There is substantiated the expediency of using the methods of the queuing theory for making managerial decisions in the face of uncertainty and risk. The model of organizing repair works at oil and gas companies has been improved, and its implementation ensures the optimization of the costs of maintaining repair crews and the reduction of losses from well downtime. Well repair by repair crews is considered as a multichannel queuing system in which the flow of service requests is the flow of repair applications, and the maintenance procedure consists of providing a repair crew according to applications in the order they are received. The maintenance procedure consists in the use of a repair crew according to the application, which is considered completed after the completion of the work of this crew at the facility, and the order of satisfying applications is carried out in the order they are received. Testing the proposed model of organizing repair works on the example of the fields of the three largest oil and gas companies in the Western region of Ukraine made it possible to establish that an increase in the failure rate requires an increase in the number of repair crews. However, such an increase is not always advisable, since the costs of maintaining the crews begin to exceed the losses from the downtime of the wells. The problem has been solved by the simulation method to optimize the elimination of failures of tubing (breaks) in the fields of the studied oil and gas producing enterprises, the process of which includes operations associated with the formation, transformation and implementation of random events, variables and processes that cause random changes in the state of such a system. In modern conditions of innovative development, the most important resource of production companies and corporations is the innovative susceptibility (IS) of personnel. The key to this is an innovative organization of Human Recourse Management System (HRMS). Accordingly, the task of the study is to analyze the typical HRMS structures of Ukrainian enterprises in comparison with the global ones in order to form an innovative HRMS development strategy and, on this basis, to increase IS of stuff. The goal of this study is to compare the levels of HRMS development in advanced global companies and Ukrainian enterprises in the field of industrial automation. As part of this study, methodological, statistical analysis method of technical and economic characteristics of Ukrainian and world leaders of enterprises in the field of industrial automation are used. The research methodology consists in processing and disclosing theoretical and methodical units and practical recommendations, which requires the use of innovative personnel using personal industrial enterprises engaged in industrial automation. – The transformations that are currently taking place in the world economic system are forcing scientists to research the factors that allow national economic systems to be sustainable and competitive in today's realities. The key direction for Ukraine with its fertile black soil is the innovative development of the economy as a whole and enterprises, especially agricultural, in particular. The article analyzes the innovative development of enterprises in Ukraine, the quantitative indicators of recent years in terms of innovative development and financing and investment in innovative development of enterprises. It is suggested to consider agricultural enterprises an economic system to explore in more detail their innovative development, the factors that influence it, the methods of its improvement, and more. The specific features of agricultural enterprises as an economic system are emphasized, in particular, their strategic role in terms of food security, their key importance for rural areas and rural population. There are two main directions of innovative development of agricultural enterprises: improvement of production technologies and improvement of quality of labor resources. The importance of labor resources for the effects of the functioning of agricultural enterprises is emphasized. The authors of the article have proposed a methodological approach to material incentives for the staff at agricultural enterprises and adapted it to a specific agricultural enterprise.

Abstract—The annotated article presents methods for assessing the effectiveness of diversification of enterprises, offers a system of criteria and indicators to assess the efficiency of diversification changes that take into account economic, social and ecological effects. An algorithm has been developed, stages and sequence of calculations have been justified for the quantification of a complex integrated indicator of the efficiency of diversification changes. On the example of highly specialized gas transportation enterprises, which have found themselves in a crisis due to a drop in demand for their services, there has been demonstrated the feasibility of applying the proposed methodological approach to justify the expediency and extent of diversification of their activities, as well as predicting the possible consequences of the implementation of such diversification strategies.

The expediency of innovation activization stimulation at industrial enterprises for the purpose of ensuring their competitiveness was proved. The methodological approach to determining the strategy efficiency of the innovation economic mechanism development (IEMD), which is based on the analysis of the main components and cover all the aspects of an enterprise’s innovation development, was suggested. The approach involves comparison of the effects with the standard minimum, maximum value of the required indices, the ratio of the innovation activity integrated indices according to the established limits, which allows comparing the value of the required index and will ensure the expected effect, intensification of all activity lines and definition of the innovation main directions. In the course of the study, the limit values of fluctuations in the enterprise’s innovation indices, innovation efficiency, availability of innovations at the enterprise and rate of their use were established. Accordingly, the degree of their development was found and the most optimum development strategy was selected. PROBLEM STATEMENT Modern market environment is characterized by aggravation of the competition level and causes industrial enterprises to lose the niches and market segments conquered. It is the crisis conditions of development that stimulate industrial enterprises to search for alternative options for enhancing their development. This situation concerns the activities of engineering enterprises, which, on the one hand, are under impact of environmental factors and, on the other hand, have a positive effect on the socioeconomic state both of the region and state as a whole. The activities of engineering enterprises are of particular importance due to the fact that they provide goods manufactured not only for the population needs but also for functioning of many other enterprises. Under these conditions, introduction of innovations is of significance for the country's economy development and improvement of engineering enterprises’ functioning. It is attraction of innovations and improvement of innovations that constitute the main way to establish enterprises’ activities, increase their competitiveness level, implement development strategies and fully meet the needs of participants of this process. The paper analyzes current expenditure system of united territorial communities, which includes funding of education, culture, health care, social safety net, housing and community amenities, infrastructure development, which together ensure territories` sustainable development. It has been proved that the current system of local finances` management does not support their sustainable development and does not introduce viable mechanisms for the effective expenditure distribution inside united territorial communities (UTCs) between the settlements within them. The following arguments have been shown: UTCs include settlements characterized by different population size and income per capita. Due to migration processes the population size is unstable. The model of expenditure distribution between settlements of UTCs for provision of public goods using a system of linear homogeneous difference equations, taking into account national economy specifics has been proposed based upon foreign experience. It has been proposed to calculate the population size at certain time intervals, taking into account the expected (planned) changes of each settlement` s population within UTCs and to distribute programmed expenditure for providing public goods within territories` sustainable development capacity. Therefore, Ukraine and its economy need urgent scientific substantiation and practical implementation of measures aimed at sustainable geospatial development of the country amid transformation of its administrative territorial structure. Building a system of integrated, multi-criteria management of natural and economic systems, which include united territorial communities (UTCs), which will ensure regional and national sustainable development over the long term, remains a national problem. National sustainable development can only be ensured if UTCs organized because of decentralization are self-sufficient and financially viable. A high level of innovation is the main precondition for providing the competitiveness of industrial products in the foreign market. This paper deals with the identification of the prospects and risks of creating an innovative environment to stimulate the internationalization of industrial companies. It was determined that the main elements of such an innovative environment are: the innovation ecosystem, human capital, the level of scientific research and the level of introduction of new technologies. Based on data analysis, the paper investigates the main trends in the development of innovative activity in Ukraine during the last five years. The construction of the trend model showed that the Global Innovation Index score of Ukraine tends to increase by an average of 0.55 points annually. The paper also presents a detailed analysis of prospects and risks of creating and developing an innovative environment for promoting the internationalization of Ukrainian industrial companies. It was found that this process is impossible without solving the problems of financing education and science, stimulating the scientific cooperation of industrial companies with scientific organizations and universities, as well as creating an appropriate innovation ecosystem. This paper deals with the identification of the prospects and risks of creating an innovative environment to stimulate the internationalization of industrial companies. It was determined that the main elements of such an innovative environment are: the innovation ecosystem, human capital, the level of scientific research and the level of introduction of new technologies. Based on data analysis, the paper investigates the main trends in the development of innovative activity in Ukraine during the last five years. The construction of the trend model showed that the Global Innovation Index score of Ukraine tends to increase by an average of 0.55 points annually. The paper also presents a detailed analysis of prospects and risks of creating and developing an innovative environment for promoting the internationalization of Ukrainian industrial companies. It was found that this process is impossible without solving the problems of financing education and science, stimulating the scientific cooperation of industrial companies with scientific organizations and universities, as well as creating an appropriate innovation ecosystem. The article is devoted to the development of methodological approaches to the capitalization of resources of oil and gas fields in the subsoil. A new methodological approach to the capitalization of oil and gas resources has been developed that combines a differentiated accounting of investment characteristics, cash flow generation, their use and consideration of the influence of the time factor at various stages of the long life cycle of exploration and development of oil and gas fields. For this purpose, it has been proposed to divide the life cycle of oil and gas resources development into three periods the period of investment costs (exploration, drilling, field development), the payback period of investments and the main operational period. For each period, appropriate methods are provided for determining the influence of the time factor, taking into account natural and geological features, as well as the risks of investing and receiving cash flows during the development of oil and gas resources. The funding models of higher education institutions’ activities were investigated. The regulatory practice in determining the resources levels used as a method of budget allocation was studied. The trends of changes in the budget expenditure on education were researched. Based on the time trend lines, the single-factor forecast models for the consolidated Ukrainian budget expenditure on education were built by using the Excel program. The methods of calculating the cost of tuition per student and budgetary programs formation based on essentially new funding mechanisms and given the new conditions in the labour market were defined. The problematic issues of funding higher education institutions in modern conditions were revealed. The main priorities of education and science funding reform were outlined; the need to implement the allocation of budgetary funds for higher education institutions was defined, with the core funding to be formed on the basis of calculating the average cost of one specialist training, and part of the formula to be used to encourage education institutions to achieve results. The methodological approaches to determining the cost of education services were offered given the international accounting standards and experience of post-socialist EU countries, a client-oriented model for determining tuition fees and the developments, including standard regulations for attractive credit resources which can be used by the private sector for training. In order to stimulate private investment in EU science, it is suggested using tax incentives for higher education institutions. PROBLEM STATEMENT Inefficient use of budgetary funds and special funding, reluctance to transform management approaches in funding higher education institutions(HEIs) and this area commercialization, alack of willingness to offer educational products of high-quality and interest for business as well as relevant applied scientific developments, increased competition from foreign HEIs (especially those of Poland and the Czech Republic) are the most crucial factors affecting HEIs’ financial and physical conditions. The resolution of the above issues requires time and appropriate institutional and managerial support.

The article devoted to studying the problem of finding methods to increase modeling efficiency by combining the results of calculations of several models. Conditions of expediency of creation of ensemble of models for the solution of the problem of binary classification are investigated. The theoretical basis for the dependence of the ensemble efficiency on the accuracy of the models that form it is studied.
