Based on the CB of the economic and policy analysis on wetland ecosystem compensation in China 基于CB的中国湿地生态系统补偿的经济与政策分析

As one of the world's three ecosystems, wetlands is an important part of the ecosystem. The farmland development and the lack of water resources led to reduction of wetland resources. Therefore, China has taken a series of measures to protect the ecological environment of wetland. Wetland Ecological compensation as a compensation system for the various stakeholders, it can not only inhibit the right over-exploitation of wetland resources effectively, encourage wetland protection acts, and mitigate the contradiction between protection and utilization, but also help to establish the effective value mechanism in the wetland conservation, then to form long-term, stable wetland interests. Based on the diversity and the external of wetland, the main line of cost- benefit analysis, this paper analysis the wetland ecological compensation from the property rights, public goods perspective on China. At last, the paper put forward the policy suggestion.
湿地作为世界三大生态系统之一,是生态系统的重要组成部分。农田开发和水资源缺乏导致湿地资源减少。因此,中国采取了一系列措施来保护湿地生态环境。湿地生态补偿作为一种针对各利益相关方的补偿制度,不仅可以有效抑制湿地资源的过度开发,鼓励湿地保护行为,缓解保护与利用之间的矛盾,而且有助于在湿地保护中建立有效的价值机制,形成长期稳定的湿地利益。本文以湿地的多样性和外部性为基础,以成本效益分析为主线,从产权、公共物品的角度对中国湿地生态补偿进行了分析。最后,提出了政策建议。

Research on the Techniques and Architecture of DSS based on Innovation 基于创新的决策支持系统技术与体系结构研究

On the basis of decision analysis for complex problem solving, the consistency of innovation theory and Decision support in problem solving methodology, this Knowledge system of innovative theory will be used to build design support system in this paper. We explore structurized attribute method of complex problem, model representation of conflicts and model method of conflict resolution in the design of decision solution program. Then we study the Techniques and Architecture of DSS based on Innovation, and use agricultural development planning DSS prototype to verify the feasibility of Design Support System (DSS) based on Innovation.

A sort of fast matching algorithm of Auto Rack Girder Detection System 一种自动机架梁检测系统的快速匹配算法

Auto Rack Girder Detection System based on image mosaicing technique for aerial images were studied. Phase correlation method is used to complete Rack Girder image mosaicing. With Fast Fourier Transform of images, the phase information in frequency domain is used to realize image mosaicing. Considering a lot of Sequence Images having features need to be real-time stitched, improved Fourier field stitching algorithm is put forward in the paper. At first large region is restricted within overlapped areas of image, and then two-dimension pulsing signal is gotten after cross-power spectrum is counted. Registration parameters are gained through maximum of pulsing signal. To bundle image, a new weighting image smoothing algorithm based on Canny is put forward. To the extent, the algorithm has general adaptability to some factors such as lamination variation and noise and so on. The algorithm suits a lot Sequence Images fast stitching as the fast speed of stitching because of fast speed of stitching. The analytic conclusions indicate that the algorithm is adopted to fast stitch a lot of sequence images, and it has general adaptability to some factors such as lamination variation, noise and so on.

Research on aging and life management system of Reactor Pressure Vessel of nuclear power station 核电站反应堆压力容器老化与寿命管理系统研究

The Reactor Pressure Vessel (RPV), which is the only unchangeable component of nuclear power plant, is the main barrier to prevent the radioactive leakage of nuclear power plant, its life determines the life of nuclear power plant directly . RPV has been accepted as the focal point of aging and life research all the time. In this paper, the aging and life management system of RPV of nuclear power plant is presented, the function reference model of aging and life management is discussed, the systematic goal are particularly introduced and the system function in detail. The development system has been already put into operation in nuclear power plant which builds the good foundation for the aging and the life management of RPV. Many previous problems have been resolved effectively via the RPVALMS.

Performance analysis and simulation of DSSS system in classical urban fading enviornments and pulse jammer 经典城市衰落环境和脉冲干扰下DSSS系统的性能分析与仿真

We first build a simulation model of a direct sequence spread spectrum communication system with several classical pseudorandom noise sequences. Then analyze the symbol error rate of DSSS system in a fading and pulse interference environment. Monte Carlo simulation experiments are also done based on the DSSS communication system simulation platform. The BER performance of DSSS communication system in a classical urban fading environment is analyzed and simulated finally.

In the era of knowledge economy, intellectual staff determine the future of enterprises, particularly the future of enterprises hinging on science and technology. How to effectively and fully inspire the enthusiasm and creativity of such staff members is becoming more and more important for the survival and development of an enterprise. In this paper the author analyses the personality and requirement of intellectual staff, as well as the long-standing misconception on incentive mechanism for intellectual staff in Chinese-funded enterprises. Meanwhile in this paper the author puts forth and elaborates an effective incentive pattern for intellectual staff.

Research on the constitution and identification of IT project economic benefits IT项目经济效益的构成与识别研究

IT project economic benefit is the core to IT project economic analysis (national economic evaluation). To identify and measure IT project economic benefit in a scientific way laid the foundation for economic analysis. From the perspective of economic analysis, economic benefits of IT project are calculated in this paper for measuring the project contribution to the national economy. According to the theory of project economic evaluation, the connotation of IT project economic benefit were analyzed profoundly and the classification of IT project economic benefits were first proposed. According to the basic requirements of identification of IT project economic benefits, combined with the characteristics of IT project, we focused on the composition of IT project economic benefits, which were divided into the direct benefit and the indirect benefit.

Research on performance evaluation system of power based on sustainable development 基于可持续发展的电力绩效评价体系研究

This text mainly starts with the defect of traditional performance evaluation system of power and takes sustainable development view as the guidelines, then reconstructs performance evaluation system of power in the way of certain principle and method from finance, inside management, community responsibility, customer satisfaction, study and grow up, solving the problems of existing performance appraisal system. Only in this way can better reflect the requirement of enterprise's long-term sustainable development.

Research on economic models with contract management mechanism in grid 网格中契约管理机制的经济模型研究

The Grid Architecture for Computational Economy (GRACE) is a model, which uses for reference the competitive market mechanism in human society to manage the resource. However, in the model, once the trade is set up, there is no way to monitor whether the seller (i.e., resource owner) has provided the services or the buyer (i.e., user) has accepted the services according to their commitment. Thus a new Grid Market Architecture based on Contract Management(CM) with According to Lower is proposed in this paper. The whole process of market transactions is constrained by CM. The components and the workflow of CM are discussed in detail in this paper. The simulation experiments show the significance of our proposed new architecture.

However, in the model, once the trade is set up, there is no way to monitor whether the seller (i.e., resource owner) has provided the services or the buyer (i.e., user) has accepted the services according to their commitment. Thus a new Grid Market Architecture based on Contract Management(CM) with According to Lower is proposed in this paper. The whole process of market transactions is constrained by CM. The components and the workflow of CM are discussed in detail in this paper. Design of a reliable cache based on grouped checking and data reloading 基于分组校验和数据重载的可靠缓存设计

Reviewing some past research[1–4], we have come to believe that SEU (single event upset) is the main reason for fault or even failure of satellite-borne computer. This paper proposes a reliable cache structure which is based on grouped checking and data reloading. In this structure, data and tag domain are divided into several groups to check. If there have some errors during checking, the cache accessing is identified to cache missing and to reload the right data from memory. The experimental results show preliminarily that the Longteng-FT1 microprocessor we designed is reliable and can tolerate SEU up to 300 Krads (Si).
