We have formulated in the article several methodological provisions on the study of the regional spatial development based on smart-specializations. We have justified that the resource and economic components of the region's development are its basis. The authors found that there are conditions for spatial development interoperability elements in a specific system of spatial coordinates over time, their strategic orientation, ordering, structuring relationships while maintaining the integrity and independence of each element of space. Significant components of the regional spatial development are the development of areas production and services balance these fields, investing new technologies, the diffusion of technologies. We have developed proposals to support the strategic priorities of spatial development and to formulate a regional policy for its provision. We also demonstrated that strategic planning is an essential tool to regulate spatial development systematically. Strategic planning allows combining the economic development forecast and the development of possible scenarios based on the strategies formed and take into account the views of all stakeholders. Based on the principles of scientific substantiation, consistency, the effectiveness of the state policy of regional development and consistency with the budgetary structure of the country, a conceptual scheme of strategic planning of the regional spatial development based on reasonable specializations and methodological support for its practical implementation has been developed. The methodology developed by us implies the choice of promising models of the regional spatial development under the influence of changes in resource and investment provision. This methodology involves developing a mechanism for joint financing of regional and interregional programs (projects): formation of better regulatory and legal support for public-private partnerships, taking into account the features of the use of reasonable specializations. The article deals with the basic approaches to the evaluation of research works, which make it possible to determine the level of expediency of their implementation, rationally distribute the amounts of funding, scientific potential that contributes to the development of scientific and technological progress. Estimating the economic efficiency of R&D projects in the early stages of project implementation is predictive. The qualitative aspect of scientific research is characterized by the result, the content of which is checked by novelty. Therefore, the evaluation of the scientific and technical performance of the research and development work at the initial stage can be carried out only on the basis of the experience and knowledge of scientists acting as experts. In this case, the weighted point estimation and pairwise comparisons method is used. The paper proposes the basic provisions for evaluating the scientific and technical efficiency of the results of research and development work at the initial stage, namely, the basic parameters for the evaluation of scientific efficiency; scientific and applied efficiency and technical efficiency. The paper also formulates parameters for individual R&D, which may have their own characteristics, namely, due to the nature of the study, experts can identify other performance indicators, such as environmental, social, financial, management, etc. According to the results of the proposed method, the evaluation of the development of the use of de-cement solutions for the isolation of inflow of reservoir water to the downhole of gas and gas-condensate wells of the PreCarpathian region was made and the corresponding conclusions were drawn. The proposed R&D methodology will enable the implementation of efficient, high-efficiency developments that will bring profit to the enterprise in the future and ensure its competitiveness.. — This article explores the peculiarities of assessment of the risk of economic activity to determine the criteria of state support of enterprises of grain product subcomplex. The model of the system of formation of the general risk of economic activity of the enterprise of grain-product subcomplex, built on the basis of the use of the provisions of game theory, is proposed. The presented model characterizes the interaction of several elements that generate risk: "nature," market, "enterprise" and element-regulator "state." The tool of complex expert assessment of the general level of risk of economic activity of the enterprise of grain-product subcomplex is proposed, which allows to implement in practice a differentiated approach when determining priorities of state regulation of grain product subcomplex in Ukraine.

The article substantiates the expediency of applying a process approach to ensure the effective management of the enterprise on the base of using digitalization. The key benefits of applying a process approach to enterprise management and actions that will ensure the effective implementation and quality of processes are identified. In order to ensure process efficiency, criteria, methods and stages of process optimization technology have been defined; modern methods of process formalization and process management systems are analyzed. A mathematical model of selecting the most effective alternative to process improvement was applied and the results of calculations were obtained by using a program product implemented in Python. Estimation issue of regional sustainable development in Ukraine is studied in the article. Methodical approach that allowed us to rate regions using calculated numbers on indices blocks of resource support, production, social development and ecology state was suggested. This allowed us to compare various components of sustainable development in regions perspective. Three regional clusters were established from the totality of the indices using the method of classification theory; this allows us to devise development scenarios and optimal functioning strategies of regional systems in Ukraine based on sustainable development principle. The article discusses the expert assessment method and its utilization in socio-economic research. It provides an overview of the main steps in application of this method and main difficulties or concerns that may arise on each of these steps. The authors focus on the scales that experts can use and possibilities of transformation of various scales to assure ease of use of such scales by experts as well as by researchers who evaluate and summarise the results of expert assessment. The article suggests several options of scale transformation and points out to the advantages of such approaches. The principles of forming a development strategy of the region based on the results of a comprehensive and detailed evaluation of the direct and indirect impact of economic entities on its structure have been highlighted. The matrix has been proposed and the peculiarities of the choice of the development strategy of the region depending on the determined level of influence of its business entities on the strategic capabilities of the region in specific directions have been described. The real and potential possible impact of the IT sphere on the structure of Lviv region has been shown, the options for directions of strategic development of the region have been determined. The possibilities of strategic directions of development of other economic structures of Lviv region, which are set by the implementation of strategic measures of regional development of its IT cluster, have been outlined. The formation of the options of the development strategy of the region through mutual impact of all its economic entities has been proven; it contributes to the formation of an effective regional structure that ensures successful long-term competitive development of the region both in the domestic and foreign markets by taking into account the available and possible strategic advantages and production capabilities of all, without the exception, its economic structures.

Based on the network paradigm of complexity in the work, a systematic analysis of the dynamics of the largest stock markets in the world has been carried out. According to the algorithms of the visibility graph and recurrence plot, the daily values of stock indices are converted into a multiplex networks, the spectral and topological properties of which are sensitive to the critical and crisis phenomena of the studied complex systems. It is shown that some of the spectral and topological characteristics can serve as measures of the complexity of the stock market, and their specific behaviour in the pre-crisis period is used as indicators-precursors of crisis phenomena. According to the algorithms of the visibility graph and recurrence plot, the daily values of stock indices are converted into a multiplex networks, the spectral and topological properties of which are sensitive to the critical and crisis phenomena of the studied complex systems. It is shown that some of the spectral and topological characteristics can serve as measures of the complexity of the stock market, and their specific behaviour in the pre-crisis period is used as indicators-precursors of crisis phenomena. In this article for the first time, we have built a model for assessing the economic potential of a transport enterprise, taking into account the production, financial, labor, information and innovative potential of the enterprise. We proposed our grouping of indicators of the effectiveness of the economic potential of the enterprise by its components. We have systematized various indicators, which allows us to clearly see the development of a particular aspect of the enterprise and track the dynamics of changes in each group of indicators separately. We applied an integrated approach to assess the economic potential of an enterprise based on the hierarchy analysis method and the matrix method. We calculated the total economic potential of the enterprise using the Verhulst Equation. The methodological approach developed by us to assess the economic potential of a transport enterprise provides a systematic process of control, monitoring the effectiveness of the economic potential with goals and groups of indicators. This research methodology can be used to assess the economic potential of an enterprise, despite its specific business environment.
