SUPPORTING TEACHING AND LEARNING ACTIVITIES IN MODERN UNIVERSITY: DEVELOPING ADMINISTRATION MODEL 支持现代大学教与学:发展管理模式

The paper presents the results of the research aimed at developing a functional model of an enhanced organization structure to effectively manage teaching and learning processes at higher education establishments. The new design features the multifunctional student center (MFC) in Moscow City University, with management based on two basic principles: on the one hand, process approach to management and, on the other hand, delegating decision-making functions to lower-level employees. The main focus in the MFC administration policy is made on engaging the staff in the processes of digital transformation which indicates a sea change in traditional patterns of educational administration. The new administration model is described in terms of the queuing theory, reinforced by statistical analysis of empirical data: volume and value figures characterizing administrative processes aimed at supporting learning activities. The criteria of effective management are defined, the working hours spent on support activities are calculated. The results can be used in employee target-setting strategies: for individuals, units and departments. The new model of administrating educational activities, developed in MCU, might be implemented in other educational institutions.

The article presents an analysis of the term of the future engineers’ productive foreign language professional self-education at a university and its connection with professional mobility. It was found that the productive foreign language professional self-education emphasizes two main forms of active and productive work of students. Its forms are presented as the creation of new original creative products (abstract, annotation, essay, multimedia presentation, advertising) in English.
本文分析了高校未来工程师生产性外语专业自我教育的概念及其与专业流动的关系。研究发现,生产性外语专业自我教育强调学生的主动劳动和生产性劳动两种主要形式。其形式表现为用英语创作新的原创创意产品(摘要、注释、随笔、多媒体展示、广告)。

The influence of the automation level of glow discharge plasma generators on the effective use of their technical capabilities for strengthening tools 辉光放电等离子体发生器自动化水平对有效利用其强化工具技术能力的影响

The conditions for increasing the efficiency of using the technical capabilities of glow discharge plasma generators, depending on the level of their automation, are considered. A dependence with a variable share of costs in the form of automation parameters and rationality is obtained, which allows us to evaluate the operating conditions of an automated system for pumping sets of combined-cycle gas media with reference to automation conditions. The ratio of downtime associated with failures in the automated system of pumping combined-cycle gas media to the corresponding planned indicators is a simple and convenient indicator for assessing the optimality of the conditions for stabilizing the occurrence of downtime and vehicle shutdowns. An algorithm for solving the problem of forming a minimum nomenclature of sets of steam-gas media and the selection of their chemical compositions for technological transitions when processing tools of complex shape and consisting of working parts of different materials is proposed.

The work is devoted to the analysis of the conditions for the effectiveness of the process of digital transformation of an educational organization. The authors investigate the tasks of ensuring the quality of digital transformation of universities, taking into account the need for reengineering of the main processes and changes in the competence profile of teachers, support and administrative staff. The research task is decomposed in three directions, each using the author's innovative design technology. The proposed approaches have proven their effectiveness in projects related to the development of digital transformation strategies and their implementation programs.
