E-commerce and Digital Connectivity: Unleashing the Potential for Greater India–ASEAN Integration 电子商务和数字互联互通:释放印度-东盟一体化潜力

Abstract Digital connectivity and e-commerce are emerging as important drivers to connect small and medium enterprises (SMEs) in developing countries to their domestic and global markets. India and the Association of Southeast Asian Nations (ASEAN) have emerged as fastest growing e-commerce and digital markets. Studies show that digital connectivity and e-commerce will help SMEs and marginalised groups in the two economies to diversify their client base at lower costs, while consumers will have access to a wide range of products. To support digitalisation and e-commerce, several initiatives have been taken by the governments in India and ASEAN. Many of them are related to enhancing cross-country trade and collaboration. The ASEAN–India Partnership for Peace, Progress and Shared Prosperity 2016–2020 is one such initiative. However, SMEs so far have not gained much from such initiatives. This article provides an overview of the current status of digtalisation and e-commerce in India and ASEAN. It examines their comparative positions in terms of technology adaptation and policy regimes and then presents the participation of these countries in bilateral, plurilateral and multilateral agreements and forums. Apart from infrastructure issues, restrictive regulations like data localisation requirements and lack of standards along with the defensive position of countries in international forums is adversely impacting the ability of their SMEs to scale up. The article provides recommendations on use of technology to help SMEs to scale up through a joint innovative knowledge sharing and e-commerce platform.

Abstract The purpose of this article is to make a preliminary assessment of the Belt and Road Initiative (BRI) in the context of environmental impacts and arising not-in-my-backyard (NIMBY) opposition in host countries. We discuss the use of cost-benefit analysis (CBA) in developing countries (most members of BRI) and application of the available conflict-resolution mechanisms to deal with siting issues. We review these instruments and suggest a way forward for BRI NIMBY projects. JEL Codes: O53, R58

Energy Market Integration in Northeast Region of India: Efficiencies, Vulnerabilities and Strategic Implications for Asia 印度东北地区能源市场整合:效率、脆弱性及其对亚洲的战略影响

Abstract Energy is a common thread that connects multiple economic domains of countries and sub-regions in Asia. In the drive to trigger and consolidate energy market integration, the North Eastern Region (NER) of India offers great potential as electricity trading hub. This article analyses multiple potentials of energy markers of NER with neighbouring countries through cross-border trade. Supply and demand analysis under different connectivity scenarios shows that not only the eight states of NER of India may be able to fully utilise the economic benefits of energy market integration, but also the neighbouring countries like Bangladesh, Bhutan and Myanmar should keep their carbon emissions in check by importing reliable cost effective energy sources. However, lack of infrastructure for the transfer of power to a common transmission system increases the vulnerability of energy market integration. Given the region’s diverse hydro-geography and wide range of clean energy portfolios, energy market integration perspective offers a way forward for strategic energy security planning and climate mitigation strategy for NER and neighbouring Asian countries.

Therefore, this report will be useful for the practitioners and policymakers of the Asia-Pacific region who are dealing with enhancing trade and achieving SDGs.

Integration in Manufacturing Trade in Asia: A Cross-country Scenario with Special Reference to India 亚洲制造业贸易一体化:一个以印度为特别参考的跨国情景

Abstract The fragmentation of production due to vertical disintegration has profusely impacted growth in world trade via vertical specialisation in production and trade. This article is purported to examine domestic and import contents in exports in the manufacturing sector of India, and a few select countries in Asia. We have used the World Input–Output Database (WIOD) to estimate the domestic and foreign value-added shares of export. The period of our study is from 2000 to 2014. Our results pertaining to the aggregate manufacturing industry of India reveal that while, on the one hand, the domestic value-added contents of export have fallen significantly, the foreign value-added contents of export, on the other hand, have increased significantly over time. We have also conducted disaggregated industry-level analyses, which show that there is a wide variation in the degree of vertical integration in trade. The cross-country analysis reveals that the foreign value-added shares in total manufacturing export increased for developed Asia in 2014 over 2000. In emerging and developing Asia, it either has increased or remained stagnant. This scenario indicates a larger backward linkage of the manufacturing sector in the global value chain (GVC) across countries. Here, we have primarily focussed on the six key manufacturing industries viz. Food, Textiles, Chemicals, Basic Metals, Fabricated Metals and Motor Vehicles for cross-country industry-level analysis. Industry-level heterogeneity is highly prevalent in Asia in terms of their participation in GVC.
