Braking of the tractor-semi-trailer set in a rectilinear motion 牵引车-半挂车的制动设定为直线运动

Because of the increasing share of cargo movement using road transport, the issue of safety hazards related to the movement of trucks and road sets remains an essential element of the overall road safety system. Braking is the primary defensive maneuver in accident situations. The main purpose of this work is to present a simulation method for assessing potential hazards occurring during the braking of an articulated vehicle (tractor-semitrailer combination). A relatively simple, quasistatic mathematical model of road vehicle set braking was presented. Several qualitative and quantitative criteria for safety evaluation were proposed, and a series of exemplary calculations illustrated with time characteristics of the quantities describing the road vehicle set movement. These calculations show that the proposed method may be helpful for the assessment of braking safety depending on the selected factors relating to the operational condition (the way the trailer is loaded, failure of the brake system, road surface condition).

Rail transport as an element of the national defense security 铁路运输作为国防安全的一个组成部分

One of the main areas of national security is defense security. Its provision requires many various activities of a political and military nature. An important role is played by the ability to move forces and resources at the army's disposal within the territory of the country and outside it by various modes of transport. From the perspective of current conditions, the expansion of transport networks of all modes of transportation is necessary to ensure the required conditions for the movement of people and the transport of armaments and military equipment, meet the living needs of the population and the possibility of its evacuation, support the Polish Armed Forces and allied forces in the event of a crisis or war. A modern railway network enables the development of the Polish economy and strengthens its link with the world economy. It is also an essential component of national security, the national defense system, and the territorially balanced development of the country. Modern transport infrastructure, modernized rolling stock, and integrated transport management systems reduce costs in the economy while lowering the pressure on the environment. Systematic improvement of transport infrastructure is one of the primary challenges for the nation's development, not only from the economic perspective but also plays a priority role concerning national defense security. The aim of the article is to identify the essence and importance of rail transport for ensuring national defense security. The research problem undertaken has been specified in the following form: To what extent does the development of rail transport affect the national defense security, and what actions should be taken to improve military mobility in rail transport? The material uses several research methods, the leading of which were: literature query, analysis, and synthesis, abstraction, and inference methods. The adopted approach made it possible to obtain a cross-sectional character of the considerations while providing the basis for further, extended research on this highly complex problem.

The fluidity of air traffic depends mainly on the coherence of the minimum separation requirements between aircraft in the airspace and the advanced exchange of air traffic information obtained through the interoperability of ATM systems and surveillance data exchange systems between aircraft and ATM system. In the paper on the implementation of unified global solutions, ICAO indicated that the key requirement is that the functions of on-ground ATM systems concerning the source of information surveillance (aircraft position). ICAO encourages the widespread use of ADS-B technology (Automatic Dependent Surveillance – Broadcast). The paper presents the concept of using ADS-B, analyzes the problems resulting from the need to ensure interoperability, and shows the results of measurements and analyzes of the actual equipment level of aircraft operating from two airports in TMA Warsaw: Warsaw Chopin Airport (EPWA) and Warsaw Modlin (EPMO). In summary, the authors refer to the level of meeting the requirements of the ADS-B equipment in the context of formal and legal requirements and the time remaining until the published requirements are fully applicable.

Civil Aviation Flight Safety: Pilot Properties Soft Computing 民航飞行安全:飞行员特性软计算

The commercial competition leads to aviation accidents. It forces airlines to reduce the cost of purchasing, leasing, and maintenance of aircraft. The air carrier saves on professional training of personnel, on an arbitrary increase in the workload standards, on the use of flight crews with minimal and untenable experience in chronic fatigue conditions. Theory and methods of the characteristics of specialists remain uncertain. Statistical data and expertise may be piecewise-defined, inaccurate, and inconsistent. To calculate the dependability of flight crews based on workload and experience, it is necessary to establish indicators and values of acceptable accuracy using fuzzy measures. It is proposed soft computing, statistical and expert methods for calculating the properties of a person and social groups in the management of dangerous professions. This makes it possible to calculate the dependability of the pilot properties with an assessment of flight safety risk levels for making management decisions. The results of the work are new standards for the workload of flight crews recommended for civil aviation. Results are obtained in qualitative methods for calculating efficiency, security, and risk states in the management of organizational objects as airlines. We obtained indicators for air transport risk management standards and decision-making tools. Calculated indicators of pilot dependability values are a model for developing the airline's strategy, for quantitative assessments of flight specialists, standardizing professional activities, and managing training costs.

Classification of innovative wheelchair constructions with the option of transport via stairs 创新轮椅结构的分类,可选择通过楼梯运输

Modern transport systems are developed following universal design, considering the requirements of people with disabilities. Despite the detailed legal regulations in construction and industry, there are still many barriers, e.g., architectural barriers, making it challenging to move around in wheelchairs. Designs of wheelchairs with special capabilities provide a chance to overcome these barriers. The article aimed to present various methods of climbing stairs by wheelchairs with special abilities. The review of works was related to the research work of the scientific team from the Faculty of Transport of the Warsaw University of Technology. Against the background of other works, the author's own design solution was presented.

Formal and legal conditions for the performance of air operations in the Polish airspace by foreign aircraft 外国飞机在波兰领空进行空中作业的正式和法律条件

The article reviews selected provisions of international, EU and national aviation law concerning the requirements and conditions of international flights by aircraft users and air carriers. The procedures and the process of verification of verification of compliance with formal and legal requirements determining the possibility of crossing the state border by a foreign (civil and military) aircraft in order to perform a transit flight in the Polish airspace or to land on the territory of Poland were also characterized. The author pointed out the entities participating in the process of deciding on the possibility of a foreign aircraft to perform an air operation in FIR Warsaw, specifying the scope of their competence and presented the activities of a specialised organisational unit of the Polish Air Navigation Services Agency (PANSA), responsible for initial processing of flight data.

Assessment of the usability of the EUSAMA and the phase angle method in examining the condition of shock absorbers installed in a vehicle 评估EUSAMA和相位角法在检查车辆减震器状况中的可用性

The article is a continuation of the author's earlier considerations concerning the methods of testing shock absorbers installed in the vehicle. The work concerns the analysis of the usability of two methods: the EUSAMA method and the phase angle method. The first one examines the minimum ratio of the force in contact between the wheel and the vibration-inducing plate (on which the wheel of the tested suspension rests) and the static value of this force. The second one uses the minimum of the phase shift angle between the excitation (vertical movement of the said plate) and the force in contact between the tire and this plate for diagnosis. Two linear quarter-car models and their description in the frequency domain were used to evaluate two analyzed methods. For both evaluated methods, the monotonicity of the dependence of the diagnostic parameter on the diagnosed one (damping in suspension) is visible; in the case of the phase angle method it is close to linear. The correction of the results related to the inertia of the vibration-inducing plate was considered. The calculations were made for two typical data sets: for the front and rear suspension of a middle-class passenger car. They allow a general qualitative and (to a limited extent) quantitative assessment of the usefulness of the analyzed methods. For the EUSAMA method, the test result has a noticeable effect of the inertia of the vibration-inducing plate. This confirms the legitimacy of correcting the force measured in the diagnostic stand. Values without correction are more optimistic. For cars with a low weight or a lightly loaded road axle (especially the rear axle) of heavier vehicles, low values of the diagnostic parameter are obtained, suggesting a bad condition of the shock absorbers, which is not confirmed by their examination in the state removed from the vehicle. In the second assessed method, there are clear differences between the values of the phase angle obtained based on testing the force in the wheel-plate contact and those obtained for the analysis of the force measured in the test stand. Therefore, the correction for the value of the station plate inertia force is significant. Values without correction are more pessimistic, although it is not justified in the condition of the tested vehicle. The works cited in the article describe several practical drawbacks of the phase angle assessment method. The work concerns the analysis of the usability of two methods: the EUSAMA method and the phase angle method. The first one examines the minimum ratio of the force in contact between the wheel and the vibration-inducing plate (on which the wheel of the tested suspension rests) and the static value of this force. The second one uses the minimum of the phase shift angle between the excitation (vertical movement of the said plate) and the force in contact between the tire and this plate for diagnosis. Two linear quarter-car models and their description in the frequency domain were used to evaluate two analyzed methods. For both evaluated methods, the monotonicity of the dependence of the diagnostic parameter on the diagnosed one (damping in suspension) is visible; in the case of the phase angle method it is close to linear. The correction of the results related to the inertia of the vibration-inducing plate was considered. The calculations were made for two typical data sets: for the front and rear suspension of a middle-class passenger car. They allow a general qualitative and (to a limited extent) quantitative assessment of the usefulness of the analyzed methods. For the EUSAMA method, the test result has a noticeable effect of the inertia of the vibration-inducing plate. This confirms the legitimacy of correcting the force measured in the diagnostic stand. Values without correction are more optimistic. For cars with a low weight or a lightly loaded road axle (especially the rear axle) of heavier vehicles, low values of the diagnostic parameter are obtained, suggesting a bad condition of the shock absorbers, which is not confirmed by their examination in the state removed from the vehicle. In the second assessed method, there are clear differences between the values of the phase angle obtained based on testing the force in the wheel-plate contact and those obtained for the analysis of the force measured in the test stand. Therefore, the correction for the value of the station plate inertia force is significant. Values without correction are more pessimistic, although it is not justified in the condition of the tested vehicle. The works cited in the article describe several practical drawbacks of the phase angle assessment method. The concept of logistics facilities database in the EPLOS system EPLOS系统中物流设施数据库的概念

The paper presents results of research on the needs of TSL companies in the field of information on logistics facilities, analysis of existing databases containing such information as well as the concept of a structure of databases on logistics facilities in the EPLOS system. There were also made assumptions regarding the scope of information obtained from existing databases and requirements for them. The EPLOS system - European Portal of Logistics Services is a tool supporting the planning of logistics processes. It also supports the implementation of these processes by providing entities operating in the TSL market with current and verified data on operations in a given area of logistics companies, as well as the availability of point and linear logistics infrastructure. EPLOS system is created as part of a project financed on the initiative of EURE-KA.

Legal aspects of airport slot allocation: a challenge for the European Union 机场时段分配的法律问题:对欧盟的挑战

With the increase in the number of operations performed at airports in European Union countries,the problem of allocation of airport slots is becoming more apparent. Legal regulations in this respect wereadopted over two decades ago, which means that they are not suitable for the contemporary reality ofcommercial aviation, which has undergone a huge change during the indicated period. This article aims toanalyze the current legal framework for the allocation of slots at the level of international law, with particularemphasis on the European Union law. The main reasons affecting the urgent need to amend the provisions inthe presented scope will be discussed. These issues include, for example, the problem of slot trading betweenair carriers. Also, the impact of the EU response to COVID-19 epidemic on the air carrier’s situation inrelation to slots will be outlined. Selected examples illustrating difficulties in applying EU rules will also beanalyzed in detail. The summary will be followed by an indication of key de lege ferenda postulates in thediscussed area.

Requirements for wood products used in railway transport 铁路运输用木制品要求

Precast concrete sleepers are commonly used in the construction of railways. They have many advantages and features that have made them a permanent element of the railway infrastructure. However, wooden sleepers are still used; they have many advantages, such as good vibration damping and temperature resistance. Due to their weight, they are used on routes where there is a problem with the trackbed. Economics is also one of the reasons for their use. Wood is a natural material that decomposes under the influence of biological and environmental factors without adequate protection. It is, therefore, necessary to adequately protect wood material against the effects of the environment in which it is used. The paper discusses the requirements that must be met by wooden products used to build the railway pavement. The types of wood from which the wooden materials of the railway superstructure are made are presented. The structure of wood and the properties of hard and soft wood were also discussed. The current regulations and standards classifying the kinds and types and dimensions of wood materials and regulating the requirements for wood materials of the railway superstructure are also presented. Issues arising from the ambiguities and shortcomings of these provisions and standards were also raised. The process of impregnating wood materials of the railway pavement with creosote oil using the Rüping vacuum-pressure method was also discussed. These types of oil are not neutral to the environment, especially those of the older generation that contained large amounts of highly toxic and carcinogenic substances, especially benz-a-pyrene. The analyzed material shows that there are some deficiencies as to the brightness, exact and explicit requirements for wood and impregnation. This is a certain problem for the entire range of products used.
