This research is described the implementation of National QualificationFramework at Universal Skill Course in Pekanbaru about the curriculum concept and theregistration of new students process, educational processes, competence exams until the receivesof the certificates. This research used the qualitative approach, the data of research got by theleader of Universal Skill course, tutor, admission, and students. The data collectives got bytriangulation technique through observation, interviews, and documentations research. The reportof the research shows some indicators, they are 1) the new students’ registration processes atlevel 2 of Accountant Junior Technician Assistance is in roles of NQF that is the students haveto graduate of Senior High School level. 2) The Education processes at Universal Skill hasused SKKNI thus suitable with KKNI curriculum, besides Universal Skill has got theAccreditation of BAN PNF with score “B”, it shows that implementation of KKNI at UniversalSkill is very good. 3) The students’ study achievement at Universal Skill are 100%, it measuredby the SKL achievement has match as the SKKNI procedure. The SKL achievement provedby the students’ score reports on certificate around 80 – 90. 4) The influence of successfulfactors in implementing of KKNI at level 2 of Accountant Junior Technician Assistance asfollows; The curriculum which is used refers to the SKKNI thus the output of the courseproduce the workers whom ready to work and compete in business world; the other factor isthe tutor recruited from practitioners in his/ her own fields so that in learning processes thetutors discuss about some cases which are influences the successful of implementation ofKKNI at Universal Skill course is the certificates of Universal Skill prints in English languageso that comes the advantages to compete with the foreigner and also in next MEA. Meanwhiles the barrier factors of the implementation of KKNI at Universal Skill is the late ofdistribute the certificates from the government.

Environmental education is one of important policy that isssued by the governmentas the effort of delivering education at whole schools by Adiwiyata programme. This researchwas aimed to obtain the description of the implementation environtmental education policy ofSMP Negeri 1 Bagan Sinembah. The approach of the research used qualitative descriptive.Data collection was done by the researchers themselves as a key instrument, whereas todetermine the source of human data using snowball sampling technique. Data was collectedby means of; (1) in-depth interviews; (2) The participant observation; and (3) study thedocumentation. For data analysis using descriptive techniques whose application is done inthree flow of activities, namely data reduction, data presentation, and conclusion or verification.The result showed that, first, the understanding of school people about the concept, goal andprinciple of Adiwiyata Mandiri was good. Second, the commitment of school people about theenvironment education policy was quite good eventhough some school people showed nospirit and unready attitude to run the Adiwiyata programme. Third, The programmes of AdiwiyataMandiri were socializaiton to the candidate of next adiwiyata school, environmental educationand Clean Saturday programme. The programmes runs quite well. Fourth, the implementorand financial source in implementing the environmental education policy at SMP Negeri 1Bagan Sinembah was not adequate. The results can be taken into consideration for otherschools in making their schools as Adiwiyata mandiri.

This study aimed to obtain information on the implementation of the policy offree school for underprivileged students in terms of economics in the Champions Junior HighSchool Pekanbaru. Sub focus in this study were: (1) Understanding the implementation of freeschool policy in the Champions Junior High School Pekanbaru. (2) What were the Objectives,requirements and budget in the the implementation of free school policy are implemented. (3)The supporting factors of the implementation of free school policy in the Champions JuniorHigh School Pekanbaru. (4) The obstacles that arise in the implementation of free schoolpolicy. (5) How to overcoming the obstacles to the implementation of free policy. This studyused a qualitative approach. Data collection techniques in this research were through observation,interviews, documentation and triangulation. Data were analyzed by using analysis model Millesand Hubberman. Based on the results of this study concluded that: (1) The Implementation offree school policy in the Champions Junior High School is already match with the expectation(2) Input and output are in accordance with Implementation of free school policy in the ChampionsJunior High School is received underprivileged students in economics, the Champions JuniorHigh School students have get many achievements both in academic and non-academic, andthe Champions Junior High School graduates able to compete go to Senior high school, MA,and SMK both state and private. (3) Supporting factors are the Zakat house Foundations,Pekanbaru city government, the school, and the parents of student. (4) The obstacles that arisewas delay disbursement of BOS funds, to convince the students and parents about the importanceof education, there are still teachers who teach subjects other than their science subject, andstill lack of facilities and infrastructure to support teaching and learning process. (5) Problemssolving of the implementation of free school policy has been pursued its complete, although it isnot maximized overall.

The objective of this study was to analyze the implementation of ‘Permenpanand Birokrasi’ No. 16/2009 on Teachers’ Functional Position and their credit points and itsimpacts on elementary school teachers’ career development at state elementary schools (SDNs)in Kandis Sub-district, Siak District. The study focused on (1) teachers’ understanding of thecontent of the ministerial decree, (2) the procedures of teacher promotion in accordance withthe ministerial decree, (3) the impacts of the implementation of the ministerial decree on theteacher promotion. The study employed the qualitative approach with descriptive method andthe data were collected using interview, observation and documentation. The interview dataindicated that more than fifty percent of the government employed teachers did not understoodthe contents of the ministerial decree because they were not much kept informed by thegovernment through the department concerned. Half of the remaining respondents did notbother about their promotion. The findings of the research also showed that a small number ofteachers understood the contents of the ministerial decree but they found it difficult to deal withthe promotion process. The Ministerial Decree for Empowerment of National Apparatus andBureaucracy No. 16/2009 has given a positive impact on teachers’ promotion and careerdevelopment and also has given a negative impact on the teachers’ career development in theform of no payment for their professional allowance and the postponement of promotion withinsix years.

This study aims to uncover, analyze and evaluate the program SKB ( SKB ) intackling the education of children dropping out of school in the district of Kampar. This studyused a qualitative approach. Data collection is done by observation, interview and documentation.Examination of data validity was tested the validity of the form of triangulation and memberchecking. Evaluation model used is the model CIPP. From the results of this study indicate thatthe Program Implementation for SKB Kampar in tackling the education of school children fromthe evaluation components of context, input, process and products are in both categories becauseof the four components in the evaluation of only one component of which is the unfavorablecategory namely the process component. Implementation of the program SKB Kampar districtis very helpful in minimizing the number of dropouts in Kampar regency. Evaluation programfor SKB in this penelititan Packet focuses on program C. Residents learned in Package C is thecitizens who already have a junior high school diploma and diploma Package B. All officials arealready earning has taught appropriate educational background, mastery of officials in thepresentation of the material based on competence, In the curriculum that need improvementeducation calendar. Means of support for the implementation of the existing program despiteinadequate. Financing for SKB comes from Kampar District Government and some of thelearners. In the process of the most important components that must be considered are theobstacles encountered in the implementation of the program should be addressed as soon aspossible.

This research aims to determine the quality management strategy at SMKKansai Pekanbaru. This research is a qualitative research. The core informant in this researchis the head of SMK Kansai Pekanbaru. As a control informant in this study are deputy principalof curriculum, vice principal of student field, vice principal of infrastructure, vice principal ofpublic relations, teacher, school committee and student. Data collection techniques are donethrough observation, interview and documentation study. Researchers also conductedtriangulation to compare observational data with data obtained from interviews anddocumentation. Then data obtained analyzed by using qualitative data analysis of interactivemodel consisting of data reduction, data presentation and conclusion. The result of the researchshows that: (1) The quality management strategy that is planned, compiled and implementedSMK Kansai Pekanbaru in order to improve the quality of education is referring to the TotalQuality Management (TQM) model, (2) The implementation process the principal superviseseach month and performs Evaluation on an ongoing basis to see how much the level ofachievement of the quality management strategy has been planned, (3) Factors supporting theimplementation process of quality management strategy at SMK Kansai Pekanbaru is theeducator who qualified S1 and S2 students according to the qualifications of the field he taught,(4) The process of implementation of quality management strategy at SMK Kansai Pekanbaruthere are also inhibiting factors, there are still some teachers who do not want to cooperate inthe case of improving the quality of school (5) To overcome the principal obstacle factors canovercome by giving rewards to teachers who discipline and carry out their main duties well inorder to improve the quality of school.

This research generally aims to provide an overview of the implementation ofschool self-evaluation (EDS) at junior high schools in the District Bantan Bengkalis district.Based on the observation that researchers do, there are problems associated with theimplementation of the EDS program in some of the junior high school in sub Bantan: 1)Understanding teachers and parents will EDS program is still low due to lack of socialization; 2)Components of schools do not have the time to implement EDS EDS considered that the additionalburden of school; and 3) Charging EDS instruments are not in accordance with the existingconditions. This research uses evaluation methods Goal Attaiment developed by Tyler in 1950.The study was the evaluation study, the research describes the problems associated with theimplementation of school self-evaluation (EDS) in Junior High School District Bantan.Components that are evaluated include: Implementation of the EDS program, Constraints andchallenges in the implementation of EDS, and the impact of the implementation of the EDSprogram. EDS benefits include (a) a school canhave a data base for the development and improvement of quality in the future, (b) the results ofEDS used the school to encourage schools to improve and enhance the quality and performanceof the school. This study is a qualitative study that aimed to evaluate Adiwiyata in SD Negeri44 Pekanbaru. This study focuses on the evaluation of Adiwiyata in SD Negeri 44 Pekanbaru.Subfocus this study consisted of 1) The target precision program implementation Adiwiyata inSD Negeri 44 Pekanbaru, 2) System management used by the Principal of SD Negeri 44Pekanbaru in Adiwiyata, 3) The Form of activities in Adiwiyata in SD Negeri 44 Pekanbaru, 4)The success rate of the program implementation Adiwiyata in SD Negeri 44 Pekanbaru, 5)supporting and inhibiting factors Adiwiyata in SD Negeri 44 Pekanbaru. This research datacollection through interviews, observation and documentation with goal attainment modelapproach models of the evaluation model goals. The results showed that the subfocus targetprecision Adiwiyata in SD Negeri 44 Pekanbaru already are in the category of very effective,subfocus management system used by the principal to Adiwiyata in SD Negeri 44 Pekanbaru isquite effective done, on subfocus forms of activities Adiwiyata in SD Negeri 44 Pekanbaru alsobeen performing well and are in the category of very effective, then the subfocus successAdiwiyata SD Negeri 44 Pekanbaru also been performing well and are in the category of veryeffective while at subfocus supporting factors and factors inhibiting the implementation of theprogram Adiwiyata SD Negeri 44 Pekanbaru because they found the inhibiting factors in thecategory quite effective. It can be seen that for Adiwiyata students at SDN 44 Pekanbaruoverall and subfocus aspects of research can be said to have been effective because there aretwo of five subfocus subfocus categorized as highly effective and three subfocus categorizedquite effective.

This research aimed to analyze teachers’ work achievement at Islamic PrimarySchools within the Municipality of Pekanbaru. To achieve this aim, an information analysis wasrequired among others: (1) knowing the teachers’ work achievement in terms of pedagogicalcompetence aspects (2) knowing the teachers’ work achievement through personalitycompetence aspects, (3) knowing the teachers’ work achievement through social competenceaspects, and (4) knowing the teachers’ work achievement through professional competenceaspects.The sample of the research was teachers of Islamic Primary School teachers withinPekanbaru Municipality totalling 150 teachers. The data were gathered from the sample usingRandom Sampling technique. The analyzed data came from the respective variables throughthe documentation of Teachers Work Performance (PKG) at Islamic Primary Schools withinPekanbaru Municipality.The findings of the research showed that the teachers’ workperformances at Islamic Primary Schools in Pekanbaru Municipality on pedagogical competence,personality competence, social competence and professional competence were in very goodcategory. The highest competence was contributed by pedagogical competence reaching 51,84 %, while the lowest competence was personality competence which was 20,07 %. Theseresults indicated that teachers at Islamic Primary Schools in Pekanbaru could manage learningbeginning from the planning of learning to the maximum implementation of teaching and learning.

Objective (1) To know planning in instituteof suluk, (2) To know management in institute of suluk, (3) To know organization in institute ofsuluk, (4) To know observation in institute of suluk, (5) To know follow-up in institute of suluk.Institute education of suluk one of the informal education system. Of cours, owning separateprocedures and oder in management execution it, including into management education of suluk.Suluk management below/ naqsabandi tarikat head as tarikat head executor have the followingladder : someone which have been permitted to lead suluk dubed by Mursyid while undermursyid proxy and under referred as tarikat khalifah, while head as a whole and becomemursyid from entire referred as Mursyid Syaidul. Usually in mursyid lifing after executin educationof suluk, diploma mursyid syaidul perform mursyid, mursyid proxy and tarikat khalifa to peoplewho assumed competent and fulfil its condition. Each time suluk is sometimes lifted by twomursyid people, three mursyid proxy people and a number of khalifa as according to itsrequirement. Education decentralization give to education institute and local society to processeducation. Thereby can be expected reaching of productivity and quality education of it self.This matter also form independence institute education.
