Applicability of new approaches to the PDCA cycle in the task of improving production and educational processes PDCA循环新方法在改进生产和教育过程任务中的适用性

The article presents the results of improving the parameters and characteristics of modern production processes by introducing the modernized Deming PDCA cycle. It is shown that the proposed integrated management system is applicable in educational processes, which makes it possible to significantly simplify the implementation of the principle of continuous improvement.

THE CONCEPT OF BUILDING A TELECOMMUNICATIONS SUBSYSTEM OF A REMOTELY PILOTED SEA TUG 建造遥控海上拖船的电信子系统的概念

The article presents the concept of building an effective telecommunications subsystem for a remotely piloted sea tug operating in the area of responsibility of a local vessel traffic control system. This concept, in turn, was developed within the framework of the concept of unmanned navigation being created in the Russian Federation, called the A-navigation concept. The work was carried out using an engineering-cybernetic approach to the design of complex systems. According to this approach, the projected subsystem is considered not in isolation, but as part of a complex hierarchical system, at the upper level of which the concept of a metasystem is introduced, which in relation to the telecommunications subsystem is a local ship traffic control system. The goals and objectives of the local vessel traffic control system are considered and the requirements for a remote-controlled tugboat and its telecommunications subsystem are determined. The main stages of operation of the remotely piloted tug are determined. The operations carried out within the framework of the functions of the telecommunications subsystem included in the studied system of this tug are identified and investigated. Along with the functional requirements, the most important requirements are the absence of interference to the existing radio channels of the vessel traffic control system from the telecommunications subsystem and the provision of a cybersecurity regime to exclude unauthorized interference in the management of the tugboat. The scheme of automatic authentication of the operator and his remotely piloted tug is presented. The optimal structure of the telecommunications subsystem is determined, recommendations are presented on the choice of control channels, telemetry and visualization, as well as on the choice of protocols for its ship and shore local networks. The problem of creating a reliable visualization radio channel is considered and ways to solve it are proposed.

This article discusses the possibility of adapting existing project management methods to improve the Deming PDCA cycle and analyzing their effectiveness in comparison with their classical application. This study is relevant, since the application of project management methods almost always implies the use of a process approach, and the improvement of their basic principles can reduce costs and increase the return on the organization’s business processes.

The article deals with the issues of ensuring the safety of work on the operation, maintenance and maintenance of railway transport infrastructure facilities, from the standpoint of the theory of reliability and risk management. A methodology for managing the safety of work on the railway track is proposed based on the expert method of assessing the requirements for objective protection means on the example of warning means. Recommendations on the formation of requirements for notification means to ensure the safety of work on railway tracks are proposed.

STANDARDIZATION OF PERSONNEL PROCESSES OF THE ORGANIZATION'S QUALITY MANAGEMENT SYSTEM 组织质量管理体系人员流程的标准化

The article considers an approach to the standardization of personnel processes in the integrated quality management system of the organization. The possibility of standardization of functional areas of the organization's management on the basis of international and authentic national standards is analyzed. The absence of international (national) standards regulating a number of functional areas of activity in the organization, in particular the activities of human resource management of the organization, is revealed. The expediency of research and adaptation to the specifics of domestic management developed by the technical committee ISO/TC 260 «Human Resource Management» family of international standards ISO 30400, which regulates personnel activities in the organization, is substantiated. The limitations and possibilities of integrating the set of standards under consideration into the quality management system of the organization are investigated. An approach to the adaptation of international standards ISO 30400:2016 is proposed based on the identification and interpretation of personnel terminology, taking into account national specifics, as well as the dual nature of human resources. The expediency of using the proposed approach to the standardization of personnel processes of the organization's QMS is argued.

Features of the introduction of the concept of lean manufacturing in employment centers 在就业中心引入精益制造理念的特点

The analysis of the current state in the field of regulation and organization of employment of the population of the country is carried out. The current problems of the employment centers ' activities are identified and a list of measures aimed at solving these problems is formed, based on the introduction of the concept of Lean production. An adapted practice-oriented approach is proposed to introduce the principles, methods and tools of Lean production as the main set of measures to improve the processes of providing public services to the population and eliminate the time, financial and labor costs that arise during the operation of employment centers. The proposed approach to implementing the concept of Lean production is tested on the example of the State Enterprise of the YAO TSN G. Yaroslavl.
