Review of risk assessment tools and techniques for selected aspects of functioning aerodrome operator 检讨机场营办商运作方面的风险评估工具和技术

The safety risk management is crucial for aviation industry companies. Each of aviation organizations (i.e. airlines, aerodrome operators, General Aviation entities, etc.) has different specificity and deals with different factors. Numerous studies on safety risk management have been conducted, however authors of presented paper have seen a need to review one of the its numerous aspect - the risk assessment from the perspective of aerodrome operator. The variety of risk assessment tools and techniques gives many possibilities, but can also cause disarray if rules or selection criteria for their use have not been developed. The aim of the article is to present the risk assessment tools and techniques, that may be the most beneficial and useful for selected safety aspects of aerodrome functioning. For this purpose, existing risk assessment techniques and tools were collected and briefly reviewed, as well as their usefulness for the aerodrome operator was verified according to the proposed issues related to the safety of aerodrome operations. Analysis have shown that a manual summarizing and reviewing risk assessment tools and techniques could be useful for aerodrome operators.

Possibility to use a dual-drive locomotive type 111DE for passenger transport in the territory of Poland 在波兰境内使用111DE型双驱动机车进行客运的可能性

The vast majority of passenger rail transport in Poland is carried out by vehicles powered by electric traction. In case when a train needs to pass through a non-electrified section of the line, it is necessary to use an electric traction-independent vehicle, which, translated into the current situation, means using a vehicle with an internal combustion engine. The authors propose using a dual-drive 111DE locomotive for passenger rail transport, which can move on electrified and non-electrified railway lines. The article also presents data on the railway infrastructure and statistics on passenger rail transport in Poland. Considerations and justification for the use of a dual-drive vehicle are presented.

Practice of geo-radar research in the Republic of Kazakhstan 哈萨克斯坦共和国地质雷达研究实践

The article considers the issues of applying ground penetrating radar (GPR) technologies for engineering purposes concerning subsurface research. It describes the field of application of GPR research during road construction and operation and the advantages and disadvantages of this type of engineering survey. It presents comparative data on the accuracy (inaccuracy) of existing GPR control methods applied to determine the thickness of the monolithic pavement layers in Europe, CIS, and the USA. The main provisions of the GPR survey procedure are described, including four main stages: the analysis of initial materials of surveyed section and equipment preparation; GPR survey; geological verification; processing and interpreting of radargrams; and the preparation of a report. Geophysical works were performed using the geo-radar of the OKO series as part of the road measuring complex DVK-05 on the section of the Astana-Petropavlovsk A-1 highway with cement concrete pavement and on the section of the R-12 "Kokshetau - Atbasar" with asphalt pavement. The example of a radargram and the core sample of a cement concrete pavement taken during geological verification of the thickness of a monolithic layer is presented. Graphs of variation in the thickness of pavement layers by radargrams of longitudinal passages in the indicated road sections with the assumptions about the nature of the heterogeneity of the obtained values are given. The obtained results on the thickness of monolithic layers (cement concrete and asphalt concrete) were assessed on the criteria of quantitative deviation from the required standard value. Recommendations were provided to address positive deviations in the thickness of monolithic pavement layers at various stages of the road survey.

The issue of transport documentation circulation between logistic processes participants 物流过程参与者之间的运输文件流通问题

The performance of freight transport with the use of means of transport of various modes requires the completion of several documents accompanying the shipment. The documentation accompanying the load is often completed in paper form, which causes many errors and, as a result, problems with the effective implementation of transport processes. In the era of progressive digitization of information flow, the possibility of filling in documentation in electronic form and sending it between the IT systems seems necessary to increase the competitiveness of enterprises. The article aims to identify the problems and needs of participants in transport processes in terms of completing transport documentation, accessing this documentation during and after the transport, and sending this documentation between these participants. The analysis of the problems mentioned above and needs was made based on studies of industry literature, expert knowledge, and a survey conducted by participants in transport processes. Additionally, for the analysis, participants in the transport processes in all modes of transport were identified. The literature research and the survey of participants of transport processes in various modes of transport showed many problems they encounter daily in the circulation of transport documentation. The common denominator for these problems and needs is the necessity to fill in the transport documentation manually in many cases and also to send it between process participants using traditional mail. The literature review and the survey results indicate that maximizing digitization in terms of filling in and circulation of transport documentation would improve logistics processes. The measurable effects of digitization of selected elements of transport processes can already be observed thanks to the electronic exchange of EDI data between IT systems of participants in logistics processes.

Documents flow digitization in the supply chains 文件在供应链中数字化流动

The globalization of markets has resulted in the need to develop supply chains and ensure efficient connections between entities in various remote locations. The dissemination of information technologies has made it possible to increase the excellence of the supply chain, responding to the needs arising from globalization and thus influencing the efficiency of the processes carried out by optimizing the use of resources and implementing new management strategies. Information transfer between its links significantly impacts the supply chain's reliability, safety, and costs of material flow. The introduction of electronic communication significantly accelerated and facilitated the transfer of information and, in some areas, made it possible to abandon traditional paper documentation. Modern digital technologies such as blockchain have the potential to eliminate paper documentation while increasing the security and certainty of the transferred data. This article analyzes the current flow of information and documents in the supply chain. The article presents the characteristics of the supply chain operation in terms of the flow of information accompanying the flow of cargo and the digitization of document circulation in the digital supply chain in the context of using electronic data interchange (EDI) or blockchain. The ELECTRA tool was presented concerning the discussed area, which is being developed as part of the ongoing project (Electronic Waybill for Combined Transport and Forwarding) in the EUREKA initiative, financed by the National Center for Research and Development. This tool combines the latest technological solutions to improve the flow of transport documents. The article ended with a summary, pointing to the potential of using modern solutions and the lack of technological barriers. However, the existing legislative barriers were emphasized.

It stands for a big chunk of the transport market and global GDP, playing a crucial role in moving products of high value in relation to their weight, but also the backbone of overnight shipping and enabling e-commerce growth. This places air cargo as very dependent on overall economic deviations. As the world slowly exits the global pandemic state, each part of the aviation industry should be subject to analyses that confirm or contradict previous forecasts, thus helping to make correct business decisions by the relevant entities in the aviation industry. The following article is devoted to the analysis of the air cargo market. As a starting point, the article shows a general overview of the world's economy by pointing out the main variables that impact demand for air cargo and presenting forecasts on some of those. General air cargo market overview is the next subject. This part shows the latest trends connected with the general aviation market and the cargo part, outlining the general look. An overview of forecasts for the aviation market, coming from aircraft manufacturers, is the last of the analytical parts of this article, describing each entity's market outlook. Presented analyses were later used to determine trends most likely to show in coming years. The accurate description of those allowed for creating a coherent forecast of the air cargo market, with the calculation of actual cargo tonne-kilometers for oncoming years using a simple, multivariate forecasting method based on creating a historical data-driven model. Presented analyses were later used to determine trends most likely to show in coming years. The accurate description of those allowed for creating a coherent forecast of the air cargo market, with the calculation of actual cargo tonne-kilometers for oncoming years using a simple, multivariate forecasting method based on creating a historical data-driven model. Badania nad komfortem jazdy w tradycyjnym ujciu skupione s gwnie na ocenie oddziaywania drga mechanicznych na organizm czowieka. Nie s to jednak jedyne czynniki, ktre maj znaczcy wpyw na odczucia i zadowolenie pasaerw. W artykule przedstawiono metody oceny komfortu jazdy, ktre uwzgldniaj zarwno drgania mechaniczne, jak i haas, dla ktrych wymagania zostay okrelone w odpowiednich normach i przepisach. Ponadto, przedstawiono wyniki pilotaowych bada komfortu jazdy w wybranym pojedzie szynowym na podstawie dwch czynnikw wpywajcych na komfort jazdy. Ocenie podlega komfort wibracyjny i akustyczny. Do analizy drga wykorzystano metod spektraln zgodn z norm ISO 2631-1 oraz metod waon zgodn z pniejszym wydaniem normy. Zbadano te poziom rwnowanego poziomu dwiku korygowanego krzyw korekcyjn A, ktry zosta porwnany z wartoci dopuszczaln. W wyniku przeprowadzonych bada stwierdzono, e zarwno drgania jak i haas negatywnie wpyny na poziom komfortu w badanym pojedzie.

The current concept of air traffic control based on human work was created many years ago and is now approaching the limit of its performance. Therefore, new concepts for air traffic control are being sought. One of the ideas is to delegate the responsibility for ensuring separation between aircraft to aircraft crews. The issue of self-separation is quite a difficult task. Analysis of the literature concludes that the transition from one phase to another will occur in stages. This paper focuses on the transition period. The concept of a method of ensuring separation when changing traffic organization was proposed. A vital element of the separation method in the transition period is to define the negotiation and communication process between aircraft, which was presented in this paper.

The concept of improving safety on D-grade railway level crossings 提高d级铁路平交道口安全的概念

The article discusses the safety issue on railway level crossings, specifically emphasizing D-grade crossings, i.e., not equipped with any safety devices. Such crossings pose the most significant challenge to improving railway system safety. The lack of any warning or safety devices causes the safe passage through these crossings dependent only on the car driver his concentration and observation of legal requirements (especially enforcing stopping before the STOP sign). Due to that, it is suggested to introduce devices allowing for automatic identification and registration of violations by drivers. Recorded material will be handed over to the relevant authorities (e.g., Police, General Inspectorate for Road Transport), which will undertake appropriate actions. The article also attempts to assess the influence of such a solution on the number of accidents on given level crossings and their outcome, among others, on improving railway safety.

In the article, the authors presented the technical, technological, legal, and business conditions of the functioning of rail freight transport in the international transport market. The authors analyzed the literature, considering this area's most important national and international normative documents. An essential element of the considerations is the presented schematic concepts of models for various forms of rail freight transport. The main ways of organizing freight transport at the eastern border were also indicated. The reasons for barriers that negatively affect the competitiveness of rail transport with other modes of transportation, especially in international transport, were shown. The rail transport market has undergone many changes recently, including investments in railway infrastructure, the growing importance of intermodal transport, and support for a more sustainable transport system. The article indicates the reasons for the occurrence of barriers that negatively affect the possibilities of further development of railways and the competitiveness of rail transport with other modes of transportation, especially in international transport.
