The contradiction between supply and demand of Basic Public Education Services (BPES) is highlighted. Some problems need to be addressed such as undersupply, low supply efficiency and imbalanced supply structure. Inspired by the concept of synergistic governance, an effective way that tackles this challenge is to innovate the supply mechanism for BPES. From the synergetic perspective, this paper builds a collaborative supply model for BPES in favour of the diversification of BPES providers. Six synergy mechanisms are also given, based on the cycles of supply and demand of public education services. These six mechanisms, focusing on “synergy” instead of “individual unit” among plural providers, are demand expression, collaborative strategy, resource allocation, transparency, collaborative responsibility, and supervisory feedback. Here also gives the implementation path for effective operation of the synergy mechanisms.

There are few achievements in the research of STEM educational theory and practice in China and there exists a lack of systematic course system, activity design framework and resource support in STEM education, so this study probes into the localization of STEM education based on the present situation in China. In the educational model of “STEM education + creator”, this study finds out the model of integrating STEM education into the talent cultivation process by means of creator space. Then through the method of evaluating students’ problemsolving ability, this study explores the influence of STEM course on students’ problem-solving ability and explores a new way of thinking of reform.

Based on the theory of “harmony of body and mind” traditional culture, this paper combines the traditional Chinese language culture with the expression of dance art. By embedding various aspects of expression elements of language into the classroom of dance art, students can appreciate the dance art while achieving the purpose of learning Chinese language culture. Based on this idea, an integrated innovative teaching method is developed, which is then tentatively applied in the domestic and international Chinese language culture communication classrooms. The results show that the combination of Chinese language culture in the dance teaching of ethnic minorities in China is conducive to enhancing students' learning enthusiasm, especially for the spreading of traditional culture. In foreign countries, the learning effect and learning interest among primary and middle school students, college students and adults are improved by more than 2 times when traditional Chinese dance, local dance teaching and Chinese language culture are integrated. Therefore, the integration of dance art teaching and Chinese language culture is of great help to improve students' oral learning and practical application, which is of great significance to traditional communication and inheritance.

As an aesthetically pleasing course, music plays an extremely important role in primary and secondary schools and even higher education. It is the main channel for the popularization of primary and secondary education to art and the only way to practice it. It is also a compulsory course for schools to achieve aesthetic education. . Music education is different from traditional education in other disciplines. It emphasizes the emotional experience of educators and emphasizes the emotional exchange and perception between teachers and students. In general, music education is a comprehensive quality education course that integrates psychology and music aesthetics. However, traditional music education only flows on the surface of the curriculum and ignores the emotional experience in the teaching process, thus failing to achieve the purpose of so-called aesthetic education. Therefore, it is very necessary and meaningful to study the framework of emotional education system in music education in a timely and effective way. Based on emotional psychology, aesthetics and educational psychology, this thesis focuses on the emotional teaching in music education, and constructs an effective and effective music emotional teaching system, and proposes specific strategies and measures for the current status of music education. In the specific practice verification section, this paper conducts experimental teaching based on a sample of 200 students and gives a questionnaire to verify the acceptability and effectiveness of the proposed teaching system. The era of multi-culture with popular We Media has provided opportunities and challenges for ideological and political education in colleges and universities. The development of new economy and the coming of a new round of technological and industrial revolution put forward new requirements for higher engineering education. Innovative talents training has become an important part of higher engineering education reform. According to the analysis of the present situation and main problems of the training of innovative talents in higher engineering education in China, the “five-in-one” training mode of application-oriented innovative talents was established based on the systematic theories. Indepth exploration to the internal factors of such five subsystems as classroom teaching, practical teaching, discipline competition, second classroom and school-enterprise cooperation and to the coordinated operation mechanism between systems has been carried out. Specific measures for training innovative talents in engineering education are put forward, which has a strong practical guiding significance for the cultivation of innovative talents, and further motivates China to shift from a big country of engineering education to a powerful country in engineering education.

To explore what is impact of the instruction model integrated with WIKI platform and computer collaborative learning theory on students’ CET-4 grades, an instance is devised here to simulate the application of this instruction model in CET-4 learning process of students in any majors rather than English of university. First of all, this paper makes a general overview on WIKI platform and computer collaborative instruction model, then describes the design of didactical activities and function modules on WIKI platform; based on the content of courses, a contrast experiment is cited to help analyze and compare Pre-test and Post-test CET-4 grades of students as chosen in experiment class and in control class. Not only that, the application effect of WIKI platform in the university education is exposed to us after the questionnaire survey and face-to-face interviews are made on the respondents. This study results reveal the instruction effect of collaborative learning model for CET-4 under the WIKI environment, and emerges as a theoretic basis for accelerating the diversified development of university English pedagogy in China.

Concerning the issues that the teaching time of College English (CE) curriculum has been compressed and the education resources in universities get more and more strain, this paper proposes to apply the new media technology in the CE vocabulary learning. The new media technology can achieve the interaction with learning subjects and involvement in the learning process with the mass language materials and database. It features the instantaneity, facticity and strong practicability. On this basis, this paper makes a thorough analysis on the application of new media technology in CE vocabulary learning. It turns out that the intervention of new media technology can strengthen the students' interests in learning CE vocabulary curriculum, and make available English teaching resources more diverse, flexible and speedy, so as to reduce the learning cost, improve the CE teaching quality and level, and enhance students' learning effect in English vocabulary, thus providing a good clue for the society to cultivate a multi-functional compound talents.
