Attracting Foreign Direct Investment as an Economic Challenge for Ukraine in the Context of Globalization 吸引外国直接投资是乌克兰在全球化背景下面临的经济挑战

The paper reflects topical issues related to the attraction of foreign direct investment. The various dynamics of direct foreign investments into and from the economy of Ukraine are investigated. Tendencies of changing indicators are established. The emphasis is placed on the fact that the volume of direct foreign investments per person remains low. Foreign direct investment is mostly from the EU. It is concluded that in recent years a lot of foreign investors have lost interest in the Ukrainian economy. The main reasons for this comprise the risks that we associate with economic and political instability; the corruption of power structures, the influence of negative factors, both social and geopolitical. Problems in the field of attraction of foreign investments, which require urgent solution, are revealed. Modeling of foreign direct investments into the Ukrainian economy has been conducted by the method of trend extrapolation and predicted values of the indicator. The directions, aimed at strengthening of investment attractiveness of Ukraine, are grounded. Keywords— foreign investment, capital investment, rating, investment attractiveness, modeling.

Optimization of forest ecosystem recreational services formation in conditions of decentralization in Ukraine 乌克兰分权条件下森林生态系统游憩服务形成的优化

One of the main conditions for increasing the level of ecosystem service delivery through the prism of decentralization is in-depth analysis and monitoring of the state of ecosystems, which will allow the development of priority services on a fee basis. The article shows the influence of the integrated territorial communities (ITC) on the activities of the territorial and recreational system, which allowed to optimize the costs of recreation facilities. The classification of forest ecosystem services according to the evaluation indicators has been systematized. From a practical point of view, the model of the optimal functioning organization of the recreational object was adapted, which was preceded by the analysis of forestry, which allowed to determine the capacity of a single recreational load. The model of recreational object optimum functioning organization on the example of forestry was built, which allows to increase the recreation on the objects of recreation. A descriptive model of the recreational area, the key object of which is the complex of ecosystem services of forest located in the territory of the ITC is proposed. Its structure offers the arrangement of recreation rooms in the territory of the forestry for temporary stay, which will allow to generate income. The issue of income in the part of recreation is quite painful, since recreational places are free for recreation. Modeling of the Control System of Business Processes of Management of Region as an Economic Entity 作为经济实体的地区管理业务流程控制系统建模

The article is aimed at developing a model of a control system of business processes of management of the region as an economic entity. The relevance of such model is reasoned taking into account the necessity of ensuring efficient management of the region in terms of continuous dynamic changes in the external competitive environment and providing persistent improvement of the system of making deliberate management decisions for prevention of problem situations occurrence and their solution. The definition of the system of control of business processes of economic object management is offered. The model of control system of business processes of economic object management is developed, using the system analysis, optimization and adaptive management methods. Proposed model is an integrated, multifunctional system of management tools, which, due to considering the results of the implementation of management business processes and coordinating information flows, allows to improve efficiency of functioning of the region as a dynamic system that incorporates feedback. Problems of Strategic Development of Regions of Ukraine Using Smart Specialization Concept 基于智能专业化理念的乌克兰地区战略发展问题

The theoretical and methodological nature of strategic development on the basis of smart specialization is investigated and its role in ensuring the economic growth of regions and increasing the effectiveness of regional policy is substantiated. Methodical approaches are proposed to identify the types of economic activity that will be developed in accordance with the principles of smart specialization and which can be considered as strategic goals of regional strategies. The approbation of these approaches in the analysis of production, innovation, export and human resources in the context of economic activities on example of Lviv region allows to determine the strategic priorities of the region's development using a concept of smart specialization. The result of the analysis is to identify problems of implementation of smart specialization concept in the development of strategies for Ukrainian regions and proposals for their solution. Keywords— region, strategy, smart specialization, strategic goals, innovative economic activities, inclusive growth, competitive advantages.

Ecosystem services in the management system of ecological safety of territorial units 国土单位生态安全管理体系中的生态系统服务功能

Preservation and restoration of the natural environment and ensuring environmentally safe functioning of ecosystems are the priority conditions for implementation of the dominant social paradigm, which is development in harmony with nature. The article describes the essence of management system of ecological safety of territorial units as a set of actions and processes aimed at planning and constructing optimum options of spatial-temporal structuralfunctional organisation of ecosystems, restoration and increase of their ecological potential and stability, prevention of occurrence and development of ecological risks. Structure blocks of the system are environmental audit, environmental design (planning), environmental monitoring, databases and data banks with the use of GIS technologies. Implementation of the ecosystem services concept has an important role in the management system of ecological safety of territorial units. It is based on the need of co-evolution development of ecological and economic components. Monetary evaluation of the ecosystem services, development and introduction of payment mechanisms for these services will allow implementing programs (measures) for ensuring environmentally safe functioning of ecosystems within the territorial units. RELEVANCE OF THE RESEARCH Preservation and restoration of the natural environment and ensuring environmentally safe functioning of ecosystems are the priority conditions for implementation of the dominant social paradigm, which is development in harmony with nature. There is a need to search for a compromise between social and economic needs of the humanity and capabilities of the biosphere for their satisfaction [1, 2]. With modern production and consumption models the natural resources are used faster than restored. Capabilities of the natural environment for resistance to these processes are near exhaustion. Development in harmony with nature is impossible without transfer to the production and consumption models ensuring non-exhausting use of natural resources and ecological safety of territorial units. Presence of the ecological risks and the need of ensuring environmentally safe functioning of ecosystems determine the relevance and importance of development and introduction of the management system of ecological safety of territorial units. At the present stage of social development, the most efficient tools of effective use, preservation and restoration of ecosystem functions are those based on the economic interest. On the other hand, the modern economics does not fully take into account economic contributions of ecosystem values, which is largely explained by the lack of coherent scientific approach to determining their essence and meaning and methodological tools for their economic valuation [3]. Due to this a need arises for corresponding scientific researches and inclusion of the ecosystem services

The paper analyzes efficient development of innovative activities can be carried out, on the basis of conducted research, on research base, the foundations of which are laid upon the objective analysis of the existing and anticipated results of the processes of developing and implementing of innovations. Creating the approach for the evaluation level of the efficiency of the organizational culture of the sea port 创建海港组织文化效率评价层次的方法

It has been proved that efficiency of the management of the modern enterprise of the marine industry is defined by the obtained level of its organizational culture, therefore, there is a necessity to deal with the issues of creating corresponding conditions for developing organizational culture. Components of enterprise organizational culture have been structured by determining two groups of functional and social culture and there have been defined corresponding integral elements of organizational culture which are given from the position of its forming in each functional sphere of the enterprise: production, marketing, management, personnel, economic culture, financial culture, quality of working life, social and psychological climate, motivation. This structural model gives an opportunity to investigate the character of organizational structure, patterns of its creation and development and to make a complex view concerning the enterprise organizational culture. It has been highlighted that management of the enterprise organizational culture has to ground on defining the state of each of the indicators mentioned above that characterize the components of the organizational culture. For defining that state there is a necessity to provide the assessment of the power of culture by particular indicators. Such indicative evaluation will suggest the enterprise authority the ways of targeted impact on the power of enterprise organizational culture. The procedure of indicative evaluation of such specific notion as the enterprise organizational culture has a number of particular features connected with the qualitative character of indicators as well as dependence of evaluations from the subjective view of a person providing it. There have to be thorough research to avoid these kinds of contradictions when providing the evaluation and to obtain the complex view concerning the power of the enterprise organizational culture. There have been substantiated the necessity of developing the tools for evaluating the level of the enterprise organizational culture which would assist in determining its components that require priority managerial influence. The approach to the evaluation of the efficiency level of the enterprise organizational culture has been developed which is grounded on the sequential synthesis of expert evaluations of the indicators that characterize determined components of organizational culture by various levels of management. Each element of culture has been detailed which provides the management with the opportunity to direct remedial measures in the required manner. It has been recommended to present the obvious state of each component of organizational culture in geometric space. The method of evaluation the level of organizational culture efficiency has been tested in the state enterprise sea commercial port “Yuzhny”. The development of Information and communication technologies (ICT), AI and robotics has a significant impact on the competencies of companies operating in financial sector. Digital transformation leads to changing existing competencies rapidly, as well as necessity of developing new competencies specifically related to the use of ICT, Artificial intelligence and robotics in business processes, development of new products and updating existing ones. The purpose of research is to investigate the challenges for development of competencies in the financial sector impacted by the development of ICT, AI, Robotics and other knowledgeintensive technological solutions. Methodological Approaches to Funding Tertiary Education Institutions Given the Relationship between GDP and Budget Expenditure on Education 考虑到本地生产总值与教育预算开支的关系,资助高等教育机构的方法方法

The main issues of funding tertiary education in the EU in the light of the tertiary education system role in shaping Europe-2020 strategy were investigated. The methods of using the mechanisms of the formula model for tertiary education institutions funding were considered. The importance of methods and forms of funds allocation to universities depending on ownership forms was substantiated. The methodological approaches to financial support of tertiary education institutions in the EU were defined. The existing experience of European countries with regard to the possibility of financial autonomy of European tertiary education institutions was studied. The structure of expenditure on tertiary education in the countries of the world and Ukraine was established. State expenditure on tertiary education (bachelor, master and doctoral programmers, including research and implementation of scientific developments) in % of the GDP was distinguished. The balance between public and private funding of tertiary education in different OECD countries and Ukraine as well as allocation of expenditure on tertiary education in Ukraine by funding sources were presented. The model of correlative linear regression dependence of the GDP on the budget expenditure on education was built, and the direct dependence between the indices was revealed.
