Analysis of Adolescent Fertility Aged 10-14 Calculation Results in Indonesia 印度尼西亚10-14岁青少年生育率计算结果分析

The adolescent's fertility aged 10-14 years is one of the national and international focus of attention as outlined in Sustainable Development in 2030 target 3.7. To fulfill these targets, there is 3.7.2 indicator regarding adolescent fertility (10-14 and 15-19 years). The indicator that was used to measure adolescent fertility is the Age-Specific Fertility Rate (ASFR). The availability of information about this indicator can help the stakeholders to understand their current situations and their needs in order to prepare for healthier adolescence and adulthood. So far, there is not much information about ASFR 10-14. Usually, ASFR is calculated for aged 15-49 years. It is because of adolescent fertility aged 10-14 are very rare cases and the data sources that can be used to calculate them are limited. The aim of this study is to calculate ASFR aged 10-14 years in Indonesia use the 2012 IDHS, 2015 inter-census population survey, and the 2017 IDHS data. The methods used are direct method, a direct method with modification, and Schmertmann method. Based on calculations from three methods, it can be concluded that ASFR aged 10-14 years in Indonesia is still very low (under 1 per 1000 births). That can be interpreted that not many birth cases are found for women aged 10-14 years in Indonesia.

Improvement of Rice Food Data for Quality Food Development Planning 为优质食品发展规划改进稻米食品数据

Public debate on the reliability of rice data is not a new issue. However, recently, this debate has been so intense that the current government takes this issue seriously. There is a lack of explanation to the public on how this issue may occur. Some question the rice production data, while some argue that market and logistic systems do not work fairly. Issues of this rice data lead to the public distrust of food-related policies. This paper aims at (i) reviewing issues and causes of the unreliability of rice data, (ii) discussing some major political economy impacts of the rice data unreliability, and (iii) proposing some policy and action alternatives to deal with this vital issue.

Strategic Issues in Dam Operation and Maintenance in Indonesia 印尼大坝运行与维护中的战略问题

Strategic issues in dam operation and maintenance are important to meet domestic water needs and the study was conducted by the Dam Operational Improvement and Safety Project (DOISP) in two phases. DOISP Phase I was established to continue the Dam Safety Program with the focus on the operational improvement and the safety of dams. The Dam Operational Improvement and Safety Project Phase II (DOISP Phase II) is a continuation of DOISP Phase I that previously has provided support to the completion of remedial and rehabilitation works and operational and safety improvement of 34 dams owned the Ministry of Public Works and Housing (MPWH) as well as the preparation of various guidelines which relate to the dam management operation. Strategic issues in operation and maintenance are prepared in 2020-2024, strategic plan by the Directorate of Water Resources and Irrigation (Ministry of National Development Planning/Bappenas). Planning based on strategic issues in operation and maintenance is important because a dam and reservoir can support hydropower, navigation, recreation, flood control, irrigation, and water supply, with each multipurpose benefit having a significant social and economic impact at the local level, regional and national.

Decentralization, Democratization, And Social Protection In Indonesia: A Systematic Review of the Literature 印尼的权力下放、民主化与社会保障:文献系统回顾

This literature review seeks to provide a comprehensive and systematic review of evidence concerning decentralization and its impact on vulnerable groups through social protection (SP) programs with the specific case of Indonesia. Having explored six major databases with various keyword strings, the results lead to considerable gaps in the knowledge base for decentralization and social protection, particularly for cases in developing countries. Most of the literature is ‘data free’, based on theory, assumption, or conjecture. Four key issues have been generated out of extensive search results. First, the weak correlation and varied results of decentralization implementation and local service delivery. Second, the impact of decentralization on SP is unclear. Third, a country’s current regulatory environment and administrative capacity, significantly determine the overall success of SP programs. Fourth is the potential features of decentralization that can be drawn upon to enhance SP.

In Indonesia, the function of the budget is carried out by the government as a branch of executive power in charge of preparing the draft of State Budget and Revenue (R-APBN), together with the House of Representatives of the Republic of Indonesia (DPR-RI) as a branch of legislative power in charge of participating in discussing and approving the R-APBN, including oversight of the implementation of the State Budget and Revenue (APBN). During the initial observation process and the results of interviews conducted, the author found several indications of problems relating to the State Budget of the Republic of Indonesia in 2018, such as not all the components are on time so that a delay can affect the existing cycle and The attraction of interests that can not be avoided starting from the interests of groups as well as individual interests. Referring to the Elected President's Speech on July 14, 2019, the vision of Indonesia going forward is to promote innovation that is focused on 5 main work programs. The first is to continue the development of infrastructure, especially those that connect with people's production areas, such as small industrial zones, special economic zones, tourism zones, rice fields, plantations, and people's ponds. The second is to build human resources, with the emphasis on the health of pregnant women, infants, toddlers, school-age children, improving the quality of vocational education and talent management, and support for the high-talented diaspora. The third work program is to increase investment. Investment is aimed at opening up the widest possible employment opportunities, by accelerating the licensing process and removing all investment barriers. The fourth work program is to carry out bureaucratic reform, including structural institutional reforms to make it simpler and more agile, as well as changing in a mindset to quickly serve and give licenses. Fifth, to improve the efficiency and effectiveness of the use of the state budget, with a focus on providing benefits to the people, both in the form of economic benefits, social benefits, and welfare.

Watershed Management in Indonesia: A Regulation, Institution, and Policy Review 印度尼西亚流域管理:法规、制度和政策综述

Watershed Management as part of regional development in Indonesia is facing various complex and interrelated issues. It is indicated by the lack of integration among sectors, agencies, regions and community participation. The increasing frequency of floods, droughts, landslides, and water crisis problems recently shows that watershed management in Indonesia has not been effective yet in enhancing sustainable development. Furthermore, the damage of watersheds is commonly observed from the upstreams only, such as the addition of cultivated land area and massive settlement, so that erosion and sedimentation affect the declining productivity of land and the increasing frequency of water-related disasters. If watersheds are defined as a container of water cycle, then solving its problem by simply rehabilitating the upstreams is not completely right. Government policies on watersheds management need to be reviewed from its initial aspects of science as well, including existing regulations and institutions, so that the contribution and linkage among sectors could be visible. The concept of Integrated Watersheds Management is basically participatory management of multi-stakeholders in conservations and utilization through an ecological concept of interdependency between nature and human beings. This paper aims to explore the effectiveness of watershed management policies in Indonesia in the context of history, regulation, institutions, and policy implementation.

Furthermore, the damage of watersheds is commonly observed from the upstreams only, such as the addition of cultivated land area and massive settlement, so that erosion and sedimentation affect the declining productivity of land and the increasing frequency of water-related disasters. If watersheds are defined as a container of water cycle, then solving its problem by simply rehabilitating the upstreams is not completely right. Government policies on watersheds management need to be reviewed from its initial aspects of science as well, including existing regulations and institutions, so that the contribution and linkage among sectors could be visible. The concept of Integrated Watersheds Management is basically participatory management of multi-stakeholders in conservations and utilization through an ecological concept of interdependency between nature and human beings. The Impact of Remittances on Children Educational Outcome in Indonesia 汇款对印度尼西亚儿童教育成果的影响

This study investigated the impact of remittances on education outcome of children in the migrant household using cross-sectional data from ongoing longitudinal survey International Family Life Survey fifth wave that collected in 2014. The study controls household’s characteristics and individual characteristics and endogeneity problem using Instrumental Variables estimation. This research using Instrumental Variable Probit Estimation. The remittance is the main variable and the married status, sex category, age of household’s head, household’s head education, and wealth as a control variable. This research finds that remittance has a negative and significant effect on the probability of having higher education on children in migrant households.
本研究利用2014年收集的国际家庭生活调查第五波正在进行的纵向调查的横断面数据,调查了汇款对移民家庭儿童教育成果的影响。本研究使用工具变量估计控制家庭特征和个人特征及内生性问题。本研究采用工具变量概率估计。汇款为主要变量,婚姻状况、性别类别、户主年龄、户主教育程度和财富为控制变量。本研究发现,汇款对流动家庭子女接受高等教育的概率有显著的负向影响。

Indonesia’s Geothermal Resource Paradox: Unbundling Risks, Unleashing Private Capital 印尼地热资源悖论:解除风险,释放私人资本

The belief that resource abundance equates to energy security is roundly debunked in Indonesian geothermal. Indonesia’s copious geothermal reserves remain untapped. Experts cite the usual culprits: unreliable long-term contracts, ambivalent government support, and lukewarm investors investment appetite. In this paper, we argue that the real constraints lie in investors’ unresolved contradictions: Quick to complain about government’s unreliable and shifting stance, investors look to the same counter-party to guarantee their “iron-clad power purchase agreements (PPAs)” to secure their returns. To unleash Indonesia’s geothermal potential, we propose adopting slim-hole drilling technologies to reduce costs, while facilitating sequential commitments. This could enhance strategic flexibility that lowers the costs of good failures while facilitating the adoption of resource insurance to de-risk geothermal exploration and drilling. To sustain these benefits, “cheap” energy policy needs to be phased out to allow a restructured PT Perusahaan Listrik Negara’s (PLN) to flourish by embracing commercially viable strategic approaches.

Re-running Eligibility on Fiscal Spending Behavior: Evidence from Indonesian Municipalities 财政支出行为的再运行资格:来自印度尼西亚市政当局的证据

This study focuses on the difference in spending policy behavior between regions having re-running incumbents in the 2015 election and regions that have the last-period incumbent. Hypothetically, re-runner incumbents would try to enhance their re-election probability by increasing their targeted expenditures in the times leading to the election time; in contrary, the last-period incumbents will do the opposite. Ordinary Least Square (OLS) cross-sectional data has been used to analyze the politicians’ behavior on fiscal spending policy for 237 municipalities. The study result shows that there is no difference in behaviour between regions having re-running incumbent and regions that have a last-period incumbent. Compared to regions with lame ducks, grant expenditure tends to be higher on election year in regions having a re-running incumbent. There is also a tendency that the higher grant expenditure in the year prior to the election, the lower grant expenditure during an election year in those regions.
