Multilingualism and Social Networks among Language Speaking Communities of Wondama Bay, Papua, Indonesia 印度尼西亚巴布亚文达马湾语言社区的多语现象和社会网络

The article aims at describing the contribution of multilingualism in studying traditional patterns of social networks and social relations among language speaking communities in Wondama Bay, Papua, Indonesia. This area is a multilingual area in which multilingualism reflects the complexities of social identity that contribute to social networks and social relations established for centuries. The nature of multilingualism produces other patterns of language use such as lingua franca, language shifted, language switched, language mixed, and language endangerment. These language phenomena may be used to analyze social networks and among language speaking communities in this region. Some social practices such as socio-cultural activities, political and economic motivations and the practices of slavery are among social activities that are shared by people across social and cultural boundaries and those are reflected by the establishment of multilingualism and such a society is considered a common practice in Papua.

The Blue Ocean Strategy to Career Management: A Paradigm Shift in the 21st Century 职业生涯管理的蓝海战略:21世纪的范式转变

The concept of career management has become illusive in the knowledge-based economy of the 21st century. Seldom is the traditional strategy (Red Ocean) to career management a match of the emerging internal and external labor market opportunities. Employees have unswervingly aligned themselves with the Red Ocean strategy to career management. This approach leads to a saturated and competitive labour market. A paradigm shift in career management is necessary if employees have to remain relevant in the global labour market. The purpose of this desktop review was to critically analyse the Blue Ocean strategy to career management as compared to the Red Ocean approach. The reviewed literature is discussed in the context of Anticipatory Career Movement, Organisational Career-Management, and Career Self-Management. The paper concludes that a paradigm shift from the Red Ocean to the Blue Ocean strategy to career management is inexorable. The Blue Ocean strategy to career management advocates for uncontested market space. Consequently, having a strategic mind-set to career management is likely to enhance employees’ preparedness to the emerging societal and economic global trends.

Strengthening Local Democracy through Local Political Parties in Aceh 通过亚齐地方政党加强地方民主

The development and progress of democracy in other countries affect the democratic system in Indonesia. The existence of a Political Party becomes an instrument of democracy. However, the post-reform democracy system has not been able to accommodate some of the interests of local communities, resulting in the emergence of separatist movements in several regions of Indonesia. By using normative approach and literary study method, this research concludes first, that the people judge the existing National Political Party that at time, it is not in line with the values of Indonesian society. Secondly, one of the problems related to the emergence of separatist movements in Indonesia as a result of the unaccompanied interest of local communities by existing post-reform political parties is the Free Aceh Movement (GAM) in the Province of Nanggroe Aceh Darussalam (NAD).

The Sectoral and Skills Mismatch between the Senior High School Program and the Top In-Demand Jobs and Projected In-Demand Jobs in the Province of Cebu, Philippines 菲律宾宿务省高中课程与需求最高的工作和预计需求工作之间的行业和技能不匹配

This study aims to decipher whether the senior high school tracks, academic strands, and the Technical Vocational and Livelihood (TVL) specializations offered in the different congressional districts in the Province of Cebu match with the needs and demands of the local jobs and industries. In order to determine if there is a match or a mismatch, the study compares the top-5 in-demand jobs of 2017 and top 5 projected in-demand jobs (2018-2022) in the identified districts with the top 5 senior high school tracks, academic strands, and top 5 Technical-Vocational and Livelihood (TVL) specializations offered using descriptive survey method. The study finds that there exists a sectoral or district mismatch because most of the senior high school tracks specifically the TLV strands do not match with the most in-demand and projected in-demand jobs per district. A skills mismatch also exists particularly the skills gap or the skills deficit because the skills of the senior high school tracks and TVL strands offered in the different districts do not match with the skills needed or required by the most in-demand and projected in-demand jobs of these districts. The study concludes that the existence of sectoral or district mismatch and the skills mismatch is due to the fact that most senior high school tracks and strands that are offered in the different congressional districts of the province of Cebu are not in accordance with the most indemand and projected in-demand jobs of the districts. Hence, the study recommends that there should be close coordination among stakeholders in order to address the skills gap in the province of Cebu. Also, there is a need to offer senior high school tracks, strands and TVL specializations that address or respond to the skills needed by the most in-demand jobs and projected in-demand jobs in every district. Finally, there has to be a periodic close monitoring on the job-skills mismatch in every district of the province through research and evaluation.

The Law Enforcement of Employment: Can Local Otonomy Make the Law Enforcement Run Effectively? (Case Study in Tulungagun Sociologic Juridis Perspective) 就业执法:地方自治能使执法有效运行吗?(图伦加贡社会法学视角下的个案研究)

The function of the law enforcement is framing the rules to increase the legal certainty, justice, and the beneficial. The meaning of three values is to show that the law enforcement contains the justice and expediency. But, there are many obstacles with the policy between central government and local government, especially in the law enforcement of employment. The solution is the coordination between institution or law product amendment which must be used to avoid the malfunction of law enforcement in employment. The researcher used normative and empirical method for this research (perspective of Juridis Sosiologis). The empirical method supports normative method to understand the law, the interest between central government and local government especially regency and city, and the function of law enforcement toward the legislative crush and regulation which is used by the central government and local government in holding each policy. From the explanation above, it can be concluded, from law construction perspectives and applications, the law theory need the pillar to enforce the laws such as law regulation, law enforcer, realization, society compliance, and infrastructure.

Performance of Visually Challenged Children on Verbal Tactile Test of Intelligence: Interaction Effects 视觉障碍儿童在言语触觉智力测验中的表现:互动效应

The present paper attempts to study verbal intelligence of visually challenged children with respect to their gender, school setting and age. Further attempt has been made to find out the interaction effect of independent variables i.e. gender, school setting and age on the dependent variable (verbal intelligence). A sample of 100 visually challenged children belonging to 1119 years of age; studying in inclusive and exclusive schools of Delhi region; having eligibility to read and write the Braille script was selected by employing purposive sampling technique. The findings of the study reveal that the performance of visually challenged children on verbal tactile test of intelligence becomes better as their age progressed. Moreover out of three independent variables i.e. gender, school setting and age, only age was found to have main effect on the dependent variable i.e. verbal intelligence while other two variables (gender and school setting) did not make any significant effect on this variable.

Effectiveness of the Career Guidance Program and the Employability of the Graduates of Isabela State University during the School Year 2010-2015 职业指导方案的有效性和伊莎贝拉州立大学2010-2015学年毕业生的就业能力

The career and placement unit in school is one of the services embodied in the guidance program that prepares the students for their future careers. The career counselors implement career services to help students determine their interests in the field of work and showcase their strengths and capabilities. The study aimed at identifying the career guidance program that attributed to the employability of the graduates of Isabela State University. The study analyzed the effectiveness and the extent of the relationship of the career guidance program to the employability of the graduates. It utilized a convenience sampling technique. Moreover, the questionnaire used was patterned in ASCA National Standards for career development. The CHED questionnaire for tracer studies was utilized to trace the employability of graduates. The study included 1,169 respondents from Angadanan, Cabagan and Cauayan campuses. The statistical tools used are Frequency, Percentage, Mean, Pearson-r, Eta Coefficient, Chi-Square, F-ratio and one-way ANOVA. Results showed that there is significant difference in the effectiveness of the career guidance program among the three campuses and their employability., Significant difference was also found among the three campuses on the employability of their graduates such as waiting time for the first job, employment status, gross monthly income, present occupation, and place of work. But, there was no significant correlation found in the number of jobs since graduation, nature of work, number of employees in present company and length of service in each job. The correlation on the effectiveness and extent of career guidance program to employability of graduates is significant at 0.05 level. Thus, the career guidance program of the Isabela State University has contributed effectively to the employability of their graduates.

The career counselors implement career services to help students determine their interests in the field of work and showcase their strengths and capabilities. The study aimed at identifying the career guidance program that attributed to the employability of the graduates of Isabela State University. The study analyzed the effectiveness and the extent of the relationship of the career guidance program to the employability of the graduates. It utilized a convenience sampling technique. Moreover, the questionnaire used was patterned in ASCA National Standards for career development. The CHED questionnaire for tracer studies was utilized to trace the employability of graduates. The study included 1,169 respondents from Angadanan, Cabagan and Cauayan campuses. The statistical tools used are Frequency, Percentage, Mean, Pearson-r, Eta Coefficient, Chi-Square, F-ratio and one-way ANOVA. Results showed that there is significant difference in the effectiveness of the career guidance program among the three campuses and their employability., Significant difference was also found among the three campuses on the employability of their graduates such as waiting time for the first job, employment status, gross monthly income, present occupation, and place of work. But, there was no significant correlation found in the number of jobs since graduation, nature of work, number of employees in present company and length of service in each job. The correlation on the effectiveness and extent of career guidance program to employability of graduates is significant at 0.05 level. Enough time has passed since the evolution of term HRM that if we now look back and consider how practices of HRM has evolved we may get hundreds of HRM practices enumerated by different scholars with their respective outcomes. Some scholars tried their level best to legitimize HRM practices to a great extent, so that it can be understood that which are the major HRM practices, yet the key issue here is the distinctive approaches to these practices.This paper aims to give a comprehensive review, summary, and discussion on various perspective and approaches on adoption of particular HRM practices that have appeared in the literature.The authors of this paper after reviewing various models and researches extracted ten standard HRM practices. INTRODUCTION:Education of learners with visual impairment requires the concerted effort of services from different service providers in the communities. One of the service providers is Zambia Library and Cultural Centre for the Blind. Despite this centre being available in a Zambian community very few institutionsand educators who are giving education to learners with visual impairment as well as learners themselves are aware of this service.Hence the purpose of the study was to give a report in order to establish the services and assistance available at Zambia Library and Cultural Centre for the Blind which learners with visual impairment can access to better their education achievement with a view of living independent sound economic life after school.The Problem :Zambia National Library and Cultural Centre for the Blind train learners with visual impairment in various skills for a certain period of time. Students during this time have the opportunity to learn practical skills needed for their education and life. Knowledge of whether all the learners with visual impairment and educators are aware about these services or not is not known because it has not been reported and documented, the reason this study has been instituted. This study therefore meant to answer the question, "what are the services offered by the Zambia Library and Cultural Centre for the Blind and are they known by all educators and learners with visual impairment?"Purpose of the study:The purpose of the study was to generate a report about the services offered by the Zambia Library and Cultural Centre for the Blind and make their services known to all educators and learners with visual impairment.Generating the report is of great importance and it will help learners with visual impairment and educatorsaskey stakeholders to uphold faith in the quality of this library training in the country.Significance of the study:This study would help all learners with visual impairment and educators to be aware about the services being offered at the Zambia Library and Cultural Centre for the Blind. It would also act as a review for the library and an appreciation of the services being offered.This will help learners with visual impairmentthatneeds to learn skills in order to be successful academically.LIMITATIONS:The study revealed the services being offered by the libraryand howit operates from the library staff's point of view.
