Abstract This paper explores the role of moral uncertainty in explaining the morally disruptive character of new technologies. We argue that existing accounts of technomoral change do not fully explain its disruptiveness. This explanatory gap can be bridged by examining the epistemic dimensions of technomoral change, focusing on moral uncertainty and inquiry. To develop this account, we examine three historical cases: the introduction of the early pregnancy test, the contraception pill, and brain death. The resulting account highlights what we call “differential disruption” and provides a resource for fields such as technology assessment, ethics of technology, and responsible innovation.

Can Uncertainty Be Quantified?
Q1 Arts and Humanities Pub Date : 2022-01-18 DOI: 10.1162/posc_a_00412
S. Hansson
Abstract In order to explore the quantifiability and formalizability of uncertainty a wide range of uncertainties are investigated. They are summarized under eight main categories: factual, possibilistic, metadoxastic, agential, interactive, value, structural, and linguistic uncertainty. This includes both classical uncertainty and the uncertainties commonly called great, deep, or radical. For five of the eight types of uncertainty, both quantitative and non-quantitative formalizations are meaningful and available. For one of them (interactive uncertainty), only non-quantitative formalizations seem to be meaningful, and for two (agential and structural uncertainty) neither quantitative nor non-quantitative formalization seems to be a useful approach.

Uncertainty and Planning: Cities, Technologies and Public Decision-Making

Abstract Decision-making under uncertainty is sometimes investigated as a homogeneous problem, independently of the type of decision-maker and the level and nature of the decision itself. However, when the decision-maker is a public authority, there immediately arise problems additional to those that concern any other (private) decision-maker. This is not always clearly recognised in orthodox discussions on decisions under conditions of uncertainty. This article investigates the methodological, strategic and procedural challenges of taking public decisions in such conditions. It focuses mainly on decisions involving urban contexts, such as planning decisions regarding land use and building transformations, by trying to develop some pioneering research studies in this field.

History as Engagement: The Historical Epistemology of Raymond Aron

Abstract Raymond Aron was a student of Léon Brunschvicg, a representative of French historical epistemology. This article explores Aron’s relation to this tradition through three claims. First of all, it contests that Raymond Aron’s philosophy of history constituted a complete break with this tradition. Secondly, resituating Aron in this tradition is valuable, because it highlights how Aron’s own philosophy of history is to be understood as a normative project, seen as an alternative to that of Brunschvicg. Finally, Aron’s philosophy can still hold valuable lessons for present-day historical epistemology and history and philosophy of science in general.

Abstract Computer models and simulations have become, since the 1960s, an essential instrument for scientific inquiry and political decision making in several fields, from climate to life and social sciences. Philosophical reflection has mainly focused on the ontological status of the computational modeling, on its epistemological validity and on the research practices it entails. But in computational sciences, the work on models and simulations are only two steps of a longer and richer process where operations on data are as important as, and even more time and energy-consuming than modeling itself. Drawing on two study cases—computational embryology and computational epidemiology—this article contributes to filling the gap by focusing on the operations of producing and re-using data in computational sciences. The different phases of the scientific and artisanal work of modelers include data collection, aggregation, homogenization, assemblage, analysis and visualization. The article deconstructs the ideas that data are self-evident informational aggregates and that data-driven approaches are exempted from theoretical work. More importantly, the paper stresses the fact that data are constructed and theory laden not only in their fabrication, but also in their reusing.

Abstract In his writings, Francis Bacon emphasized the interrelatedness between the migration of people and knowledge, arguing that Europeans of his time had surpassed the greatest civilizations because of their ability to traverse the world freely. Concentrating on Spanish observers who investigated New Spain’s flora, this article bridges theory and practice by examining the Iberian roots of Bacon’s views. The article examines scientific approaches for acquiring bioknowledge by Iberians who specialized in European medicine, including Francisco Hernández, Juan de Cárdenas and Francisco Ximénez. While the article recognizes the contribution of travellers and expatriates to Spain’s bioprospecting project, it also points to the ways in which the limitations of the transfer of botanical information was acknowledged and discusses its meaning. By presenting the complexities in the communication of knowledge, I argue, naturalists in the colonies could highlight their unique vantage point in relation to “armchair” specialists in the metropole.

The history of physical anthropology has most often been situated and studied in the context of specific colonial powers and nation states. At the same time, the study of human variation had as its scope to study human evolution on a global scale. It thus necessarily included transnational border crossings and scholarly exchanges of specimen collections that allowed researchers to study migration and differentiation patterns on a large scale. In addition, scientists working in a national context often sought international approval to validate their findings and gain national standing. The set of essays collected in this special issue takes this tension between national, transnational, and global impulses in the anthropological and genetic study of human differences as the central theme. The cases studies presented consider a broad range of imperial powers and nation states and cover the interwar period up to the Cold War. Together, they make a series of important interventions in respect to both the historiography of the anthropological sciences, broadly construed, and to current reflections on transnational approaches in the history of science and technology. Written mostly by young scholars in the field, the special issue bears witness to the renewed interest in and the vibrancy of the history of physical anthropology at a time of a general reckoning with widespread institutional racism and racial inequalities around the world. At first sight, it might be surprising that although the studies aim to address the transnational aspect of anthropological research, the starting point in nearly all essays is a national frame. The geographical breadth is broad and reaches beyond the main colonial powers. The collection comprises essays on racial blood group research and nation building in Greece in the interwar years; on the Norwegian Association for Heredity Research in the same period; on the efforts to establish international standards for

Abstract This paper deals with the transnationalism of racial anthropological frameworks and its role in the understanding of human difference during India’s decolonization and nation-building. With attention to the circulation of scientific objects, I focus on the practices and articulations of Irawati Karve (1905–1970), an Indian anthropologist with a transnational scientific trajectory and nationalistic political engagements. I argue that Karve’s adaptation of an internationally validated German racial approach to study caste, ethnic and religious groups contributed to the further racialization of these categories as well as to the racialization of nationalistic projects in Maharashtra and India. I conclude with a reflection on the transnationalization of the coloniality of racialization.

The essays in this special issue shed new light on the transnational movement and exchange of researchers, data, theories, and scientific objects in the anthropological and genetic study of human populations in the twentieth century. Historians have long stressed how the study of race and human populations in this period served to create a national identity for emerging nation states. More recently, historical narratives of anthropology and human genetics have emphasized the global scale of research networks in these sciences. This issue explores the specific routes, crossings, and interactions between national and international contexts prompted by the study of races and populations. The essays reveal not only how transnational scientific practices were strongly connected to national aspirations and projects, but also how unequal social and geopolitical power relations

Abstract This article examines to what extent nationalist and sexist sentiment and international politics shaped attempts to universalize measurement practices in physical anthropology. On the one hand, racial scientists were interested in creating an international community with a universalized methodology and developing a global taxonomy of human races. On the other hand, they chauvinistically guarded their localized practices from outside influences. By following the standardization efforts of British biometrician Miriam Tildesley, a female racial scientist adamant on unifying a research field largely dominated by men from different countries, this article argues that intersecting forces of nationalism, internationalism, and sexism shaped anthropological practices in the early twentieth century.
