This article discusses the issues of processing audio messages between the dispatcher and the drivers in the intelligent production resource management system of urban rail transport systems. The research considers the following tasks: recognition of dispatcher commands and automation of the process of forming dispatcher voice commands. The article proposes an approach to the classi cation of dispatcher commands and creates an algorithm for forming commands for the control system. The article provides an overview of the text processing and speech recognition systems used in the article. An approach to solving the problem of classifying dispatcher commands in conditions of a limited amount of data. The article also presents a block diagram of an intelligent system. Within the framework of this scheme, the algorithms for classifying the text into: «Information», «Command», «Order». The algorithm searching commands in the text was analyzed.

A method for identifying small innovative enterprises (SIE) that are understood as holders of a valid patent for an invention or a license to use it is proposed. The source of information for identi cation is the patent funds and the search engine of the Federal Institute of industrial property (FIPS). The methodology includes techniques for identifying SIE if patents related to their activities were issued to individuals. The results of SIE detection in three areas of technology obtained during the development of the technique are presented. It is noted that other statistical results obtained along the way are of the same, if not greater, interest for the purposes of public administration.

The article discusses the approach to ensuring the satisfaction of consumers of educational services in the quality management system (QMS) of the university in the context of a risk-based approach. The problems connected with identification and resolution of personal risks of the parties interested in educational services are investigated. The analysis of tools for identifying personal risks of consumers and their transformation into the characteristics of educational services is carried out. The expediency of using the proposed «Consumer risks» method, which is a modification of the «Consumer Voice» method known in quality management and allows extrapolating the personal risks of interested parties into the requirements and then into the characteristics of educational services expressed in professional terminology that is understandable for implementation by the university management, is argued. The procedure of statistical substantiation of managerial decision-making on the priority of choosing the implementation of the characteristics of educational services extrapolated from the personal risks of consumers is proposed. The considered approach allows not only to ensure the satisfaction of consumers of educational services, but also to anticipate their expectations.

For a modern warehouse complex, one of the main tasks is the efficient organization of the technological development process. The speed and quality of customer service depends on how efficiently the order picking is organized, which is an important competitive advantage of the organization. In the context of economic relations, the main criterion aimed at improving warehouse operations is the effectiveness of measures aimed at reducing damage to goods, speed of work and costs of warehouse operations. Criterion The choice in this case is Lean Six Sigma, as this method leads to cost savings, improved quality, increased productivity and equipment efficiency.

The effect of various coatings on diamonds and their thicknesses on stresses has been studied. The ways of increasing the working capacity of the tool by reducing the stresses in the system are proposed.

Improving the efficiency of productivity at the enterprises of the Russian Federation is a primary task that requires an early solution. The only correct solution to this problem is in the total training of employees in literacy in matters of quality assurance and management. The experience of conducting additional training on the basics of Total Quality Management and its practical application should be disseminated for each employee, and this should not be a superficial, from a methodological point of view, consideration of the problem, but the acquisition of practical skills.

The article is devoted to the analysis of the publication activity of scientists affiliated with scientific and educational institutions of China and India, as well as the comparison of their areas of interest with those in the publications of domestic authors. The data on the latest publications of authors from China, India and Russia are presented. The authors' thematic preferences are analyzed, on the basis of which the areas of economics and quality management that generate the greatest research activity are highlighted. A number of institutions where affiliated authors have several articles on the subject under consideration are identified. The information base of the research are the papers available in the ScienceDirect scientific publications system. The selection of topics was made on the basis of the of the St. Petersburg State Electrotechnical University’ Quality Management and Systems Department’ interest areas. The results of the conducted research can be used for possible cooperation and exchange of knowledge in the field of economics and quality management and are already being used by the administration of the LETI Quality Management and Systems Department to form a development strategy.

The proposed article presents the problem of applying an interdisciplinary approach to the study of the phenomenon of giftedness of teachers and students. Global global changes in various spheres of human activity determined the need for innovative changes in the training of students. The need for the development of students ‘ intellectual abilities as moderators of world progress has sharply increased. The manifestation of the subjectivity of students contributes to the effectiveness of implementation in the surrounding society. The methodological orientation of the organization of the modern educational process at the university can be the ideas of personal development in modern society, the definition of the means of developing students ‘ personal functions, the definition of cognitive and personal components of the educational process. Prerequisites are being created for the creation of a new paradigm of education, which assumes the maximum development of students ‘ creative abilities, various types of their giftedness. It is supposed to change the content and technological component of the educational process associated with the digitalization of modern education. In the current conditions, the very concept of educational activity is gaining a new interpretation, in which individual forms of organizing the learning process are becoming increasingly important. Thus, the transformation of the pedagogy of literacy into the pedagogy of development, disclosure of creative abilities and giftedness of students can be realized. The importance of an intellectual resource in the competition between countries has made the problem of identifying and developing the talent of teachers and students one of the national projects in our country. The multidimensional nature of the phenomenon of giftedness has led to its study on the basis of an interdisciplinary approach from the positions of different sciences. The analysis of the genesis of this problem is contained in the works of various representatives of historical, psychological and pedagogical sciences. The emergence and development of creative abilities among individual representatives of society in ancient times appeared due to the improvement of tools and the separation of physical and mental labor. There was an opportunity to develop various abilities in individual representatives of society, to identify the giftedness of teachers.
