Problems in the food sector have always been a concern in every country. The government always strives to meet people's food needs and maintain food security, including through empowering farmers, encouraging millennial farmers, increasing productivity and using technology. The Millennial Smartfarming Program is an ecosystem for millennial empowerment through fostering and developing a digital agricultural ecosystem from upstream to downstream and increasing village financial inclusion. The program's objectives are to implement smart agriculture by implementing agricultural digitization with the Internet of Things (IoT), to form an agricultural ecosystem by opening market access to farmers, to strengthening millennial farmer institutions. The focus of this research is on young farmers in Gobleg Village, Buleleng Regency, considering that most of the people in this village depend on the agricultural sector. The urgency in this research is that currently the interest of the younger generation in agriculture is very minimal, inversely proportional to the extent of agricultural land in Gobleg Village, Buleleng Regency. The research method used is a qualitative research method with a focus on the millennial Smart Farming program. The results of this study are that there are already several successful millennial farmers, including the Self-help Agricultural and Rural Training Center [P4S] Keren Young Farmers [PMK] Gobleg Village, Buleleng Regency who have succeeded in exporting local agricultural products to foreign countries.

This paper is the development of research that examines the long experience of Darungan Village, Jember Regency in providing public goods in the form of clean water for its citizens. The study was conducted from the institutional perspective of the Ostrom (1980) and Bromley (1989) model and focused on a) the role of the parties, particularly the government and society, in co-production institutions, and b) the challenges and obstacles faced. The research was conducted using a descriptive qualitative approach, involving some informants from both the community and village government to the district government. All informants were selected on the basis that they knew the process being studied due to their direct involvement. Primary data were collected using in-depth interviews, participatory observation, and focus group discussions. Secondary data was collected by the document study method. All data were tested for validity by triangulation of sources and methods before being analyzed by an interactive analysis model. Research finds that co-production institutions in the provision of clean water experience various obstacles in line with the ups and downs of the government's role.

Village funds are used for village development through the development of village potential as an effort to increase PAD and the community's economy, including the establishment of BUMDes which aims to manage village assets and can open new job opportunities for village communities. This village fund also requires dedication from the village government but because of the limited capacity of human resources as village fund managers and village heads. Acceleration of village development with the use of village funds can be carried out by utilizing area-based village funds that lead to natural resource management adapted to rural settlements, government services, social services, and economic activities so that village potentials and problems can be mapped and resolved in perspective more comprehensive. The method used in this study is the Participatory Rural Appraisal (PRA) method. This research produces a form of synergistic participation in developing village potential through village fund policies that must be managed and can provide benefits to the community so that it can encourage the realization of village independence and at the same time integrate village potential with all parties, namely the government, community, private sector.

Terracotta is a culture that emphasizes the unification of natural elements with human life. In this case, humans should preserve what has been given by God in the form of the universe, which humans can then reuse. As part of the culture and architectural concept, the part often discussed by researchers in various scientific articles leads to terracotta as an art or architectural concept. This is also the concern of researchers in this study. This research aims to analyze the realization of Global Governance through the actors who are members of the hexahelix in preserving terracotta architecture. Furthermore, this research is a descriptive study with a qualitative approach, while data collection techniques are carried out through observation, interviews, FGDs, and literature studies. The results showed that government actors, academics, and the community had the most significant roles in preserving terracotta architecture in Majalengka Regency.

Tourism development as part of national development has a goal, among others, to expand business opportunities and employment opportunities. Facing the challenges during the current pandemic, efforts must be made to develop tourism and the creative economy of the coastal area of Pesawaran Lampung, namely by collecting innovative ideas that become prototypes in the development of tourism and a sustainable creative economy that can be realized. The presence of social media provides significant opportunities for tourism. Therefore, social media and digital tourism are in harmony in the digital world. There are many ways to communicate through social media. Through social media, you can find, interact, and provide information with other people easily. This has an impact on drastically increasing digital tourism opportunities. The formulation of the problem of this research is how the role of Instagram media in the development of Pahawang beach tourism and the creative economy after the Covid-19 pandemic and the purpose of this research is also to find out the role of Instagram media in the development of Pahawang beach tourism and the creative economy after the Covid-19 pandemic. The government continues to make various efforts to improve the quality of education in Lampung Province, including its infrastructure, increasing competence and teacher welfare. Departing from this background, it is important to analyze the inequality in the distribution of educational capacity between regions in Lampung Province, in this research focused on the level of secondary education. This research was conducted using a mixed method method that combines qualitative and quantitative techniques with a qualitative paradigm. The quantitative data to be used include educational statistics from BPS, Dapodik and Education Balance, while the qualitative data to be used include interviews, observations and text analysis. The existence of private schools is dominant in Central Lampung, East Lampung, South Lampung and Bandar Lampung. This indicates if the area has an attractiveness for private schools to be involved in the provision of education. In addition, the social role of several private schools affiliated with community social organizations also reflects the efforts to be actively involved in the development of education in their area. Then, the availability of several types of space in schools in each district/city seems to vary.

Traditional art is a performance that results from the legacy of previous ancestors. This traditional art must be maintained in its integrity. Traditional art has a massive role for a nation or country, namely as a national identity, where the identity is representative of the national identity and a symbol that the country has cultural purity. However, now in an era of rapid development, traditional arts are on the brink of extinction. This is because traditional arts must be able to survive in foreign cultures whose influence is absorbed by the Indonesian people more quickly. With this, the role or support of all parties involved is essential. The purpose of this study is to understand how the public's perception of the role of regional leaders or local governments in terms of preserving the culture of Benjang (Topeng Benjang). The research method applied in this study is a qualitative method with the type of literature study and interviews. The results of the study indicate that there are several roles of regional leaders or local governments in the preservation of Benjang Topeng, namely the roles of ownership, innovation, education, coaching, legality, and facilitators.

The Society 5.0 is a concept that defines that technology and humans will coexist to improve the quality of human life sustainably. Therefore, the development of information and communications technology (ICT) has had a drastic impact on society and industry. Digital transformation generates new values and is a pillar of industrial policy in many countries around the world. state this is something innovative applied in the city of Surabaya as something smart city concept. Smart City Surabaya realized by providing fast and efficient public services which are realized through the implementation of e-government. The implementation of e-government carried out by the City of Surabaya as a form of local government innovation in the form of Surabaya Single Window (SSW). Surabaya city to implement this SSW service in every Kelurahan. The analysis method used is descriptive qualitative by using secondary data. The analysis result shows that the use of technological innovation in the service process improves the effectiveness, efficiency, and openness of the service process, especially in the permission only needs 14-30 days.

The development of strategic public administration issues is faced with the implementation of collaboration between elements or collaborative governance. A fascinating public issue to be studied in Indonesia is the problem of disaster management, considering that Indonesia is a highly disaster-prone area in the world. Lately, the disaster has focused on efforts to overcome Covid-19 which threatens people's lives and livelihoods. Cilacap Regency is the largest district in Central Java Province, with a disaster risk index with a high-risk category. Almost all disasters are in Cilacap Regency, such as floods, landslides, and the potential for a tsunami that has a high risk of happening in Cilacap because there are activities along the south coast. The researcher wants to achieve the research objective of seeking collaborative governance in dealing with Covid-19 in the VUCA era in Cilacap Regency. The research method used in this study is qualitative. Design study which conducted with use case study approach. The results of the study show that the collaborative governance process in dealing with the Covid-19 disaster in the VUCA era in Cilacap Regency provided a stimulus for each region in restoring conditions in aspects of life, both primary education, health, and financial services. In the face-to-face dialogue, the collaboration process has been carried out well through communication and coordination that can unite views. Indeed, disasters are a shared responsibility by synergizing between institutions. The role of communication between institutions is essential in learning mutual understanding and trust-building.

The results of the study show that the collaborative governance process in dealing with the Covid-19 disaster in the VUCA era in Cilacap Regency provided a stimulus for each region in restoring conditions in aspects of life, both primary education, health, and financial services. In the face-to-face dialogue, the collaboration process has been carried out well through communication and coordination that can unite views. Indeed, disasters are a shared responsibility by synergizing between institutions. Cooperation between regions in tourism development is inseparable from sectoral ego problems, so an analysis is carried out using the 5 elements of Wright's IGR. This study aims to determine the inter-regional cooperation in the development of tourism and determine the driving and inhibiting factors. The research method uses descriptive qualitative. The data used are primary and secondary data. Data collection techniques using interviews and documentation. Data analysis using interactive model. The results of the study explain that there is a division of roles between the parties involved in the collaboration. Interactions between public officials appear to be similar in aspects of behavior, beliefs, perceptions and preferences. Continuous communication that is established on a regular basis. Executive and legislative officials also play a role in the implementation of cooperation and there is clarity on the role of the appointed administrator. Meanwhile, in the policy focus, the capacity of the budget to implement cooperation comes from each party and the central government's policies are followed up by local governments. The driving factors for cooperation are the similarity of ideas, the economic benefits and the support of regional leaders. The inhibiting factor is limited funds. This research has implications for the addition of the role of local government as a dynamist, the use of village fund allocations for villages for tourism development programs and the local government together with the community better utilize the cultural potential.
