The importance of human resources for the activation of the innovative activity has been grounded. It is taken into account that there is a necessity in changes which provide required conditions of labor for innovative activity and, when implemented in practice, there is a possibility to adapt the human resources management system to the peculiarities of the sea port innovative development. The model of the functional system for human resources innovative activity management has been improved, it has its own goal, directing and directed subsystems and, in contrast to existing ones, establishes particular parameters of its own provision: corporate values, social and psychological climate, humanization of labor, quality of labor life, stimuli and motivation. These parameters create labor conditions the use of which allows the management to raise motivation and reach self-actualization of human resources for shaping the behavior which is directed to innovations in all spheres of the enterprise. The factors have been determined and systemized that characterize the state of human resources management in the sea ports by defining the following directions: human resources; conditions which support implementation of human resources innovative activity; economic efficiency of the sea port. It has been proved that application of this systematization allows defining in each direction corresponding blocks and indicators which characterize them for performing the assessment of conformity of innovative development management system in the port with the established goal. The article discusses the optimal management of the distribution of net profit of oil and gas enterprises in order to minimize its risks. The constructed utility function acts as a criterion of optimality. Management parameters are fractions of net profit aimed at achieving the final predicted value of the studied variables. To solve this problem, a mathematical apparatus was used, based on the theory of the Pontryagin maximum principle. As a numerical experiment, some options are proposed for optimal management of the distribution of net profit of the National Joint Stock Company Naftogaz of Ukraine for the period 2018-2022. Numerical results are given taking into account the discounting of financial flows. The proposed algorithm allows to obtain the optimal distribution of net profit within one oil and gas enterprise, which includes structural units, as well as on the scale of a group of enterprises united by one governing body that distributes financial resources for risk management. Topicality of modeling information transparency is determined by the influence it has on the effectiveness of management decisions made by an economic entity in the context of uncertainty and information asymmetry. It has been found that information transparency is a poorly structured category which acts as a qualitative characteristic of information and at certain levels forms an additional spectrum of properties of the information that has been adequately perceived or processed. As a result of structuring knowledge about the factor environment, a cognitive model of information transparency was constructed in the form of a weighted digraph. Structural analysis of the cognitive model made it possible to evaluate the classes of factors, identify their limited relations, establish the centrality of the roles of information transparency and information and communication security in the system built and evaluate their importance when modeling the situation self-development. Information visibility has been found to have the strongest impact on the system. Taking into account different initial weights of the key factors — information transparency and information and communication security — the study substantiates the strategic ways for economic entities to achieve their goals in the context of uncertainty and information asymmetry, which allows us to use this approach as a tool for strategic management in the information environment. For the innovative breakthrough of the national economy it is necessary to formulate and implement a strategy of partnerships between the industrial, educational and scientific sphere of social activity. The implementation of this strategy is possible using the existing potential of the participants and the integration mechanisms of their interaction on the basis of exopreneurship. Exopreneurship diversifies the choice, and therefore increases the opportunity to choose the optimal direction for the development of entrepreneurial units. The implementation of the exopreneurship model as a result of the implementation of the partnership strategy is the foundation for ensuring the strategic sustainability of production structures. The algorithm is presented for implementation of the exopreneurship model formed in the common area of intersection of the three components of the "triangle of knowledge" the zone of exopreneurship. It creates an innovative exopreneur unit, which is one of the important strategic tasks of innovative development of the state. This will enhance the importance of industrial potential for the modernization of the national economy, the strategic part of which is the oil and gas industry and to bring as close as possible the vectors of development of industrial, educational and scientific structures of this industry. The mathematical model of dependence of strategic stability of partners on the level of their partner potential is offered. This model has been tested on the materials of potential partners of three segments of partnerships with graphical presentation of results. The rating of the unit investment funds of the open and interval types, which invest more then 30 percent of their assets to the shares in Ukraine, was done using CAPM. The sample of data from the investment funds that work on the securities market in Ukraine more than 5 years was compiled. The indicators of funds’ over yield, as the difference between fund’s yield and the minimum allowable rate of return on investment in Ukraine were calculated. Using the least square method the linear regression equation in the form of a CAPM )) ) ( ( ( * ) ) ( ( country r USA f r m r f f country r USA f r f r was built. For further research the investment funds, that have the coefficient of 3 , 0 f and the coefficient of determination 5 , 0 2 R , where selected. The statistical significance of the regression equations obtained using the Fcriteria was checked. The hypothesis about the equality of coefficients f and f were researched. The tables of the tstatistics for the each of hypothesis were built. The investment funds by the value of the coefficient f were grouped. As a result of rating, the investor will have the opportunity to select the group of funds that is acceptable to him in terms of profitability and risk.

The ongoing processes of authorities’ and public finances’ reforming in Ukraine stipulate the real opportunities to increase the resources of sustainable development of regional economic systems. At the same time, global practice shows that financial decentralization processes produce contradictions and development risks for a country and its regions, preventing the achievement of designated goals. These aspects explain the growing interest in scientific and practical problems of defining the influence of financial decentralization on the development of regional economic systems. The methods of systemic-structural and functional analysis and economicmathematical modeling were applied in the process of the research of financial decentralization’s influence on the development of regional economic systems. The analyzed practices of financial decentralization reform in the world show that there is no unified model of its implementation. The paper outlines the problems the researchers faced in the course of empirical studies to define the patterns of impact the financial decentralization has on the processes of development of various economic systems. Based on the logarithmic model of multiple linear panel data regression, the paper verifies the hypothesis about the influence of decentralization on economic growth of Ukrainian regions in 2017-2018. Its impact on economic growth of regions by revenues and expenditures as well as the growth of local budgets’ own revenues is estimated as positive. Strong negative influence of interbudgetary transfers on independent variable is experimentally confirmed. Based on the results of conducted empirical research, the paper suggests the recommendations regarding the imperatives the policy of sustainable growth of Ukrainian regions should be developed on. The purpose, role and functions of modern mass media influence on all socially significant components of society by forming in the last public opinion, aimed at a joint search for pareto-efficient solutions of sustainable development, are yet to be subjected to further thorough scientific and theoretical analysis. The new directions of scientific research in the field of management technologies based on the integration and harmonization of collective intelligence have been generated and widespread due to mass media dissemination of information, on the collective, participative, partnership management and leadership, on crowdsourcing and cognitive technologies, which form a new interaction paradigm between society and state as a way of cognitive behavior transformation of the individual, their groups and organized groups, nations and states through massive attraction and use their intellectual potential in combination with modern information systems. Spatial model of the search for a pareto-optimal point of cost-effective market interaction of three participants in market transactions on the surface of utilitarian possibilities and the model of socially responsible pareto-effective stakeholders interaction formation in the socio-economic system under the mass media influence are developed in the paper. Information technologies forward and change all processes that are taking place in the modern society. Recent literature has been analysed as for the vector of information society development, influence of information technologies on development of business communications and social institutions. Asymmetry of information processes in the world has been analysed as well. The aim of this research is to study the moderated role of countries’ IT level and its influence on social and economic development. The realised econometric research of the global indices (ІСТ, Doing Business, Global Competitiveness Index) for 113 countries of the world indicate different intensity of information and communication development influence in certain groups of countries (identified by the ІСТ level) on their economic level. The problems of functioning of finances of the united territorial communities (UTC) in the period of reforming local self-government and territorial organization of power are analyzed. These problematic aspects are accumulated into blocks that focus on constitutional changes in the context of the formation of an UTC, administrativeterritorial reform, changes in the administrative-territorial structure, definition of indicators of the level of financial decentralization, regulation of the division of powers between local and executive authorities and functions to prevent their duplication, stimulate further integration of territorial communities and financial levels local government UTC resources. Therefore, in the context of these blocks the ways of locating the isolated problems are proposed. In this context, it is proposed to simulate the likelihood of budget risks occurring in order to prevent negative trends in revenue generation and budget expenditures UTC.
