The early warning of users' tariff recovery risk is a very difficult problem during the operation of electricity companies. This paper proposes a novel early warning method of tariff recovery risk based on the long short-term memory (LTSM) neural network. First, the concept of LTSM neural network is introduced. Then, the detailed procedure of early warning of tariff recovery risk based on LTSM neural network is proposed and described. At last, the proposed method is compared to other commonly used algorithms such as logistic regression, decision tree algorithm, and support vector machines on a set of practical data, and the results show the high efficiency of the proposed method.

With the development of the meteorological sounding technology, more and more new equipment is applied to the meteorological observation. However, due to the lack of professional technical and measurement instruments in meteorological department, a lot of meteorological equipment need to be returned to the factory or specialized agencies for detection and maintenance, this greatly increased the maintenance costs. "Provincial meteorological observation equipment test and maintenance platform" is a kind of professional equipment designed for meteorological equipment testing and maintenance based on PXI and LabVIEW, and it can help the operator to detect, diagnose and maintain the meteorological equipment. This paper discusses the method of meteorological equipment testing, the software design scheme of the maintenance platform and the experiment of the system.

With the frequent occurrence of haze weather, the concentration prediction of PM2.5, the main pollutant in haze weather, has gradually become a hot topic. Based on the analysis of historical data of PM2.5 and related weather information in Changsha City, this paper establishes a multivariate linear regression model to predict the concentration of PM2.5. The validity of the model is verified by comparing the predicted value with the observed value. The model has a good application value for the prediction of PM2.5 concentration.

In order to effectively evaluate the performance of college counselors, through the research on the management policy of college counselors in China, this paper proposes a method for evaluating the performance evaluation of college counselors by Integrating Target Performance Management (ITPM). Introduce ITPM into the performance evaluation of college counselors, and conduct performance evaluation based on the understanding of the status quo of college counselors in China. The results show that the ITPM method proposed in this paper is a more suitable method for college counselor performance evaluation, which can improve the construction of counselors and strengthen the management of college personnel.

The locally-granted student loan for undergraduates is a policy loan to help the needy students successfully complete their studies. The granted objects of the locally-granted student loan for undergraduates are those who are not yet working. They have no stable sources of income, no credit history and no collateral of personal assets. Therefore, there is a certain risk in the locally-granted student loan for undergraduates. The way to reduce the risk of locally-granted student loan is to conduct risk assessment at the time of examination and approval, limiting the occurrence of nonperformance from the source. This paper designs and proposes a method to assess the risk of locally-granted student loan for undergraduates from the perspective of game theory to avoid the risk in the loan for all parties.

Power network partitioning is an old but still challenging and meaningful problem. A large power grid is divided into several zones so that buses within zones are electrically close. Urban power grid partitioning is usually ignored due to its scale is smaller than large power grid partitioning. This paper proposes a method that considers the characteristics of urban loads and a hybridization of genetic algorithm with simulated annealing algorithm is applied to get the best scheme for network partitioning problems. The optimal number of partitions is determined by related theories of matrix analysis and the candidate solutions are evaluated by a multi-index fitness function based on the electrical distance matrix. This method is applied to a real urban power grid with 134 buses. The short circuit currents before and after partitioning are compared to test the validity and practicability of this method.

Based on technology of U-wert simulation, taking the project of green wall reconstruction performed by Wismar University in Germany as an example, the greening of building surface can improve thermal insulation of exterior wall by 18.2%, a number finally obtained by quantitative calculation of the coefficient of thermal conductivity after the building of analysis method of variable control, parameter setting and microscopic model. An effective quantitative method and experimental means for better analysis of the thermal insulation performance of building surface greening are provided by using the technology of U-wert to construct numerical simulation.

The water yield model of integrated valuation of ecosystem services and tradeoffs (InVEST) model was employed to estimate the water source conservation capacity of West Liaohe River Basin and analyse its variation characteristics. The data included land use and land cover, average annual precipitation and potential evapotranspiration and so on. The results show that the total water yield of the Basin fluctuates obviously from 1990 to 2012. The actual evapotranspiration is decreasing. Water yield is becoming less and less. Water resources at the regional distribution is extremely uneven. The activities of returning farmland to grassland made the actual evapotranspiration and water yield decreasing. Dry coefficient increase. Ecosystem environment of West Liaohe River Basin is fragile and sensitive.

To improve the system throughput of the user-level resource scheduling algorithm, a slice-level scheduling algorithm is proposed based on the requirements of wireless network slicing technology and the definition of functional scenarios. The slicing characteristics of the user are taken as the priority measurement factor of the user, and PF algorithm is used to improve the priority calculation method of user scheduling. The fairness performance of the algorithm is evaluated according to the user satisfaction. Such algorithm can achieve the effect of improving user satisfaction, and improve the average user satisfaction compared to PF algorithm.

The unit commitment problem is one of the famous and important topics in power system research. This paper proposes a novel hybrid immune particle swarm optimization (HIPSO) algorithm for unit commitment considering the environmental cost. Firstly, the unit commitment model with the objective function of minimizing the total cost (including operational cost and environmental cost) is established. Secondly, the HIPSO algorithm is described to solve the unit commitment model. At last, case studies are carried out on a province-level power system, and the simulation results verify the effectiveness of the model and the high efficiency of the algorithm.
