Transport of hazardous carriage in road transport and threat there 道路运输中的危险运输及其威胁

The article presents problems related to organization, transport and factors affecting the state of safety during transport of dangerous goods by road. The reasons for the emergence of threats were identified, including legal and legislative conditions, economic and organizational conditions, psycho-motor conditions of drivers-vehicle operators transporting hazardous materials, characterized by the main reasons for the emergence of threats. This article has been prepared on the basis of data from the Chief Inspectorate of Road Transport for 2016, data from the Police Headquarters, available sources of information on the causes of road traffic hazards listed in the bibliography.

Institutional aspects of military engagement in the process of the European air traffic management system modernisation 军事介入在欧洲空中交通管理系统现代化进程中的体制方面

At the beginning of the 21st century, the European Union (EU) started work to modernise air traffic management systems and create a pan-European airspace independent of national borders. The initiated SES and SESAR programmes aim to better meet the forecasted needs of the air transport sector in the areas of safety, capacity, economic efficiency and environmental protection. These programmes are not directly applicable to military operations and training, but their implementation has a significant impact on the technical and operational issues of military aviation and the defence budgets of the EU Member States and NATO. Therefore, it is necessary to involve military authorities and experts at the earliest possible stage in all legislative and technological projects carried out under the SES initiative and the SESAR programme. The political views and decisions of allied and national military authorities regarding the Single European Sky are shaped by the institutional context in which they take place. This article reviews the participation of NATO and the European Defence Agency (EDA), the main organisations representing the military side in both programmes, and evaluates their contribution to the successful completion of the European air traffic management system reform projects.

Preference and expectation analysis of passengers in the International Airport Kraków–Balice 国际机场旅客偏好与期望分析Kraków-Balice

The number of passengers using airport services increases constantly. One of the most important factors driving the Polish air transport market is the development of low-cost carriers, which have currently a large market share, especially it concerns regional airports. Also it should be remembered that, as Poland started to be a member of the European Union, the air traffic has grown rapidly. It resulted in numerous investments in infrastructure, such as the creation of modem passenger terminals, access roads, parking lots, runways, aprons and modern systems navigation. At present, the system of civil airports in Poland consists of 15 units, which are competing with each other to get more passengers. Therefore, the purpose of the presented study was to analyze the preferences and expectations of passengers of the International Airport Kraków in relation to the airport itself as a main origin/ final destination point of travel by air transport and in relation to airlines operating at this airport. This analysis was based on factors, which determine passengers’ choice.

Dynamic interactions occurring inside special vehicles during operation 特种车辆在运行过程中发生的动态相互作用

Due to the dynamic development of road transport over the last thirty years, it has become necessary to monitor its impact on people and the surrounding environment. Vibrations as the main determinant of ride comfort, are one of the sources of negative impact of a vehicle on the human body. Determining the causes of vibrations in the driver's workplace and then suppressing them to acceptable levels may contribute to the reduction of many irreversible diseases in future users of the equipment. The authors reviewed the literature in relation to the currently used methods and discussed the impact of vibrations on drivers and special vehicle crews.

Standardization in the EU regulatory strategy concerning the development of the scope of UAS application 欧盟监管战略中关于无人机应用范围发展的标准化

The article discusses the subject of new European regulations regarding unmanned aerial vehicles (UAV), which define the rules for the use of UAV systems in the European airspace. The introduced legal framework defines the technical requirements for the UAVs, UAV categorization and classification of performed operations in terms of risk, UAV certification matters, rules for the introduction on the uniform European market and their supervision, as well as personnel conditions necessary to ensure compliance with the general requirements. These activities are aimed at development of the UAV market and integration with manned aviation in a safe and environmentally friendly way. The article presents the process of establishing the European regulatory structure for civil UAVs.

The publication contains comments about the future of vehicle drives. The essence of the development of electric drives and the specificity of the construction of electric vehicles are presented. The interest in vehicles powered by electric motors, despite the unquestionable long-term hegemony of vehicles with an internal combustion engine, is growing. This is due to the growing public awareness about the issues of shrinking fossil fuel resources and environmental pollution caused by internal combustion engines. The development of electrotechnics related to computerization gives car designers a wide field to develop the concept of an electric motor. With simultaneous market demand for vehicles with the lowest possible emissions, electric vehicles have found interest in the commercial market, and the value of this industry and the percentage share in the automotive market is gradually increasing.

The article presents how of wagons and the train equipped with new information technologies allows to reduce the queues and time of in/out charging. It has been indicated that this allows significantly decreasing the probability of being in the state connected with time of waiting for unloading (queue) especially after case of disturbance caused by random events, including environmental conditions, weather conditions or failures.

Analysis of the attention distraction of inexperienced drivers using a fuzzy model – research results 用模糊模型分析无经验驾驶员注意力分散的研究结果

Limiting the number and consequences of the traffic accidents is one of the most important goals of the EU policy for the road transport. Despite significant efforts in this area, the targets set for the 2010-2020 decade are unlikely to be achieved. This may be due to, inter alia, the increasing importance of the driver attention distraction as a factor contributing to their occurrence. In order to limit the effects of distraction, attempts are made to develop a method to detect such a state of a driver. The distraction of the driver affects the way he drives the vehicle. The authors in their earlier work conducted a research aimed at developing model for detecting states of distraction of the driver's attention, based on a change in the method of vehicle steering. The developed model uses fuzzy logic to detect distraction. This paper presents the results of this model's operation on a sample of 72 drivers, including 36 inexperienced drivers who were the main object of the tests.

Analysis of load capacity usage for aircrafts in regular airlines 常规航空公司飞机载重量使用情况分析

The rapid development of the air transport market in recent years, together with positive trends, brings also an amount of organizational problems related to, for example, strong congestion of airspace, lack of slots in large airports, etc. Such challenges point out the need to use every available kilo of aircraft load capacity. In such situation, an important component in the cargo transport gets to be the available load space of aircrafts, which operate on the regular airlines. In this article, the usage of such load space was analyzed. The research was done based on the data about baggage area filling of short- and medium-distance aircrafts, which operate from the selected Polish airport. This analysis shows the extent how aircrafts use their transport capacity. Strategies for managing passenger car fleets applied on the Polish market - research results 客车车队管理策略在波兰市场的应用——研究结果

Strategies used in passenger car fleets management are diverse in terms of choice of sources of vehicle financing, operational periods or service strategies, which is due to the specificity of individual enterprises and, above all, the industries they operate in. With this in mind, to develope a method for selecting vehicle replacement strategy, a survey regarding the fleet management strategy was carried out. Selected results of the survey are described in the paper. The questionnaires were filled in by 106 respondents people responsible for corporate vehicle fleets. The main areas covered by the questions are strategies regarding the usage period of vehicles in the company, human and IT resources for fleet management, as well as documents regulating the rules of using the company vehicles. In addition, the main criteria for selecting a car for a company were identified, as well as the methods of financing the purchase of vehicles and their maintenance strategies. The paper presents only selected research results.
