency, advancing technology and promoting transparency; and four aspects to be controlled, i.e. preventing abuse of power, curbing fraud risk, constraining operational risk and restricting risky extensions to SCF practices.

Practical implications

Our dynamic framework can guide supply chain (SC) members in making decisions about whether to participate, or continue to operate, in an SCF relationship. Moreover, the findings have implications for policymakers and authorities who oversee entry/access and the involvement of SCF providers, particularly, fintech firms.

Originality/value

The study contributes to both the SC and governance literature by providing a systematic analysis of what SCF governance has to accomplish. Our novel contribution lies in its analysis of SCF governance based on a complex adaptive system approach, which expands the existing literature where SCF is described in rather static terms. More specifically, it suggests a need for a dynamic duality of SCF governance through the semipermeable boundary that selectively enables and controls certain SCF actors and practices.

Evaluating spatial inequity in last-mile delivery: a national analysis 评估 "最后一英里 "配送的空间不平等:全国性分析

Purpose

Despite large bodies of research related to the impacts of e-commerce on last-mile logistics and sustainability, there has been limited effort to evaluate urban freight using an equity lens. Therefore, this study proposes a modeling framework that enables researchers and planners to estimate the baseline equity performance of a major e-commerce platform and evaluate equity impacts of possible urban freight management strategies. The study also analyzes the sensitivity of various operational decisions to mitigate bias in the analysis.

Design/methodology/approach

The model adapts empirical methodologies from activity-based modeling, transport equity evaluation, and residential freight trip generation (RFTG) to estimate person- and household-level delivery demand and cargo van traffic exposure in 41 U.S. Metropolitan Statistical Areas (MSAs).

Findings

Evaluating 12 measurements across varying population segments and spatial units, the study finds robust evidence for racial and socio-economic inequities in last-mile delivery for low-income and, especially, populations of color (POC). By the most conservative measurement, POC are exposed to roughly 35% more cargo van traffic than white populations on average, despite ordering less than half as many packages. The study explores the model’s utility by evaluating a simple scenario that finds marginal equity gains for urban freight management strategies that prioritize line-haul efficiency improvements over those improving intra-neighborhood circulations.

Originality/value

Presents a first effort in building a modeling framework for more equitable decision-making in last-mile delivery operations and broader city planning.

Purpose

This editorial for the 6th World Conference on Production and Operations Management (P&OM) 2022 Special Issue delves into the transformative role of advanced artificial intelligence (AI)-driven chatbots in reshaping operations, supply chain management and logistics (OSCM). It aligns with the conference’s theme of exploring the intersection between P&OM and strategy during the Technological Revolution.

Design/methodology/approach

Utilizing a conceptual approach, this paper introduces the “ERI Framework,” a tool designed to evaluate the impact of AI-driven chatbots in three critical operational dimensions: efficiency (E), responsiveness (R) and intelligence (I). This framework is grounded in disruptive debottlenecking theory and real-world applications, offering a novel structure for analysis.

Findings

The conceptual analysis suggests immediate benefits of chatbots in enhancing decision-making and resource allocation, thereby alleviating operational bottlenecks. However, it sees challenges such as workforce adaptation and potential impacts on creativity and sustainability.

Practical implications

The paper suggests that while chatbots present opportunities for optimizing operational processes, organizations must thoughtfully address the emerging challenges to maintain productivity and foster innovation. Strategic implementation and employee training are highlighted as key factors for successful integration.

Purpose

To assess the introduction and performance of light electric freight vehicles (LEFVs), more specifically cargo cycles in major 3PL organizations in at least two Nordic countries.

Design/methodology/approach

Case studies. Interviews. Company data on performance before as well as after the introduction. Study of differing business models as well as operational setups.

Findings

The results from the studied cases show that LEFVs can compete with conventional vans in last mile delivery operations of e-commerce parcels. We account for when this might be the case, during which circumstances and why.

Research limitations/implications

Inherent limitations of the case study approach, specifically on generalization. Future research to include more public–private partnership and multi-actor approach for scalability.

Practical implications

Adding to knowledge on the public sector facilitation necessary to succeed with implementation and identifying cases in which LEFVs might offer efficiency gains over more traditional delivery vehicles.

Originality/value

One novelty is the access to detailed data from before the implementation of new vehicles and the data after the implementation. A fair comparison is made possible by the operational structure, area of delivery, number of customers, customer density, type of packages, and to some extent, the number of packages being quite similar. Additionally, we provide data showing how city hubs can allow cargo cycles to work synergistically with delivery vans. This is valuable information for organizations thinking of trying LEFVs in operations as well as municipalities/local authorities that are interested.
