Based on the theory of industry growth pole, this paper analyzes the role of port to the economic growth of seaports, studies the character and trend of the industry development in Hebei seaports, and adopts mathematical analysis model to research the correlation between seaports' industries growth and port throughput, and then finds out the economic industry growth pole in seaports.

Three wastes fluidized mix combustion furnace is significant for improving enterprise production efficiency, energy-saving design can make the total wastes caused in the gasification process to be recovered and reused. This paper introduces how to choose three wastes fluidized mix combustion furnace,the core progress of production and the running conditions in details. new energy-saving design, solving the comprehensive management problem of production of exhaust gas, waste residue, waste ash, the security is higher, which will be the only energy saving way for synthetic ammonia produce system to solve problems of two coal becomes one, two furnaces becomes single.

In this paper, a fast inter-frame mode selection algorithm based on texture is proposed. The algorithm uses three model sets, the macro block level, the sub-macroblock level and the block level to divide all 7 inter modes. There are three methods of texture analysis to determine the best reference mode on the each level. The final decision is made by calculating the RDO-cost of the three optimal level models and choosing one with minimum cost. Experimental results comparing the proposed method with original show that this fast algorithm is more advanced and effective. The average encoding time is reduced by 60%, in some cases, by 70%, while PSNR and encoding bits are affected less.

Increasing the breadth and depth of student participation in teaching has been a hot issue of educational reform in China, but it is difficult for China's traditional high school teaching model of information technology to mobilize the enthusiasm and initiative of the students involved in teaching. Combined with the characteristics of participatory teaching, the corresponding teaching model is proposed based on the requirements of information technology course in high school. This model divides the students participation involved in teaching into three stages: participation in teaching design, participation in teaching process and reflection after school. The results show that student interest in learning is enhanced, academic achievement and the ability of operational application, cooperation and exchange, analysis and evaluation is significantly improved.

A dynamic game model of two stages under incomplete information from the view of knowledge transfer is developed to research effects of ownership allocation and knowledge learning ability on the dynamic cooperative stability of the innovation alliance. The results show if one partner succeeds in learning knowledge while the other partner fails to do so, the former requires a higher ownership level to maintain the alliance, which may provide some theoretical supports for selections of the optimal dynamic competitive-cooperative relationship.

This paper aim to depict a structure among verbs merge syntagmantic knowledge into its existing paradigmatic knowledge. After analysing 200 sentences from BNC, 4 semantic roles were added to its structure, i.e. Agent, Object, Direction and Experiencer. Valence values of verbs in the structure are described in 3 aspects: the number of arguments they are able to combine with; the semantic roles these arguments plays and semantic restriction on features of these arguments (see table IV). These features can help build syntagmantic relations between verbs and nouns, which can be used in word sense disambiguity and machine translation field.

With the development of the 3G technology, M-learning enters a period of rapid development. But meanwhile 3G also restrains the development of M-learning due to several drawbacks in its early days. According to the application analysis, it comes out Flash has its unique features: small capacity, easy to develop high-quality and etc, which can make up for 3G initial stage's disadvantages. Through case design, this paper proves that Flash can be a new effective approach and way for M-learning in the 3G network. In the end, from the aspects of technical and artistic, this paper makes a further research on how to improve the flash animation to serve the M-learning better.

Based on ellipse characteristic of porcine contour, a simple gesture recognition algorithm was proposed to distinguish different gestures and mental states. Firstly, the porcine image was pretreated to detect edge. And all the points on the edge were fitted with an ellipse. Then, the eigenvectors of porcine gestures were determined according to the features of its head and neck, trunk, limbs in the spatial distribution. Additionally, the classifier base on support vector machine was used to classify different gestures into three categories: normal standing, standing with drooped head and lying. Finally, as different gestures corresponded to different mental states, the porcine mental state in the image was obtained. This method was adopted in the experiment to deal with the images form the self-building database. The experimental results demonstrate the validity of the above method.

Changchun tourism information releasing system is categorized WebGIS. The system is linked by the SQL Server 2000 database management system which is based on the middleware ArcSDE, the client's browser which the system selects is the HTML browser, and the server end includs the Web server, the GIS server and the space database server. The character of this system is: the user could get the following services: the functions zoom-in and zoom-out, map cruise, hawk-eye guidance, the functions of property query, the functions of distance calculation and buffering area calculation. The establishment of this system is propitious to the tourists that to know each kinds of Changchun tourism information conveniently, has built the relation between traveling industry information and other industrial information, has provided the systemic, intact, exact and detailed information-based source data for the management of government traveling decision-making.
